WHEN WE TALK ABOUT SIMPLE, WHICH MEANS THE TRANSIT SERVICE, WHICH IS VERY SIMPLE TO USE, UH, USE, UM, AND TO READ THE SCHEDULES, UH, CONVENIENT MEANS TRANSIT SERVICE THAT IS AVAILABLE WHEN AND WHERE IT IS NEEDED.

UH, THE FIRST IS AT STOP OUTREACH, UM, AND OPERATOR OUTREACH.
UH, SO WE GATHERED FEEDBACK FROM VIA RIDERS AT 21 BUS STOPS AND TRANSIT APPS ACROSS SAN ANTONIO.
WE HELD TWO SERIES OF OPERATOR DROP-INS TO GATHER ROUTE SPECIFIC FEEDBACK AND PROVIDE MORE INSIGHT INTO POTENTIAL SYSTEM IMPROVEMENTS.
UH, WE HAVE HOSTED THREE COMMUNITY WORKSHOP AND VIA ONE VIA EMPLOYEE OPEN HOUSE IN JANUARY OF 2025.
UH, WE HAVE DONE, UH, TECHNICAL ADVISORY COMMITTEE AND INTERNAL STAKEHOLDER GROUP MEETING.
AND ALSO WE HAVE DONE THE BUSINESS FORUM MEETINGS TO PROVIDE TECHNICAL GUIDANCE, INSIGHT, AND ADVICE ON CRITICAL PROJECT MILESTONE.
UH, THROUGH ONLINE FEEDBACK, WE COLLECTED PUBLIC INPUT THROUGH AN ONLINE COMMENT FORM AND INTERACTIVE MAP ON BARRIERS TO ACCESS THE SYSTEM, POTENTIAL IMPROVEMENTS AND ROUTE SPECIFIC FEEDBACK.
SO WHAT WE HEARD, UH, FROM THE PUBLIC, UH, SOME OF THE THINGS ARE HIGHLIGHTED HERE ON THE SLIDES, UH, ARE MORE FREQUENT SERVICE WOULD BE HELPFUL, IMPROVE THE RELIABILITY OF THE SERVICE SUPPORT FOR EXPANDING THE VIA E SERVICE.
MORE CONVENIENT STOPS, STOPS NEW ROUTES AND RELIANCE ON FIXED ROUTES.
SOME OF THE THINGS THAT REALLY CAME UP WAS FREQUENCY.
SO IT'S OUTLINED IN THE SLIDE.
UM, WHAT WE HEARD FROM ONE OF OUR CUSTOMER IS, I BELIEVE IT'S GOING TO DRASTICALLY IMPROVE MY TRIPS DUE TO INCREASE IN THE FREQUENCY.
SO FREQUENCY CAME QUITE OFTEN, AND THAT'S WHAT WE REALLY LOOKED INTO AS PART OF THE BETTER BUS PLAN.
GOING OVER THE PLANNING PROCESS, UH, WE STARTED THE OUTREACH ALMOST 20 MONTHS BACK.
SO WE TALKED WITH THE PEOPLE TO REALLY FIND OUT HOW THEY WANT TO SEE VIA IMPROVED.
SO TALKING TO THE PUBLIC, WE DEVELOPED THE FOUR GOALS, WHICH I STATED IN MY PREVIOUS SLIDE.
AND AT THE SAME TIME AS WE, WE WERE DEVELOPING THE GOALS, WE WORKED ON MARKET ASSESSMENT, LOOKED INTO PEER REVIEWS, AND ALSO LOOKED INTO THE EXISTING SERVICE.
THROUGH ALL THESE STUDIES, WE REALLY IDENTIFIED THE TRANSIT GAPS, WHICH ARE THERE IN OUR SYSTEM, OUR EXISTING SYSTEM.
WE THEN DEVELOPED THAT DROP PLAN AFTER DEVELOPING THE DROP PLAN.
THEN WE WENT AND TALKED TO THE PUBLIC TO SEE, UH, WHAT DO THEY LIKE, WHAT DO THEY DISLIKE ABOUT THE DROP PLAN.
TODAY WE ARE HERE PRESENTING THE FINAL PLAN TO YOU, AND THEN WE WILL IMPLEMENT THE PLAN IN SIX PHASES.

