THANK YOU FOR HAVING ME HERE VIA BOARD MEMBERS AND TRUSTEES AND AT ADVANCED TRANSPORTATION DISTRICT.

I CURRENTLY WORK AT AMAZON SAT THREE BUILDING AS, UH, HUMAN RESOURCES ASSISTANT PARTNERS AND I HAVE PARTNERED WITH SHAKAYA IN REGARDS TO DOING A SURVEY TO SEE WHO WOULD BE NEEDING VIA BUS, UH, TRANSPORTATION.

WE DO HAVE MEMBERS, UM, TAKING SURVEYS AT THAT SITE, AND IT DOES SEEM PROMISING.

AS FAR AS US NEEDING HELP.

UM, IT WOULD DEFINITELY LEAVE, UH, SOME OF THE TRANSPORTATION, UH, OBLIGATION THAT THEY HAVE ENCOUNTERED WITH UBER AND LYFT, WHICH SEEM TO BE PRETTY PRICEY.

UM, MY PURPOSE TODAY IS TO SEE IF WE CAN HAVE A PARKING RIDE CLOSE TO THE WWY ROAD EXIT ON I 10, WHICH IS THE EXIT OF FIVE 80 OR ANYWHERE CLOSE TO THAT.

UM, IF WE CAN HAVE A BUS STOP NEAR THE AMAZON SAT NINE LOCATION, WHICH IS ON 1214 NORTH FOSTER ROAD ON AT SAN ANTONIO, TEXAS 7 8 2 1 9, WHICH IS ONE OF THE FIRST EXITS RIGHT THERE OFF OF FOSTER.

UM, TWO LIGHTS AFTER THAT WOULD BE SAT THREE LOCATION FOR AMAZON.

THAT'S GONNA BE 68 0 6 CAL TURNER DRIVE, SAN ANTONIO, TEXAS 7 8 2 2 0.

UM, I'VE BEEN WORKING IN THIS AREA FOR ABOUT SEVEN MONTHS AND I HAVE WORKED VARIOUS SHIFTS.

I HAVE NOTICED A LOT OF FOOT TRAFFIC IN THAT AREA DUE TO THE WAREHOUSE WORKERS COMING, GOING TO AND FROM WORK.

THE BUSIEST TIMES AROUND THAT AREA ARE FOUR 30 IN THE MORNING TO SEVEN O'CLOCK IN THE MORNING AND 5:00 PM TO 7:00 PM THESE TIMES DO REFLECT THE AMAZON START SHIFT AND THE END OF SHIFT.

WE WOULD GREATLY APPRECIATE EIGHT PARKING RIDE IF THAT WOULD BE CLOSEST TO THE JURISDICTION OR THE ACTUAL AREA.

THAT I GET IT, WE'RE CLOSE TO CONVERSE.

UM, UM, THE OTHER BUSINESSES AROUND US WOULD BE THE TESLA THAT HAS JUST SHOWN UP THERE, AS WELL AS THE DON THE DOLLAR GENERAL WAREHOUSE.

THEY CAN ALSO BENEFIT FROM THAT.

I DO HAVE, UM, JUST A FEW, UH, COPIES OF WHAT I JUST PRESENTED AS WELL AS MY CONTACT INFORMATION ON THERE, AS WELL AS MY PARTNER'S INFORMATION ON THERE.

ANY QUESTIONS? ANYTHING ELSE THAT I CAN POSSIBLY ADD? NO.

OKAY.

OKAY.

AND YOU COULD MAYBE HAND THOSE, UH, ITEMS OVER THERE TO MR. JOHN.

GARY, THANK YOU SO MUCH.

THANK YOU.

OKAY.

THE NEXT CITIZENS WILL BE CHRISTOPHER FARLEY.

GOOD AFTERNOON.

CAN YOU HEAR ME? TOMAN MAY CONCERN, SINCE OUR LAST BOARD MEETING ON JANUARY 23RD, 2024, I CONTINUE TO KEEP HAVING PROBLEMS WITH VIA BUSES RUNNING LATE OR WHAT APPEAR ON WHAT APPEARS TO BE A MORE FREQUENT BASIS AND IN CERTAIN INSTANCES CAUSING ME TO MISS MY CONNECTING BUS.

