THIS PROCESS THAT HAS BEEN SUCCESSFUL FOR NEARLY 50 YEARS HAS SU SUDDENLY CHANGED. WHEN WE ASKED VIE TO PROVIDE AN ANSWER FOR THIS CHANGE, THE ANSWER WAS IT WAS ILLEGAL. IT HAS BEEN ILLEGAL ALL THESE YEARS THAT IN GOOD FAITH WE WORKED TOWARDS A JOINT RECOMMENDATION. MR.