OUR IMPROVED, UH, BUS SYSTEM, THROUGH THE THOUGHTFUL DESIGN ENHANCEMENTS WE'RE MAKING AND THE EXPANDED AND REFINED VIA LINK SERVICES, UM, WE HAVE FOUND THAT WE ARE ABLE TO PROVIDE MORE FREQUENT SERVICE ACROSS THE SERVICE AREA.WITH ALMOST 20% MORE PEOPLE HAVING ACCESS TO HIGH FREQUENCY, 20 MINUTE OR BETTER TRANSIT SERVICES, WE'VE INCREASED ACCESS TO BETTER SERVICE ACROSS THE VIA SERVICE AREA.
ALMOST 50% OF PEOPLE SEE AN INCREASE IN THEIR LEVEL OF SERVICE DURING PEAK AND MIDDAY PERIODS.
WE ARE IMPROVING ACCESS TO JOB OPPORTUNITIES WHERE OVER 40% MORE JOBS ARE ACCESSIBLE FROM ACROSS THE VIA SERVICE AREA.
WITHIN 30 MINUTES ON TRANSIT, WE'RE ADVANCING ACCESS TO TRANSIT FOR LOW INCOME AND MINORITY COMMUNITIES BY INCREASING ACCESS TO AT LEAST TWO OR MORE GROCERY STORES DURING MIDDAY, WITHIN 30 MINUTES ON TRANSIT.
AND WE'RE SEEING MINIMAL IMPACT TO EXISTING STOPS.
LESS THAN 1% PERCENT OF EXISTING RIDERSHIP IS LOSING SERVICE TO THEIR EXISTING BUS STOP WHEN FULLY IMPLEMENTED.
THE BETTER BL BUS PLAN WILL PROVIDE 30 MINUTE OR BETTER SERVICE BETWEEN 6:00 AM AND 7:00 PM ON WEEKDAYS AND 8:00 AM AND 6:00 PM ON WEEKENDS.
WE ENVISION WITH THESE IMPROVEMENTS THAT WE'LL SEE ALMOST A 35 TO 45% INCREASE IN RIDERSHIP WITH FULL IMPLEMENTATION OF THIS PLAN.
SO AS SANDEEP MENTIONED, WE HEARD FROM 1300 DIFFERENT PEOPLE, UH, AND STAKEHOLDERS AND THE PUBLIC ALIKE.
AND WHAT WE HEARD, UH, WHEN WE PRESENTED THE INITIAL DRAFT THAT WE BROUGHT OUT IN JANUARY, WAS THAT WE SHOULD MAINTAIN SOME OF THE EXISTING ALIGNMENTS, UH, THE ROUTES THAT WE CHANGED.
FOR INSTANCE, THE ROUTE SEVEN, THE EXPRESS SERVICE BETWEEN STONE OAK TO AIRPORT TO THE DOWNTOWN WAS A REQUEST, UM, BRINGING THE ROUTE 20 BACK UP TO THE PEARL DISTRICT, UH, AND MAINTAINING THE ALIGNMENT OF THE 100 ALONG, UH, MARKET.
WE ALSO, UH, HEARD WE SHOULD EXPAND SOME OF THE V LINK SERVICES EVEN FURTHER THAN WE ALREADY DID, UH, INCLUDING BRINGING A NEW INNOVATIVE VIA LINK ZONE TO BROOKS.
AND WE CONTINUED TO INCREASE THE FREQUENCY AND EXTEND THE HOURS OF OPERATION WHERE WE COULD.
UH, THERE WERE SOME INSTANCES, FOR INSTANCE, IN, UH, TO THE UTSA AND THE RIM.
WE HEARD WE NEEDED MORE LATE NIGHT SERVICE, SO WE EXTENDED SOME OF OUR LATE NIGHT SERVICE IN THAT AREA.
AND THEN FINALLY WE EXPANDED THE FIXED ROUTE SERVICE EVEN FURTHER.
UH, WE BROUGHT OUT ONE OF OUR ROUTES TO THE SOUTHWEST RESEARCH INSTITUTE, UM, AND MADE SOME ADDITIONAL ADJUSTMENTS BASED ON WHAT WE HEARD FROM THE PUBLIC ON WHERE AREAS THAT THEY NEEDED CONTINUED SERVICE OR MORE SERVICE.
