UM, THAT ALSO INCLUDED AN EXTRA $1.5 MILLION SO THAT THE GREEN LINE AND SILVER LINE CAN BE FAIR FREE FOR THE FIRST YEAR.
UH, SO FOR A TOTAL AGREEMENT OF, OF $102 MILLION.
UM, AND SO AGAIN, THE, UM, YOU KNOW, WE BOTH PARTIES CAME TO AN AGREEMENT.
IT WAS AGENDIZED LAST TUESDAY AT THE COMMISSIONER'S COURT MEETING.
AND SO WE, UH, WHEN YOU VOTE ON IT TODAY, THEN THE AGREEMENT IS, UH, IS FULLY DONE.
AND SO THAT'S, UH, UM, WE'RE, WE'RE VERY, VERY HAPPY TO BE ABLE TO MOVE FORWARD OUR NEXT STEPS ALREADY.

UM, AND THERE'S A, THERE'S A SPECIFIC PROVISION THAT COVERS THIS PARTICULAR BUCKET OF MONEY.
AND THE AGREEMENT DOES REQUIRE THAT THE STATUTE IS FOLLOWED IN REGARDS TO THE EXPENDITURE OF THE FUNDS, UH, TO BE UTILIZED.
BUT THOSE ARE THE TWO TYPES OF PROJECTS THAT WE CAN EXPEND THE MONEY ON.
AND THEN THERE ARE OTHER REQUIREMENTS, UM, IN THAT PARTICULAR SUBSECTION AS IT RELATES TO HOW THE, HOW THE EXPENDITURE IS AUTHORIZED.
AND IT DOES, UH, REQUIRE US TO WORK TOGETHER.
AND THERE ARE SOME APPROVALS REQUIRED, UH, THROUGH THESE A TD BOARD.

AND IT CARRIED BY 58% OF THE VOTE BY OVER 55,600 VOTES.
THAT'S A PRETTY IMPRESSIVE VICTORY BECAUSE SAN ANTONIO 20 YEARS AGO WAS MUCH SMALLER.
SO THERE WAS, UH, WIDESPREAD SUPPORT FOR THIS, BUT ONLY THE CITIZENS OF SAN ANTONIO PAID THE TAX.
SO CAN PROJECTS, CAN THE MONEY BE SPENT ON PROJECTS OUTSIDE OF THE CITY OF SAN ANTONIO? UH, MI MS. ELDER, WE NEED TO A LITTLE CLARIFICATION.
UH, I BELIEVE THE ANSWER IS THAT IT CAN BE SPENT IN OUR SERVICE AREA, BUT NOT NECESSARILY ONLY WITHIN THE CITY OF SAN ANTONIO.
UH, SO IT'S FOR, IT'S FOR SERVICES IN THE DISTRICT, BUT BECAUSE THERE ARE OTHER AGREEMENTS THAT ALSO ALLOW FOR US TO ALIGN AND, AND, AND STRATEGIZE ON THE UTILIZATION OF THIS MONEY, UM, IT'S NOT AS RESTRICTIVE AS ONE MIGHT INITIALLY BELIEVE.

THESE PEOPLE WHO JUDGE US HAVEN'T EVEN DRIVEN A VIA BUS BEFORE.
HOW DOES THAT MAKE SENSE? ANOTHER THING Y'ALL DO, Y'ALL TELL US TO JUST PRESS SEVEN OR CHARGED THE, AND IT'S STILL UNCLEAR TO US ON WHAT WE NEED TO DO.

UH, WE HAD SOME CHOICES, OKAY? UH, THOSE CHOICES WHERE WE COULD EXPAND OUR MPO, THEY COULD DECIDE TO CREATE THEIR OWN MPO OR ANOTHER MPO AUSTIN COULD HAVE CONTINUED TO EXPAND.
WELL, WHAT HAD HAPPENED TWO YEARS BEFORE THIS IS THAT SAN ANTONIO AND ITS AREA HAD ALWAYS BEEN THE NUMBER 3M PO IN THE STATE.
WHAT THAT MEANT IS THAT AS THOSE FUNDING BODIES WERE DOLING OUT DOLLARS, A LOT OF IT IS FORMULARY PRESCRIBED.
AND SO WE WERE THE, WE, THE, WE WERE THE THIRD BUCKET FILLED, OKAY? DALLAS, HOUSTON FIRST, THEN US, THEN AUSTIN.

