[00:00:01]
AFTERNOON EVERYONE.[ATD 1. Call to Order]
IT IS, UH, 5:02 PM AND I'M CALLING TO ORDER THE 20, UH, JUNE 27TH REGULAR MEETING OF THE VIA METROPOLITAN TRANSIT BOARD OF TRUSTEES.BEFORE THAT, I WILL CALL, HAVE A ROLL CALL.
WANT TO SIT NEXT TO, THAT'S IT.
[ATD 2. Moment of Reflection, Pledge of Allegiance, Announcements]
OKAY.NOW, WE'LL, UH, WE'LL PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE OF THE US AND TEXAS FLAG.
I TO MEET YOU THROUGH THE REPUBLIC FOR WHICH STANDS? INDIVISIBLE.
I NEXT MR. A, DO WE HAVE ANY ANNOUNCEMENTS? I DO NOT.
[ATD 3. Citizens to be Heard]
HAVE NOW REACHED THE, UH, CITIZENS TO BE HEARD PORTION OF OUR MEETING.DO WE HAVE ANY CITIZENS TO BE HEARD? MR. CHAIR? FOR THE ADVANCED TRANSPORTATION DISTRICT, WE HAVE TWO CITIZENS TO BE HEARD.
UH, BECAUSE OF THAT, I HAVE TO READ THIS STATEMENT.
WE HAVE NOW COME TO THE CITIZENS TO BE HEARD PORTION OF OUR PUBLIC MEETING.
THE BOARD IS INTERESTED IN HEARING THE COMMENTS AND CONCERNS FROM OUR PATRONS AND CITIZENS IN SAN ANTONIO BEAR COUNTY AREA.
QUESTIONS OR COMMENTS CONCERNING PUBLIC BUSINESS OR POLICY OVER WHICH THE BOARD HAS SUPERVISION AND CONTROL THAT MAY ARISE DURING THIS PORTION OF THE MEETING MAY BE ADDRESSED AT A LATER DATE BY THE PRESIDENT, C E O ANDRE STAFF.
THIS PROCESS ASSURES THAT YOU RECEIVE THE MOST ACCURATE RESPONSE TO YOUR QUESTIONS OR CONCERNS.
AND WE APPRECIATE YOU TAKING THE TIME AND EFFORT TO SHARE YOUR COMMENTS WITH US THIS EVENING.
FIRST CITIZEN TO BE HEARD FOR THE ADVANCED TRANSPORTATION DISTRICT, CHRISTOPHER FARLEY.
BEFORE I GET STARTED, I'LL SAY YESTERDAY WAS MY 50TH BIRTHDAY.
I STILL FEEL CONCERNED ABOUT THE VARIOUS CITY BUSES, NOT ONLY RUNNING LATE MORE FREQUENTLY, BUT, UH, WHEN THE ORIGINAL 6 0 2 BUS ARRIVED AT THE NORTH STAR TRANSIT CENTER ON TWO SEPARATE OCCASIONS ON MAY 29TH, MEMORIAL DAY, AND ON FRIDAY, JUNE 9TH, WE HAD JUST FOUND OUT THAT PARTICULAR BUS WAS RUNNING 20 MINUTES LATE BECAUSE OF ROAD CONSTRUCTION ON THOUSAND OAK.
WE, WE PASTURES WERE GETTING, WE'RE NOT GETTING A LOGICAL EXPLANATION AS WHY WE HAD TO CHANGE THE BUS ON TUESDAY, MAY 3RD.
ONCE AGAIN, THE TWO, THE 6 0 2 RAN JUST LATE ENOUGH TO NOW I MISS MY CONNECTING BUS, WHICH IS USUALLY THE FOUR BY C NUMBER THREE.
INSTEAD ON THE MORNING OF TUESDAY'S, UNIT 13TH VIA TRANCE WAS SUPPOSED TO PICK ME UP AT SIX O'CLOCK IN THE MORNING TO TAKE ME TO THE BE COUNTY COURTHOUSE TO REPORT FOR JURY DUTY INSTEAD OF COMING WHEN IT WAS SUPPOSED TO, I CALLED THE 3 6 2 20 20 NUMBER TO FIND OUT WHERE MY RIDE WAS.