SO THE FINAL SERVICE NETWORK INCLUDES IMPLEMENTATION OF THE TWO VIA RAPID LINES.
UH, BOTH THE GREEN AND THE SILVER EXPANDED VIA LINK SERVICES THROUGHOUT, UH, THE REGION.
ALL ROUTES WILL OPERATE WITH 30 MINUTE OR BETTER SERVICE DURING PEAK AND MID DAYS, WHICH IS A, A, A HUGE IMPROVEMENT OVER EXISTING.
UH, WE ALSO ARE PROPOSING CONSISTENT ROUTES THROUGHOUT THE DAY AND NIGHT.
THE NEW LINEUP SERVICE, WHICH IS A DIFFERENT, UH, SET OF ROUTES, WILL NOW BE INTEGRATED INTO THE EXISTING SERVICES THAT ARE OPERATING DURING THE DAY.
AND THOSE SERVICES WILL BE EXPANDED.
AND THEN WE'RE PROVIDING MORE DIRECT CONNECTIONS.
SO THE VIA LINK NETWORK, AS I MENTIONED, WAS EXPANDED, AND WE EXPECT THE VIA LINK ZONES TO BE IMPLEMENTED BETWEEN FISCAL YEAR 2026 THROUGH FISCAL YEAR 2029.
AND ONCE WE IMPLEMENT EACH OF THOSE AND BEFORE WE IMPLEMENT THEM, WE WILL BE REFINING THE, THE BOUNDARIES EVEN FURTHER, UH, WHEN WE TAKE THIS OUT TO THE PUBLIC BEFORE IMPLEMENTATION.
SO WHAT DOES A BETTER BUS PLAN DO IN, IN TERMS OF ACHIEVING OUR GOALS? UH, AS I MENTIONED, WE HAVE MORE FREQUENT SERVICE ACROSS THE BOARD AND THE BETTER BUS PLAN, ALMOST 40% OF ROUTES ARE OPERATING, OPERATING AT 20 MINUTES OR BETTER.
AND ALMOST 20% MORE PEOPLE WILL HAVE ACCESS TO FREQUENT 20 MINUTE OR BETTER SERVICES.
THE THE MAP YOU SEE HERE ON THE RIGHT IS THAT EXPANDED HIGH FREQUENCY NETWORK.
WE'RE CREATING MORE DIRECT CONNECTIONS, UH, KEY NEW CONNECTIONS BETWEEN ACTIVITY CENTERS, INCLUDING, UH, MEDICAL CENTER TO BOTH THE BROOKS, THE AIRPORT AND STONE OAK, UH, REALLY EXPANDING REACH TO THAT ACTIVITY GENERATOR.
UH, WE'VE CONNECTED THE BLANCO CORRIDOR TO THE ZAMORA CORRIDOR, WHICH WE SAW A LOT OF PEOPLE MOVING BETWEEN.
UH, PORT SAN ANTONIO IS CONNECTED TO THE KECK TRANSIT CENTER, INCREASING ACCESS TO THAT, UH, INNOVATIVE ZONE.
TEXAS A A AND M NOW HAS A DIRECT CONNECTION TO DOWNTOWN, WHILE PALO ALTO COLLEGE HAS A DIRECT CONNECTION TO THE MALA TRANSIT CENTER AND THE GREEN LINE AT STEVE'S GIVING IT ANOTHER HIGH FREQUENCY CONNECTION TO DOWNTOWN.
UH, WE'VE ALSO ESTABLISHED NEW LOCAL CONNECTIONS WITHIN EACH INNOVATIVE ZONE.
UM, THE DOWNTOWN BROOKS AND MEDICAL CENTER VIA LINK ZONES, UH, WHICH ARE WITHIN THOSE INNOVATIVE ZONES.
WE'LL ENHANCE CONNECTIONS TO THE HIGH FREQUENCY NETWORK.
UH, PORT SAN ANTONIO NOW HAS TWO NEW ROUTES THAT CONNECT

TO THE CADILLAC TRANSIT CENTER, AND ANOTHER THAT CONNECTS TO CROSSROADS PARK AND RIDE.AND WE'VE SIMPLIFIED THE NETWORK AS AS MUCH AS WE COULD.