HERE ARE THE DATES AS FALLS ON SUNDAY MORNING, JANUARY 28TH, THE DRIVER WHO OPERATE THE 6 0 2 BUS MADE AN UNSCHEDULED STOP STOP TO DUNKING DONUTS ON SAN PEDRO AVENUE SO HE COULD GET A CUP OF COFFEE.

AND WHEN WE ARRIVED AT NORTH STAR TRANSIT CENTER, THE BUS NUMBER FOUR WAS GETTING READY TO TAKE OFF.

SO I'D WAIT AND CATCH NUMBER THREE INSTEAD ON THE MORNING OF SUNDAY, FEBRUARY 11TH, I WAS NOT SURE IF IT WAS A REGULAR DRIVER OR A DIFFERENT DRIVER, BUT WHEN THE 6 0 2 CAME AND PICKED ME UP ON PATRICIA DRIVE AS WHEN WE APPROACHED A LEFT TURN ON WEST, ON LEFT WEST AVENUE, HE STOPPED FOR LIKE FIVE TO SEVEN MINUTES.

AND WHEN WE GOT OFF AT THE NORTH STAR TRANSIT CENTER, ONCE AGAIN, THE FORD TOOK OFF.

SO I HAD TO WAIT TO TAKE THE THREE INSTEAD ON SUNDAY, FEBRUARY 25TH, SUNDAY MORNING, FEBRUARY 25TH, WHEN THE 6 0 2 CAME AND PICKED ME UP ON PATRICIA DRY, THE DRIVER MADE ANOTHER UNSCHEDULED STOP THIS TIME AT QUICK STREET ON SAN

[00:15:01]

PEDRO SO HE COULD GET ANOTHER CUP OF COFFEE.

AND JUST AS WE WERE APPROACHING THE NORTH STAR TRANSIT CENTER BEFORE TOOK OFF ONCE AGAIN.

SO I HAD TO WAIT AND TAKE THE THREE FOR THE THIRD TIME IN THE LAST FIVE WEEKS.

IF HE NEEDED TO USE THE RESTROOM, IT'D BE DIFFERENT.

BUT TO PUT HIS NEEDS AHEAD OF WHAT HE'S SUPPOSED TO BE DOING, JUST GO SHOW HOW INCONSIDERATE HE'S BEING OF US PASTORS LIKE MYSELF.

THE REASON WHY I'M BRINGING THIS TO YOUR ATTENTION, BECAUSE I THINK IT NEEDS TO BE SOME DISCIPLINARY ACTION TAKEN TOWARDS THESE BUS DRIVERS WHO MAKE THESE UNSCHEDULED STOPS.

IN ADDITION, ON THE MORNING OF MONDAY AND TUESDAY, FEBRUARY 19TH AND 20TH, I WAS AT BUS STOP 1 2 1 5 3 WAYNE ON THE 6 0 2 TO ARRIVE AT 5:50 AM INSTEAD, IT DIDN'T COME UNTIL ALMOST 6:00 AM ON THE MORNING OF FRIDAY, FEBRUARY 23RD, I WAS AT BUS STOP 4 6 9 6 6, WAITING ON THE NINE SIX TO COME FROM DOWNTOWN TO ARRIVE JUST AFTER 1130 INSTEAD.

DIDN'T COME UNTIL AFTER 1140.

UH, ON ALL, WHEN I GOT ON THE NUMBER THREE, SUNDAY, FEBRUARY 25TH AFTER I GOT OUT 6 0 2, THE, THE, THE BUS HAD HAD A HORRIBLE SMELL.

IT LIKE SOMEONE HAD PASSED GAS OR SOMETHING.

I DON'T, UH, I'M, I'M, I'M BEING SERIOUS ABOUT THIS.

UM, I DON'T KNOW HOW OFTEN THEY, ALL THE BUSES ARE CLEAN, BUT I THINK THE MAINTENANCE NEEDS TO DO A BETTER JOB OF MAKING SURE THE BUSES ARE CLEAN AND SANITIZED PROPERLY.

IS THERE ANYTHING THAT CAN BE DONE TO MONITOR THESE BUSES? I HAVE MENTIONED TO YOU A LITTLE BIT MORE CLOSELY IF SOMEONE COULD PLEASE GET BACK TO ME WITH RESPONSE ASAP.