AND THE AGENT TOLD ME IT WOULD BE JUST AFTER SIX 30 THAT MORNING.
THEN I CALLED AGAIN TO SEE WHERE THEY WERE, AND I WAS TOLD THAT WOULD BE AN ADDITIONAL 10 MINUTES, AND I, I HAD TO WAIT AN ADDITIONAL 45 MINUTES UNTIL MY RIDE CAME.
WHAT I WOULD LIKE TO KNOW IS WHY VIA TRANS IS STILL RUNNING LATE ON THE MORNING OF THURSDAY, JUNE THE 15TH, ON THE INTERSECTION OF WEST AVENUE AND SILVER SANDS NEAR HALFWAY TOWARDS NACOMA.
AND THE DRIVER MADE ITS USUAL STOP THAT LOCATION TO PICK UP A PASTURE, AND THERE WAS ANOTHER PASTOR, A MALE STANDING RIGHT NEXT TO THE TUBE, AND IT TOOK A GOOD THREE OR FIVE MINUTES FOR THE DRIVER TO TAKE THE PASTOR'S TICKET.
AND WHEN THE, WHEN THE TRANSACTION WAS COMPLETED, THE PASTOR WHO WAS ALREADY NEXT TO THE BUS ALREADY NEXT TO THE, UH, PASTOR, NEARLY TRIPPED THE GUY.
AND I WAS LIKE, THIS WAS TOO EARLY FOR THAT.
[00:05:01]
WHEN WE GOT TO THE NORTH STAR TRANS CENTER, THE NUMBER FOUR HAD ALREADY GONE.AND SO I HAD TO CATCH NUMBER THREE INSTEAD.
I'M SICK AND TIRED OF HAVING TO TAKE A DIFFERENT BUS BECAUSE OF THESE UNFORESEEN CIRCUMSTANCES.
IS THERE ANY WAY THAT SURVEILLANCE CAMERAS COULD BE INSTALLED IN SITUATIONS LIKE THIS, LIKE I EXPERIENCED THAT MORNING? IS THERE ALSO A WAY THAT THE SEA BUS AND THE VIATRANS CAN BE MONITORED MORE CLOSELY? IF SOMEONE CAN GET BACK TO ME WITH RESPONSE AS SOON AS QUICKLY AS POSSIBLE, I WOULD TRULY, AND REALLY APPRECIATE BEFORE I LEAVE, I ALSO, I WAS WONDERING IF Y'ALL SEEN WHAT HAPPENED ON, IN MY APARTMENT ON PATRICIA LAST THURSDAY MORNING APARTMENT.
MY BUILDING CAUGHT FIRE NUMBER TWO.
UM, THE BILL, I'M, I'M, I, I, IT WASN'T, IT DIDN'T AFFECT MY BUILDING, BUT THE PEOPLE WHO WERE NEXT DOOR TO ME LOST EVERYTHING.
THEY'D BEEN DISPLACED AND, UH, I'D APPRECIATE IF YOU WOULD KEEP THERE IN YOUR THOUGHTS AND PRAYERS.
THE NEXT CITIZEN TO BE HEARD FOR THE ADVANCED TRANSPORTATION DISTRICT IS TOM SALTZMAN.
UH, I'M HERE ON BEHALF OF MY FELLOW RESIDENCE AT OPPORTUNITY HOME, RIGHT OVER HERE AT THE CORNER OF, UH, NORTH RIO AND HICKMAN.
AT THAT CORNER, THERE ARE TWO, UH, BUILDINGS THAT HOUSE JUST THE DISABLED AND THE ELDERLY.
IT WAS A REAL GODSEND WHEN THEY WERE WORKING ON FREDERICKSBURG BECAUSE THAT THEY SENT THE NUMBER TWO ALONG NORTH RIO ALONGSIDE THE, THE 20.