UM, THERE WERE INSTANCES WHERE SOME ROUTES HAD MULTIPLE BRANCHES, AND WHAT WE'VE DONE IS ACTUALLY SPLIT THOSE BRANCHES INTO THEIR OWN ROUTES AND CREATED, COORDINATED, UH, SCHEDULING BETWEEN THOSE TWO ROUTES AND ENHANCED THE FREQUENCIES ON THE BRANCHES THAT MADE THE MOST SENSE.
WE DID THIS WITH THE ROUTE NINE AND THE ROUTE 88.
WE'VE ALSO CREATED A CONSISTENT LEVEL OF SERVICE THROUGHOUT THE DAY.
UH, YOU CAN SEE HERE THE MINIMUM LEVEL OF SERVICE THAT WE'RE APPLYING TO EACH OF THE DIFFERENT SERVICE TYPES, UH, SO THAT RIDERS KNOW WHAT TO EXPECT FROM THE SERVICE THAT THEY'RE TAKING.
AND FINALLY, THE LAST GOAL, UH, CONVENIENCE.
WE EXTENDED, UH, ADDITIONAL DAYTIME ROUTES AND VIA LINK SERVICE PAST 10:00 PM TO MAINTAIN THAT CONSISTENCY.
SO, UH, THOSE LINEUP ROUTES WERE INTEGRATED INTO THE, THE ALL DAY.

IN FISCAL YEAR 29, WE ARE HAVING THE SILVER LINE OPEN, AND ALSO WE ARE ADJUSTING THE FEEDER ROUTES FOR THE SILVER LINE IN FISCAL YEAR 30 AND HEAD 31.
WE ARE ADJUSTING AND COMPLETING THE BETTER BUS PLAN, UM, BY ADJUSTING THE ROUTES AND FREQUENCIES.
SO WE ARE, WE HAVE DEVELOPED A PHASED APPROACH.
EACH PROPOSED ROUTE WITHIN THE BETTER BUS PLAN WAS ASSIGNED A PRIORITIZATION SCORE BASED ON THE INCREASE IN THE FORECAST RIDERSHIP, FREQUENT TRIP OPPORTUNITIES, AND OVERALL VALUE TO THE NETWORK.
THE BETTER BUS PLAN RECOMMENDATION WAS ASSIGNED YEAR TO YEAR BASED ON WORKFORCE PROJECTION AND THE AVAILABILITY THAT ESTABLISH THE NUMBER OF ANNUAL SERVICE HOURS THAT COULD BE OPERATED.
AFTER FULL IMPLEMENTATION OF THE BETTER BUSS PLAN, WE WILL SEE AN INCREASE IN SERVICE HOURS BY 30%, AND IT REQUIRES A TOTAL, UH, 1,106 FULL-TIME EQUIVALENT, UM, OPERATORS.
SO GOING OVER THE N NEXT STEPS, I WILL JUST OUTLINE THE TIMELINE.
UH, WE ALREADY TALKED ABOUT THAT BEFORE WE STARTED THE PROJECT IN, UH, FALL OF 2023.
BY DEVELOPING THE GOALS AND OBJECTIVES AND LOOKING INTO THE EXISTING CONDITION AND ASSESSMENT, WE DEVELOPED THE GOALS IN WINTER OF 2023.
UM, WE STARTED THE COMMUNITY ENGAGEMENT ACTIVITIES IN SPRING OF 2024.
IN JANUARY OF 2025, WE DRAFTED THE SERVICE PLAN AND GOT INPUT FROM THE PUBLIC.
WE SHARED THAT SERVICE PLAN, UH, WITH THE PUBLIC AND THE STAKEHOLDERS.
WE ARE HERE TODAY, UH, TO PRESENT THE FINAL PLAN TO EU, UM, AND WE WILL START ACTIVATING THE PLAN OR IMPLEMENTING IN PHASES IN THE NEXT SIX YEARS, STARTING THIS YEAR, WHICH IS 2025, AND COMPLETING THE BETTER BUS PLAN IN 2031.