I REALLY AND TRULY APPRECIATE IT.

THANK YOU FOR LISTENING.

THANK YOU.

ANYONE ELSE? NO, NO SIR.

MR. CHAIR THAT ENDS CITIZENS TO BE HEARD.

OKAY.

THANK YOU.

[5. Consent Agenda ]

NEXT ITEM IS ITEM FIVE, CONSENT, AGENDA ITEM, WHICH IS AN ACTION ITEM.

TRUSTEES, ARE THERE ANY QUESTIONS? SO MOVED.

UH, MR. CHAIR, I DID WANNA PULL ONE, UH, ITEM THERE.

UH, ITEM FIVE B PLEASE.

OKAY.

ANY OTHERS? MOVE ADOPTION WITH THAT ONE.

UH, REMOVAL.

OKAY.

SO WE'LL, WE'LL, UH, OKAY, LET'S TAKE A VOTE ON IT.

THOSE IN FAVOR, PLEASE SAY AYE.

AYE.

ANY OPPOSED? AYE.

OKAY.

MOTION CARRIES.

UM,

[5.B. Unified Development Code Revision Recommendations and Station Area Planning Typologies for Transit Oriented Development – To request approval to award a contract for Unified Development Code revision recommendations and station planning typologies for Transit Oriented Development]

DO YOU WANT TO DISCUSS THAT NOW? YOU WANT TO DO IT WITH THE, UH, WITH THE STAFF LATER ON? YEAH, IF WE CAN JUST DO IT REAL QUICKLY.

UM, I THINK MOST IMPORTANTLY IS JUST TO, UM, ASK A CLARIFYING QUESTION.

I, I READ THE BACK, UH, INFORMATION ON THE PROPOSAL.

IS THIS SOMETHING THAT WE'RE DOING IN CONJUNCTION WITH THE CITY OF SAN ANTONIO IN PARTNERSHIP? UH, WE KNOW THAT THEY HAVE A TOD POLICY THAT THEY ARE, UH, REVIEWING AND EXPLORING.

I KNOW A, A NUMBER OF OUR TRUSTEES ARE, ARE PART OF SOME OF THOSE SUBCOMMITTEES TOO.

BUT IN, UM, EVALUATING WHAT THE SILVER AND GREEN LINE WILL BRING TO OUR CITY, HOW IS, UH, THIS ITEM RIGHT HERE, UH, GOING TO MOVE FORWARD WITH, UM, DELIBERATIONS WITH THE CITY IN ALIGNMENT FOR THE NEW UDC CODING? SO MS. FICH, GREAT TIMING FOR THIS CONVERSATION BECAUSE WE ACTUALLY HAVE THE LEAD APPOINTMENT FROM, UH, CITY STAFF SIDE.

I'M HERE IN ATTENDANCE AND SHE MIGHT BE ABLE TO PROVIDE SOME LIGHT ON THAT ALSO WITH CHRISTINE VINA FROM OUR PLANNING DEPARTMENT THAT, UM, IS TAG TEAMING WITH THE CITY ON THIS VERY TOPIC YOU'RE ASKING ABOUT.

YEAH.

THANK YOU.

AND CONGRATULATIONS TO YOUR APPOINTMENT, BY THE WAY.

THANK YOU.

CHRISTINE VINA WITH A, UH, STRATEGIC PLANNING DIVISION WITH VIA AND YES, ABSOLUTELY.

UM, THE INITIAL GRANT FOR WHICH THIS CONTINUES WAS A PARTNERSHIP BETWEEN VIA AND THE CITY WHEN WE APPLIED FDA, IT REMAINS A PARTNERSHIP AND ACTUALLY EVEN MUCH MORE STRONGER, UM, WITH THE AMOUNT OF COMMUNITY ENGAGEMENT THAT WILL HAPPEN THROUGH THIS PIECE OF THE, UM, GRANT.

AND SO WITH ME IS OUR NEW DIRECTOR OF TRANSPORTATION, KAT, UH, HERNANDEZ, AND IF YOU'D LIKE TO EXPOUND ON THAT.

SURE.

SO KAT HERNANDEZ, I'M THE DIRECTOR FOR OUR CITY'S TRANSPORTATION DEPARTMENT.