PEOPLE IN WHEELCHAIRS, I MEAN THE, THE, THE, THE BUS STOPS WERE NORMALLY CROWDED.
NOW WHEN THEY OPENED UP, UM, FREDERICKSBURG AND THE NUMBER TWO WENT BACK TO ITS USUAL ROUTE.
NOW, YOU KNOW, THERE'S A LOT LESS PEOPLE, AND I'VE TALKED TO OTHER RESIDENTS.
NOW THE BUILDING I LIVE IN HAS 150 UNITS.
YOU MIGHT HAVE KNOWN IT ONCE AS, UH, SAN ANTONIO HOUSING AUTHORITY.
AND THEY ALSO MANAGE THE PROPERTY ACROSS THE STREET COLLEGE PARK, WHICH I ASSUME HOUSE IS ABOUT SOMEWHERE BETWEEN 75 TO A HUNDRED RESIDENTS.
ALL THESE PEOPLE, AGAIN, ARE ELDERLY AND DISABLED.
AND SO I'M JUST ASKING THAT YOU WOULD RECON THAT YOU WOULD CONSIDER REROUTING THE NUMBER TWO ALONG NORTH FLOORS THERE, THE WAY IT WAS DETOURED FOR SEVERAL MONTHS.
THAT, THAT WOULD BE REALLY POSITIVE.
BUT I, I ALSO NEED TO TALK ABOUT HOW DIFFICULT IT IS TO GET THE OTHER THREE BUS STOPS THAT ARE NEARBY.
THE ONLY ONE THAT HAS A SIDEWALK IS THE CLOSEST ONE.
THAT'S THE ONE AT FIVE POINTS.
SIDEWALK ONE GOES OVER A RAILROAD TRACK THERE AT HICKMAN IN ORDER TO GET OVER TO BLANCO.
NOT A SMART MOVE FOR SOMEBODY IN A WHEELCHAIR.
ALSO NOT A SMART MOVE FOR SOMEBODY IN A WHEELCHAIR IS TO GO DOWN TO THE, UH, BUS STOP BETWEEN THE TWO.
UH, THERE'S ONE ALSO THERE, ONE ALONG FREDERICKS.
SO I'M SINCERELY ASKING, NOT JUST FOR MY SAKE, BUT FOR THE SAKE OF ALL MY FOLLOWERS AT THE RESIDENCE, THEY'RE AN OPPORTUNITY HOME THAT YOU WOULD CONSIDER REROUTING PERMANENTLY THE NUMBER TWO ALONG NORTH FLORIST.
THERE ARE NO MORE CITIZENS TO BE HEARD FOR THE ADVANCED TRANSPORTATION DISTRICT.
[ATD 4. Consent Agenda]
IS FOUR CONSENT AGENDA.TRUSTEES, THIS IS AN ACTION ITEM.
ARE THERE ANY QUESTIONS? IF NOT, MAY I HAVE A, A MOTION SUBMIT? SECOND.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
UH, MS. ELDERS, DO WE HAVE A LEGAL
[ATD 5. Legal Briefing]
BRIEFING? NO, SIR, WE DO NOT.WE HAVE REACHED THE END OF OUR MEETING.
I HAVE A MOTION, A SECOND TO ADJOURN THIS MEETING.
WE HAVE, UH, SOMEBODY, UH, VICE SURE WOULD LIKE TO MAKE SOME COMMENTS BEFORE WE, IS THIS THE ONLY PLACE WHERE WE'RE GONNA REVIEW THE ILA AND DISCUSS WITH NO, IT'S, IT'S ON THE, IF YOU WANT PULL IT OFF THE AGENDA ON THE OTHER, YEAH.
BE A MEETING, I MEAN THE OTHER, OKAY.
WE ARE, I THINK WE HAVE A FIRST AND A SECOND.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
[1. Call to Order]
OKAY.IT IS NOW 5:10 PM AND I'M CALLING TO ORDER THE JUNE 27TH REGULAR MEETING

FOR CITIZEN TO BE HEARD WILL BE CHRISTOPHER FARLEY NEXT GINGER TRAINER.