ON TALKING ABOUT THE UPCOMING SERVICE CHANGES, UH, VI IS COMMITTED TO IMPLEMENTING MEANINGFUL IMPROVEMENTS THAT WILL ENHANCE SERVICE AND ATTRACT MORE RIDERS.
CONSIDERATION INCLUDE CHANGES IN POST COVID TRAVEL PATTERNS, REQUEST FROM THE PUBLIC TO INCREASE SERVICE AND WORKFORCE AVAILABILITY IN APRIL OF 2025.
WE HAVE INCREASED FREQUENCY ON THREE WEEKDAY ROUTES AND TWO WEEKEND ROUTES IN AUGUST OF 2025.
UH, WE ARE PLANNING TO INCREASE FREQUENCY AND CHANGE THE ALIGNMENT ON NINE ROUTES, UH, STARTING WITH ROUTE 9 10 21, ROUTE 30 51, 95 0 2, 6 0 9, AND SIX 18.

AND SPECIFICALLY FOR THE ADV ADVANCED RAPID TRANSIT GREEN LINE PROJECT.
THE GREEN LINE PROJECT IS A KEY PART OF THE KEEP SAN ANTONIO MOVING PLAN THAT WAS ADOPTED FOR FUNDING THROUGH THE ADVANCED TRANSPORTATION DISTRICT BALLOT INITIATIVE IN NOVEMBER OF 2020.
AND THROUGH THE FEDERAL TRANSIT ADMINISTRATION'S FULL FUNDING GRANT AGREEMENT, WHICH WAS RECEIVED IN DECEMBER, 2024.
MAJOR BENEFITS OF THE PROJECT INCLUDE THE IMPROVEMENT OF SEVERAL KEY INTERSECTIONS, CONSTRUCTION OF NEW STATIONS, AND WIDENING IN ACCESSIBILITY, IMPROVEMENTS TO SIDEWALKS, CONNECTING PASSENGERS TO THE CORRIDOR.
AS SUCH, IT IS NECESSARY TO PURCHASE SMALL PORTIONS OF PROPERTIES ALONG THE CORRIDOR IN THESE AREAS, SEVERAL PARCELS WERE PREVIOUSLY IDENTIFIED AS BEING AFFECTED BY THE PROJECT, AND THE BOARD HAS PREVIOUSLY SIGNED A RESOLUTION RELATED TO THOSE PARCELS.
AS DESIGN PROGRESSED, AN ADDITIONAL 36 PARCELS WERE IDENTIFIED FOR ACQUISITION AND OR TEMPORARY CONSTRUCTION EASEMENTS, ONGOING PUBLIC ENGAGEMENT SURVEYS, APPRAISALS AND DETERMINATE DETERMINATION OF JUST COMPENSATION.
LETTERS AND DISCUSSIONS WITH EACH OWNER ARE OCCURRING SHOULD AGREEMENT ON VALUE AND OR PRICE NOT OCCUR.
AND AN IMPASSE IN NEGOTIATION ARISES AS A LAST RESORT VIA MAY PROCEED INTO CONDEMNATION FOLLOWING BOARD ACTION NEXT MONTH.
TO ACQUIRE THE PROPERTY INTEREST NEEDED TO CONSTRUCT THE A RT GREEN LINE PROJECT VIA REAL ESTATE STAFF WILL FOLLOW ALL PROVISIONS OUTLINED IN THE UNIFORM ACT, AS WELL AS THE TEXAS TRANSPORTATION CODE AND TEXAS PROPERTY CODE.
WHEN ACQUIRING OR NEGOTIATING THE ACQUISITION OF PROPERTY PURSUANT TO SECTION 4 51 POINT 59 OF THE CHICK TRANSPORTATION CODE, THE BOARD MAY EXERCISE ITS POWER OF IMMINENT DOMAIN 30 DAYS AFTER CONDUCTING A PUBLIC HEARING ON THE MATTER.

WE WANT TO ENHANCE THE SERVICE AND ATTRACT MORE RIDERS AS PART OF OUR SERVICE IMPROVEMENTS.
THE PROPOSED SERVICE CHANGES ARE DERIVED FROM THE BETTER BUS PLAN.
GOALS ARE TO IMPROVE THE SERVICE BY MAKING IT MORE DIRECT, FREQUENT, SIMPLE AND CONVENIENT.