UH, SO YES, UH, THE CITY IS GONNA BE WORKING ON, UH, THE DEVELOPMENT OF A TOD PLAN AS WELL AS, UH, CONCURRENTLY WE'RE FORMING A TASK FORCE AND OUR FIRST KICKOFF MEETING IS THIS THURSDAY.

THAT INCLUDES BOTH NEIGHBORHOOD ORGANIZATIONAL REPRESENTATION AS WELL AS TECHNICAL, UH, EXPERTS IN TOD AND UM, HOUSING IN ORDER TO LOOK AT OUR UNIFIED DEVELOPMENT CODE AND OUR TOD ZONING AND MAKE, UH, EDITS TO IT SO WE CAN BRING TO CITY COUNCIL THE PROPOSED EDITS THAT WILL HELP TO FACILITATE MORE TRANSIT AND HOUSING OPTIONS ALONG THESE CORRIDORS.

SO YES, WE'LL BE WORKING CLOSELY WITH, UH, VIA CHRISTINA'S ACTUALLY ONE OF THE, UH, TECHNICAL MEMBERS ON THE TASK FORCE.

WE'LL BE WORKING IN TANDEM WITH THE TECHNICAL WORKING GROUP THAT IS PART OF THE HOUSING COMMISSION IN WHICH, UH, ONE OF THE BOARD MEMBERS

[00:20:01]

SITS ON.

AND SO THAT'S THE ADDED PIECE OF, UH, TECHNICAL EXPERTS THAT WILL ALSO LOOK AT OTHER UNIFIED DEVELOPMENT CODE AMENDMENTS THAT WE COULD POSSIBLY TACKLE.

SO A LOT OF THESE THINGS ARE GONNA BE MOVING CONCURRENTLY AND, UH, THE CITY CAN'T DO IT WITHOUT VS HELP.

SO THIS, UH, THIS ITEM ON CONSENT IS, IS HELPING TO PUSH THAT EFFORT FORWARD.

YEAH.

WONDERFUL.

THANK YOU VERY MUCH.

I JUST WANTED TO, THERE WAS CONVERSATION LAST WEEK WHEN, UH, A NUMBER OF US WENT BEFORE THE GOVERNANCE COMMITTEE FOR REAPPOINTMENT, UH, AND THE CONVERSATION WAS, HEY, LET'S, HOW CAN WE GROW AND BUILD A RELATIONSHIP TO ALIGN, UH, MORE AROUND SOME OF THESE ISSUES MORE, UH, IN PARTICULAR OF, OF WHAT OUR PROCESS IS.

AND SO, UM, I JUST WANTED TO, UH, HEAR A LITTLE BIT MORE ABOUT WHAT THAT LOOKS LIKE FROM YOUR PERSPECTIVE AND THEN, UM, CONGRATULATE YOU.

THANK YOU AS WELL ON YOUR APPOINTMENT THERE.

WE LOOK FORWARD TO WORKING WITH YOU.

THANK YOU.

YEAH, THANK YOU.

EXCELLENT.

UH, VICE CHAIR CAB, DO YOU WANT TO VOTE ON THAT OR DO YOU WANT TO GO AHEAD AND THANK YOU FOR THAT MOTION TO APPROVE THIS ITEM, PLEASE.

OKAY.

SECOND, THERE'S A MOTION TO APPROVE, UH, FIVE B.

DO I HAVE A SECOND? SECOND.

OKAY.

ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

AYE.

ANY OPPOSED? CARRIE, YOU.

THANK YOU.

THANK YOU.

[6. VIA Council to Keep San Antonio Moving (CKSAM) Appointments]

OKAY, THE NEXT IS, UH, MR. BALL.

UH, WE'LL NOW PRESENT ITEM SIX VIA COUNSEL TO KEEP SAN ANTONIO MOVING APPOINTMENTS.

THANKS.

GOOD AFTERNOON, TRUSTEES.

MY NAME IS JOSH BA.

I'M THE DIRECTOR OF COMMUNICATIONS FOR VIA METROPOLITAN TRANSIT.

I'M GLAD TO BE HERE TODAY TO PRESENT RECOMMENDATIONS FOR A BOARD VOTE ON THE APPOINTMENT OF MEMBERS OF THE COUNCIL TO KEEP SAN ANTONIO MOVING.