I'M SORRY, BUT I HAVE TO READ THIS STATEMENT AGAIN SINCE IT'S OUR SECOND MEETING.
UH, WE HAVE NOW COME TO THE CITIZENS BUREAU PORTION OF OUR PUBLIC MEETING.
THE BOARD IS INTERESTED IN HEARING THE COMMENTS AND CONCERNS FROM OUR PATIENTS AND CITIZENS IN THE SAN ANTONIO BEAR COUNTY AREA.

THIS PROCESS ASSURES THAT YOU RECEIVE THE MOST ACCURATE RESPONSE TO YOUR QUESTION OR CONCERNS.
[00:20:01]
AND VIA YOU TAKING THE TIME AND EFFORT TO SHARE YOUR COMMENTS WITH US THIS EVENING.I'M CHAPLIN GINGER TRAINER AND I COME TO YOU ONCE AGAIN.
I STARTED COMING TO YOUR MEETINGS BACK IN 2018 AND I HAVE NOTHING BUT PRAISE, ACCLIMATE OF PRAISE FOR VIA UH, BACK THEN.
THEY AWARDED, UH, PEOPLE HELPING THE HOMELESS WITH THE REDUCED BUS PASSES.
AND MORE RECENTLY, THEY'VE, UH, THEY'RE THE ONLY ORGANIZATION THAT I'M AWARE OF IN THE CITY THAT'S ACTUALLY BRINGING AWARENESS TO THE FENTANYL CRISIS BY PA PLACING THESE PLACARDS ON THEIR BUS ON Q QR CODES TO THE FACTS ON FENTANYL.
SO I JUST BRING IT BACK TO REMIND YOU THAT I'M SO EXTREMELY GRATEFUL FOR THAT.
UM, I'M A MOM WHO LOST A DAUGHTER TO FENTANYL POISONING IN 2021.
SO I'VE BEEN FOLLOWING THE HOUSE BILLS AND ATTENDING WITH OTHER MOMS TRYING TO.
ANYHOW, BOTTOM LINE IS OCTOBER WAS DECLARED FENTANYL AWARENESS MONTH BY HOUSE BILL 31 44, HOUSE BILL SIX TO DECLARED FENTANYL AS POISONING SO DEALERS COULD BE PROSECUTED FOR MURDER.
HOUSE BILL 1319 CREATED A FENTANYL MAPPING SYSTEM TO TRACK THE AREAS OF OVERDOSES.
HOUSE BILL 2372 TUCKER'S BILL PROVIDES EDUCATION IN SCHOOLS ON THE DANGERS OF FENTANYL HOUSE.
BILL 6 29 PROVIDES NALOXONE IN ALL 200 PLUS PUBLIC SCHOOLS IN THE STATE OF TEXAS.
AND MY NONPROFIT IN MY DAUGHTER'S MEMORY, BROOKE STARTED IN APRIL.
OUR MISSION IS ADVOCACY, EDUCATION AND AWARENESS AND COMMUNITY RESOURCES, CHARITABLE SUPPORT, AND MANY OTHER ACTIVITIES.
BUT I'M HERE TODAY TO TELL YOU ABOUT THIS WALK.
WE'RE CALLING IT THE ALAMO CITY MISSIONS SOULS OF FENTANYL WALK, AND IT'LL BE AT BROOKS CITY BASE, UH, NEAR THE VIA HUB IN OCTOBER.
SINCE OCTOBER IS OUR MONTH AND OUR SUMMIT IS AT TEXAS STATE UNIVERSITY IN SAN MARCOS.
SO IT WOULD FOLLOW THAT SUMMIT.
WE DON'T HAVE THE DATE FIRMED UP YET, UM, BUT WE'RE GONNA ALL HAVE SHOES REPRESENTING OUR SHOES, CHILDREN WHO LOST THEIR LIVES TO FENTANYL POISONING.
AND WE'RE JUST TRYING TO FIND A WAY TO STOP OTHERS FROM FEELING OUR GRIEF AS MOMS AND TO HONOR OUR LOVED ONES.