AND SO WE PUT IN PLACE THE WAY IT USED TO WORK IS THE CHAIRMANSHIP OF THE MPO WOULD ROTATE EVERY FOUR YEARS BETWEEN BEXAR COUNTY AND THE CITY OF SAN ANTONIO.
ONCE WE EXPANDED TO THE MORE RURAL COUNTIES, THEY OBVIOUSLY DIDN'T LIKE THAT, OKAY? AND WE HERE LOCALLY COULD SEE IN THE FUTURE THAT AS THE MPO EXPANDED, THAT BALANCE OF POWER WOULD SHIFT.
SO WE CHANGED OUR MPO BYLAWS THAT GIVE THE OPPORTUNITY ON A TWO YEAR CYCLE RATHER THAN A FOUR YEAR CYCLE FOR EACH OF THE, WHAT I'LL CALL PRIMARY STAKEHOLDERS TO HAVE A TURN AT THE CHAIR OR VICE CHAIR.
ALRIGHT? SO TODAY YOU SEE THAT THE CITY OF SAN ANTONIO THROUGH COUNCILWOMAN HAVARA IS THE CHAIR.
PRIOR TO HER IT WAS KEVIN WEBB, THE COUNTY COMMISSIONER FROM AL COUNTY, A YEAR OR SO FROM NOW, IT WILL BE RE REBECCA CLAY FLORES FROM BEXAR COUNTY, ADD, RINSE, AND REPEAT.
WE PUT THAT IN THERE TO PUT A, UH, BALANCE IN THE BALANCE OF POWER SO THAT EVERYBODY GETS A TURN AT THE HELM.

UM, I USED TO CALL LACOSTE HOME, SO IT'S, IT'S VERY NEAR AND DEAR TO MY HEART.
UM, BUT I DON'T THINK PEOPLE UNDERSTAND TRULY WHAT THIS IMPACTS FOR THE COMMUNITIES, ESPECIALLY STUDENTS, UM, AND FAMILIES OF INDIVIDUALS THAT ARE DISABLED OR, UM, THAT DO REQUIRE A DIFFERENT MODE OF TRANSPORTATION.
SO I THINK IT JUST OPENS UP SO MUCH MORE REPRESENTATION FOR THEM AND MONEY.
AND I'M REALLY EXCITED BECAUSE I STILL HAVE FAMILY OUT THERE AND SO IT'S, IT'S LOVELY.
AND I JUST WANNA THANK Y'ALL AND COMMEND Y'ALL FOR THIS BECAUSE THERE'S SOMETHING THAT I'M, I'M SUPER HONED IN ON.