WE'LL BRIEFLY REVIEW THE TIMELINE OF WHAT'S LED TO TODAY VIA PROMOTIONAL CAMPAIGN FOR APPLICATIONS FOR COUNCIL SEATS, AND RECOMMENDATIONS FOR BOARD APPROVAL.

IN SEPTEMBER, THE VIA BOARD OF TRUSTEES FORMALLY CLOSED OUT THE PRECURSOR TO THE COUNCIL TO KEEP SA MOVING.

YOU'LL RECALL IT WAS KNOWN AS THE VIA TRANSIT COMMUNITY COUNCIL.

WITH THE SEPTEMBER BOARD A ACTION, YOU CREATED THE NEW COUNCIL TO KEEP SAN ANTONIO MOVING.

AND AFTER THE BOARD VOTE IN SEPTEMBER, WE LAUNCHED THE APPLICATION PORTAL ON KEEP SA MOVING.COM.

THE COUNCIL TO KEEP SA MOVING WILL BE CHARGED WITH FOCUSING ON THE ADVANCEMENT OF KS A M PROJECTS, INCLUDING ADVANCED RAPID TRANSIT THROUGH LEVERAGING CONNECTIONS WITH THE COMMUNITY, GATHERING, COMMUNITY INSIGHT, AND AMPLIFYING COMMUNITY VOICES.

THE CAMPAIGN TO PROMOTE THE APPLICATION RAN FROM SEPTEMBER THROUGH THE END OF THE YEAR AND INCLUDED SOCIAL MEDIA POSTS TWO EBLAST TOTALING 245,000 EMAILS CROSS PROMOTION@VIAINFO.NET.

AND KEEPING, UH, KEEP SA MOVING.COM AND SHARING BUY-IN THROUGH LOCAL LEADERS WITH A GOAL OF RAISING AWARENESS ABOUT NEW COUNSEL, ABOUT THE NEW COUNCIL, AND DRIVING TRAFFIC TO THE APPLICATION PAGE.

OUR SOCIAL MEDIA CAMPAIGN, WHICH INCLUDED FACEBOOK, INSTAGRAM, TWITTER, NOW KNOWN AS X, AND LINKEDIN, RESULTED IN MORE THAN 13,300 VIEWS IN NEARLY 1,200 INTERACTIONS.

THESE NUMBERS DO NOT INCLUDE ANY ACTIVITY BEYOND THE VIA OWNED POSTS.

WHILE WE CAN'T QUANTIFY IT, WE DO KNOW THAT POSTS WERE SHARED BY INDIVIDUALS, UH, YOURSELVES, UH, STAFF AND, AND OUR PARTNERS IN THE COMMUNITY HELPING US AMPLIFY THE REACH.

ADDITIONALLY, OUR GOVERNMENT COMMUNITY COMMUNITY RELATIONS TEAM CONDUCTED OUTREACH, ENGAGING WITH ELECTED LEADERS AND THEIR STAFFS FROM ACROSS OUR SERVICE AREA.

THEY SENT 200 EMAILS AND FOLLOWED UP WITH 50 PHONE CALLS, ENSURING THAT THE REACH OF OUR CAMPAIGN EXTENDED TO DIVERSE AUDIENCES.

THE APPLICATION TO JOIN THE COUNCIL IS HOSTED ON THE KEEP SA MOVING WEBSITE.

AND DURING THE APPLICATION PERIOD, WHICH CLOSED AT THE END OF THE YEAR, THE PORTAL WAS REVIEW WAS VIEWED NEARLY 3,400 TIMES AND 557 PEOPLE PROVIDED AN ANSWER TO AT LEAST ONE QUESTION ON, UH, THE APPLICATION.

VIA STAFF REVIEWED ALL 326 APPLICATIONS THAT MET THE MINIMUM REQUIREMENT OF ANSWERING AT LEAST HALF OF THE QUESTIONS ON THE APPLICATION.

THE PROCESS FOR IDENTIFYING THE RECOMMENDED COUNCIL MEMBERS INCLUDED, UH, REVIEWING THE RESPONSIVE APPLICATIONS AND CANDIDATES ANSWERED SEVERAL QUESTIONS, ALLOWING THEM TO EXPRESS THEIR THOUGHTS ON THE ROLE OF PUBLIC TRANSPORTATION, THEIR MOTIVATIONS TO SERVE AND THEIR IDEALS AROUND ADVOCACY.

