HE GRADUATED FROM THE THURMOND MARSHALL SCHOOL OF LAW AT TEXAS SOUTHERN UNIVERSITY IN 2009.
AND OPS IN LAW OWN LAW PRACTICE IN THE HEART OF THE EAST SIDE OF SAN ANTONIO.
IN SEPTEMBER, 2010, THE LAW OFFICE OF WILLIAM H. SHAW, WHILE IN LAW SCHOOL, SHAW WAS A MEMBER OF THE HISPANIC LAW STUDENT ASSOCIATION AND THE BLACK LAW STUDENT ASSOCIATION.

AND I THINK WE CERTAINLY SHOULD MERIT THE GRAND AWARDS.

WE WELCOME 110 COMMUNITY MEMBERS, AS WELL AS SEVERAL PUBLIC OFFICIALS OR THEIR REPRESENTATIVES AT THE THREE DAY SERIES HELD ON THE 17TH, 18TH, AND JANUARY AT LOCATIONS THROUGHOUT THE PROPOSED QUARTER.

SO DID WSP, WHO'S OUR CURRENT DESIGNER OF THE PROJECT AND BOTH INDEPENDENTLY RECOMMENDED THIS IS THE BEST METHOD FOR VIA, UH, TO MEET OUR PRIME OBJECTIVE OF REACHING FULL FUNDING GRANT AGREEMENT BY END OF CALENDAR YEAR 2024.
WHAT THIS SLIDE SHOWS IS COMPARISON BETWEEN DESIGN BID BUILD, WHERE IF WE WOULD HAVE CHOSEN THAT WE WOULD HAVE HAD PRICE LATER IN THE TIMELINE THAN THE GUARANTEED MAXIMUM PRICE, WHICH WE ARE TRYING TO GET END OF THIS YEAR BEFORE FULL FUNDING GRANT AGREEMENT.
SO IT CUT SHORTS, THE PROCESS AND ALSO IT OVER OVERLAPS DESIGN SERVICES AND PRE-CONSTRUCTION SERVICES, WHICH ALLOWS US TO MOVE OUR PROJECT TO MEET OUR OBJECTIVES VERY CLEARLY.
SO IT'S A GOOD TIME SAVINGS FOR US.

UH, ONE STEP RFP IS ISSUED, THEN THAT ONE STEP R-F-P-R-F-P REQUESTS, TEAM QUALIFICATIONS AND UH, PRICE PROPOSAL FROM VARIOUS TEAMS. THEN BASED ON THE INFORMATION THAT IS EVALUATED, THE, THE PROPOSALS ARE EVALUATED AND THEN THAT, UH, THROUGH THAT EVALUATION PROCESS, UH, RECOMMENDATION IS MADE TO THE BOARD FOR AWARDING CM A CONTRACT WITH, UH, FOR PRE-CONSTRUCTION SERVICES USING LUMP SUM FEE FOR, UH, LUMP SUM FEE.
SO THAT'S THE STAGE WE ARE GOING FORWARD.

IF THE CONTRACT IS AB AWARDED TODAY, THEN CS MAR WILL WORK WITH VIA TEAM AS WELL AS FINAL DESIGN TEAM THAT IS COMING ON BOARD.AND THE CURRENT WSP TEAM, BECAUSE THERE IS A HANDOVER ON WORKING ON BID DOCUMENTS, THOSE BID DOCUMENTS WOULD BE USED AT 65% DESIGN TO SEEK, UH, INFORMATION AND PRICING FOR MULTIPLE SUBS.
THAT IS MULTIPLE SUBCONTRACTOR.
THESE ARE NOT CONSTRUCTION SITE DOCUMENTS, WHICH ARE DOCUMENTS TO DEFINE SCOPE PRICE SCHEDULE AT 65%, WHICH WILL THEN BE USED BY THE CM R TO COME UP WITH GUARANTEED MAXIMUM PRICE.
AND THAT WHOLE PROCESS INVOLVES NOT ONLY THE FINAL DESIGNER OR PROJECT AND CONSULTANT MANAGEMENT TEAM, BUT ALL VIA TEAM, WHICH INCLUDES PROCUREMENT, DBE AND OTHER FOLKS.
AND ONCE THAT IS AGREED UPON, THEN THERE WILL BE ANOTHER RECOMMENDATION TO BOARD TO AWARD GUARANTEED MAXIMUM PRICE CONTRACT TO C MARS.
SO THAT WILL BE COMING BACK TO YOU LATER IN THE YEAR ONCE WE GO THROUGH ALL THE PROCESS FOR APPROVAL OF THAT, UH, GUARANTEED MAXIMUM PRICE CONTRACT, WHICH IS BASED ON SET SCOPE AND SCHEDULE.
IF THAT IS APPROVED, THEN WE'LL GO FORWARD, FINISH THE CONTRACT, AND THEN WORK WITH THE DESIGNER TO COMPLETE CONSTRUCTION PACKAGE FOR CONSTRUCTION.
IN THE FIRST PART, PRE-CONSTRUCTION SERVICE, SMAR ACTS AS A CONSULTANT TO DESIGNER AND VIA TO HELP US, UH, BETTER DESIGN AND BETTER OUTCOME.