UH, ILL, WHILE THAT MIGHT NOT MEAN THAT MEDINA COUNTY TOMORROW GETS SOME SORT OF OF TRANSIT OR MASS TRANSIT COMPONENT, IT'S ON THE RADAR SCREEN AND WHAT'S HAPPENING RIGHT NOW TODAY IN NEW BRAUNFELS, AND YOU'VE SEEN SOME OF IT, THEY'RE STRUGGLING WITH THAT.
THEY'RE TRYING TO FIGURE OUT, OKAY, DO WE, DO WE CREATE A TRANSIT SYSTEM HERE? WHAT, WHAT DO WE DO? BUT BECAUSE THEY'RE PART OF THE NPO, NOW THEY HAVE A SEAT AT THAT TABLE AND THEY'RE ABLE TO ADVOCATE FOR THOSE THINGS.
TRUSTEE COBOL, WHERE IT SAYS, FOR BEXAR COUNTY AND THE CITY OF SAN ANTONIO, UH, TWO APPOINTED OR THREE APPOINTED STAFF MEMBERS, THAT MEANS THEY HAVE TO BE PEOPLE WHO ARE ON THE STAFF OF BEXAR COUNTY OR THE STAFF OF, OF SAN ANTONIO.
SO, UH, THERE'S, THERE'S A COUPLE REASONS FOR THAT.
UM, ONE BEXAR COUNTY, UH, THEY CAN'T HAVE ANY MORE THAN THREE ELECTEDS ON IT, OTHERWISE THEY ALL OF A SUDDEN HAVE A QUORUM OF YEAH.
UM, THE, UH, AND SO IT'S TWO, YEAH.
THE ONE THAT'S NORMALLY BEEN APPOINTED IS THE COUNTY ENGINEER OR THE HEAD OF PUBLIC WORKS.
UH, IT'S NOW, UM, HARIN ART REINHARDT.
UH, I, WHAT THEY SAID YESTERDAY IS THEY'RE ACTUALLY PLANNING, AND, AND MELANIE YOU MIGHT LIKE THIS, THEY'RE ACTUALLY PLANNING ON APPOINTING SOMEONE OUT OF THEIR, UM, WE'LL CALL IT, THEY CALL IT THEIR ECONOMIC DEVELOPMENT AREA.

THEY, THEY ACTUALLY, MY UNDERSTANDING IS THEY PUT A NOTICE OF QUORUM EVERY TIME THERE'S AN MPL BOARD MEETING.
THEY POST A NOTICE OF QUORUM JUST IN CASE ALL THREE COMMISSIONERS SHOW UP THERE.
IT COULD BE THREE OF 'EM ON THE YES.

SO, SO THE WAY THAT PARTICULAR PROCESS WORKED IS IT FIRST WENT THROUGH THE EXECUTIVE COMMITTEE, WHICH, WHICH I SIT ON.
UH, AND SO THE EXECUTIVE COMMITTEE WAS, BROUGHT A NUMBER OF DIFFERENT

VARIATIONS AND WE SAT THERE FOR A LONG TIME.UM, YOU KNOW, I'VE, I'VE ALWAYS BEEN A PROPONENT OF SMALLER BOARDS, UH, BECAUSE THE LARGER YOU GET, THE HARDER IT IS TO COMMUNICATE, THE HARDER IT IS SOMETIMES TO, TO AGREE, UH, YOU KNOW, UH, OTHERS, YOU KNOW, THEY, THEY FOCUS IN ON, YOU KNOW, WHAT, WHAT CAN, WHAT CAN I, I GET OUT OF IT.
THE BIGGEST HURDLE WE HAD THE FIRST TIME WE DID THIS, AND THANK GOD WE DID IT RIGHT, WAS CONVINCING AL GUADALUPE AND KENDALL NOT TO DO THEIR OWN MPO.
THEY WOULD'VE BEEN LIKE DEAD LAST, OKAY.
BUT THEIR BIGGEST FEAR WAS THAT BEAR COUNTY AND THE CITY OF SAN ANTONIO WAS GONNA BE THE, YOU KNOW, 800 POUND GORILLA THAT RAMED DOWN THEIR THROAT, EVERYTHING THAT THEY WANTED, AND NOTHING THAT THE RURAL COUNTIES WANTED.
UH, I HAVE HAD A GREAT PLEASURE OF SERVING ON THAT BOARD AND WATCH THAT TRANSITION.
AND NOW OUR BIGGEST, UH, CHEERLEADERS IN REGARDS TO FURTHER EXPANSION ARE THOSE FORMER ONES THAT WE TRIED TO GET IN.
THEY, THEY WENT AND HAD THE DISCUSSIONS THAT I HAD WITH AL COUNTY BACK THEN.
THEY WENT AND HAD WITH MEDINA COUNTY AND SAID, HEY, WE'RE, WE'RE A RURAL COUNTY LIKE YOU, AND IT'S NOT WHAT YOU THINK.
THIS HAS BEEN A BIG HELP TO US.