ALONG WITH PROVIDING BACKGROUND ON THE PROFESSIONAL EXPERIENCE, THE APPLICATIONS WERE REVIEWED BY SENIOR STAFF AND TRUSTEE AKEEM BROWN, WHO ALSO SERVES AS THE BOARD LIAISON TO THE COUNCIL TO KEEP ESSAY MOVING.

SENIOR TEAM MEMBERS, STAFF AND TRUSTEE BROWN WORK TOGETHER TO ASSEMBLE THE LIST OF RECOMMENDED CANDIDATES, WHICH APPEARS IN YOUR BOARD PACKET.

AS YOU CAN SEE, THE RECOMMENDED COUNCIL MEMBERS BRING DIVERSITY IN RACE, AGE, AND EDUCATIONAL ATTAINMENT, ALONG WITH THEIR IMPRESSIVE BREADTH OF PROFESSIONAL AND LIFE EXPERIENCE.

ADDITIONALLY, SEVERAL OF THE RECOMMENDED MEMBERS EITHER ACTIVELY USE OR PREVIOUSLY USED TRANSIT.

THE RECOMMENDED MEMBERS ALSO COME FROM ALL ACROSS THE SAN ANTONIO REGION IF

[00:25:01]

APPROVED, THE MEMBERS OF THE COUNCIL TO KEEP SA MOVING WILL SOON BEGIN MEETING.

MONTHLY.

INITIAL MEETINGS WILL BE FOCUSED AROUND EDUCATION, AROUND THE, UH, THE KS, A PLAN GOAL SETTING FOR THE COUNCIL, AND ADDITIONAL PREPARATION FOR COMMUNITY ENGAGEMENT.

AS THE COUNCIL GATHERS, STEAM MEMBERS WILL THEN BEGIN COMMUNITY OUTREACH AND EARNEST LEVERAGING THEIR INDIVIDUAL AUDIENCES AND COMMUNITIES TO HELP FURTHER THE ENGAGEMENT THAT VIA HAS BEEN DOING AND WILL CONTINUE TO DO.

WE ALSO EXPECT MID-YEAR AND END OF YEAR UPDATES FROM THE COUNCIL ON ITS WORK AND THE FEEDBACK IT RECEIVES.

WE'D LIKE TO MAKE A SPECIAL NOTE OF THANKS TO TRUSTEE BROWN FOR HIS INVOLVEMENT AND SUPPORT THROUGHOUT THIS PROCESS.

AND THIS CONCLUDES OUR PRESENTATION.

THANK YOU.

I ALSO WANT TO TAKE THIS TIME TO THANK TRUSTEE BROWN FOR THE WORK THAT HE DID.

HE, HE WOULD WENT OUT HIS WAY TO, TO PARTICIPATE IN THIS PARTICULAR, UH, ITEM.

AND, UH, SO WE'RE SO GRATEFUL TO HIM FOR DOING THAT.

AND THANK YOU ALL, THE STAFF AND EVERYONE, UH, THAT PUT THEIR TIME INTO THIS.

UH, TRUSTEES, DO WE HAVE ANY, UH, THIS IS AN ACTION ITEM, BUT DO WE HAVE ANY QUESTIONS OR DISCUSSION? I HAVE A QUESTION.

OKAY.

AND THANK YOU VERY MUCH FOR THE WORK ON THIS.

I KNOW THESE, UH, COMMISSIONS ARE VERY, VERY IMPORTANT.

UM, DO WE HAVE ANY IDEA HOW MANY OF THE 21 OR REGULAR BUS RIDERS THROUGH THEIR APPLICATION RESPONSES, SEVERAL OF THE, UH, RECOMMENDED MEMBERS HAD INDICATED THAT THEY EITHER CURRENTLY RIDE OR PREVIOUSLY? UM, IT'S, I WOULD ESTIMATE AROUND FIVE OF THEM, MAYBE SIX.

THANK YOU.

YES, SIR.

TRUSTEES, ANY OTHER QUESTIONS? IF NOT, THIS IS AN ACTION ITEM.

MAY I HAVE A MOTION A SECOND TO APPROVE THIS ITEM? SO MOVED.

SECOND.