IT IMPROVES THE QUALITY OF LIFE FOR OUR RIDERS.
THIS FOLLOWING IMPROVEMENTS WILL ATTRACT MORE RIDERS AND INCREASE RIDERSHIP.
THE MAP HERE SHOWS THE ROUTES WHICH WILL HAVE FREQUENCY IMPROVEMENTS AND ALIGNMENTS ADJUSTED.

WE ARE BRINGING BACK ROUTE 10, WHICH IS A SKIP STOP SERVICE.
IT'LL HAVE 15 MINUTE FREQUENCY FROM 5:00 AM TO 8:00 PM SEVEN DAYS A WEEK, AND 30 MINUTE FREQUENCY FROM 8:00 PM TO 12:30 AM SEVEN DAYS A WEEK.
WE ARE REMOVING THE NACO BRANCH BECAUSE IT'S PART OF ROUTE 10, WHICH IS ONE OF THE GOALS WHICH WE ARE TAKING FROM THE BETTER BUSS PLAN TO MAKE THE ROUTE AS SIMPLE AS POSSIBLE.
BUT THE BROADWAY BRANCH WILL SEE A IMPROVEMENT IN FREQUENCY FROM 40 MINUTES TO 30 MINUTES, SEVEN DAYS A WEEK, ROUTE 21 PER WEEK.

WE ARE IMPROVING THE WEEKDAY FREQUENCY FROM 60 MINUTE TO 30 MINUTES, 6:00 AM TO 7:00 PM WE ARE EXTENDING THE ROUTE SOUTH FROM VIA INGRAM TRANSIT CENTER TO VIA KLAC TRANSIT CENTER, VIA PORT FRANCO HUNT LINEN INGRAM, LAKESIDE PARKWAY ORAL, AND US 90 ROUTE SIX 18 INGRAM WESTOVER HILLS SCALE ACT.
WE ARE IMPROVING THE WEEKDAY FREQUENCY FROM 60 MINUTES TO 30 MINUTES, 5:00 AM TO 7:00 PM WE ARE REALIGNING THE ROUTE FROM MILITARY DRIVE WEST AND RICHLAND HILLS TO CONTINUE ON MILITARY DRIVEWAY TO WESTOVER HILLS ELLISON DRIVE, PORT FRANCO FILLMORE MARBA WEST MILITARY DRIVE TO CADILLAC TRANSIT CENTER.
WE ARE RETIRING ROUTE SIX 13 BECAUSE ROUTE 6 1 8 WILL SERVE THE MAJORITY OF THE EXISTING ROUTE SIX 13.
THERE WILL BE IMPROVED SERVICE, WHICH IS 30 MINUTE FREQUENCY WILL BE AVAILABLE THROUGH THE PROPOSED SIX 18.
SO AS A RESULT OF THESE CHANGES, THERE ARE A FEW COMMUNITY BENEFITS.
SANIN WILL HAVE INCREASED ACCESS WITH IMPROVED TRANSIT NETWORK.
THERE WILL BE MORE JOBS WHICH WILL SERVE BECAUSE OF THE AUGUST SERVICE CHANGE.
SO THERE WILL BE 4,700 MORE JOBS, WHICH ARE ACCESSIBLE WITH THE IMPROVED AUGUST SERVICE CHANGE.
AND THERE ARE SEVERAL IMPROVEMENTS THAT WILL HAPPEN, UH, ALL THROUGHOUT THE COMMUNITY.
WE ARE SERVING MORE SENIORS, PEOPLE WITH DISABILITY.
WE ARE SERVING MORE PEOPLE WHO ARE, UM, UH, WHICH ARE CAR FREE HOUSEHOLDS.
WE ARE SERVING MORE LOW INCOME POPULATION AND MINORITY POPULATION.
SO WE IMPLEMENTED A 6.5% OF THE BETTER BUSS PLAN ON AUGUST 14TH, 2025.
WE'LL IMPLEMENT 17.4% OF THE BETTER BUS PLAN, WHICH IS PROPOSED FOR AUGUST 18TH, 2025.
AS A RESULT IN FISCAL YEAR 2025, WE'LL HAVE A 23.9% OF BETTER BUS PLAN IMPLEMENTED.