UM, AND I'M HERE TODAY JUST TO ASK VIA IF THEY WOULD CONSIDER SPONSORING A BUS WRAP, WHICH I UNDERSTAND THAT'S SHUT DOWN RIGHT NOW, BUT ANY OTHER ADVERTISING OF OUR WALK WOULD BE GREATLY APPRECIATED BY POSTING THE FLYERS AT YOUR BUS STOPS, UH, PUTTING THE PLACARDS ON YOUR BUSES AGAIN, UM, ADVERTISING OUR WALK, AND I CAN GET THAT INFORMATION TO BOB ONCE WE FINALIZE IT.
AND THEN POSSIBLY SETTING UP US TABLES AT THE VIA HUB AT BROOKS CITY BASE.
UM, SOME OF THE PEOPLE THAT WERE THINKING OF INVITING WOULD BE SAN ANTONIO COUNSEL AND ALCOHOL AND DRUG AWARENESS, LIFETIME RECOVERY, ALPHA HOME RISE RECOVERY, UH, PAY IT FORWARD, SOBER LIVING HAVEN AND MED MARK.
OXFORD HOMES, LAUREL RIDGE, SAN ANTONIO BEHAVIORAL HEALTH, K L R N, NAMI, UH, CARSON MINISTRIES, SOUTH TEXAS OVERDOSE PREVENTION.
UM, AND THIS WOULD BE NOT JUST A WALK, BUT A BIG AWARENESS FOR OUR CITY AND IT WOULD BE GREAT IF VIA COULD BE ON BOARD WITH ME.
OUR LAST CITIZEN TO BE HEARD IS THAT EMAIL, WHICH WILL BE READ BY DINA FROM MR. WILL MCLEOD.
HELLO, VIA BOARD OF TRUSTEES CEO AR BOARD CHAIR REYES.
FOR THE RECORD, MY NAME IS WILL MCLEOD AND I WOULD LIKE TO ADDRESS QUITE A FEW CONCERNS THAT NEED TO BE ADDRESSED AND RESULT.
FIRST OF ALL, I WOULD LIKE TO THANK YOU AGAIN FOR EXPANDING THE 5 52 TO SERVE MUCH NEEDED BUSINESSES AND RESIDENCES.
THIS SHOULD HAVE BEEN DONE A LONG TIME AGO.
THE ONLY THINGS I ASK YOU TO DO WITH THIS SERVICE CHANGE IS TIME.
YOU'RE SCHEDULED TO GIVE ENOUGH TRANSFER OPPORTUNITIES FOR THE 5 34 AT INGRAM TRANSIT CENTER WITH NO LESS THAN A 15 MINUTE WAIT BETWEEN THEM AND TO PLACE A BUS STOP AS CLOSE AS POSSIBLE TO THE LOWE'S HOME IMPROVEMENT MANY PEOPLE BY THEIR FURNACE FILTERS THERE.
AMONG OTHER THINGS, WHEN YOU CLOSE YOUR BUS STOPS, AGAIN, YOU NEED TO PROVIDE RIDERS ADVANCED NOTICE ON YOUR WEBSITE THAT BUS STOPS WILL BE TEMPORARY CLOSED AND WHERE TO BOARD INSTEAD.
YOU USED TO DO THAT IN THE PAST AND YOU NO LONGER DO THAT.
I WANT TO KNOW WHY AND HOW CAN VIA GET BACK IN THE GROOVE WITH NOTIFICATION ONLINE CONCERNING BUS STOP CLOSURES.
NOT EVERYONE IS A CHOICE RIDER.
[00:25:01]
YOU CAN'T PORT THAT STOP WITHOUT JAYWALKING BECAUSE TREE BRANCHES ARE OBSTRUCTING THE SIDEWALK.CAN YOU TALK TO THE CITY ABOUT GETTING THOSE TRIMMED? I HAVE TALKED TO CODE ENFORCEMENT AND COUNCILMAN MANNY PIAS OFFICE AND HAVE GOTTEN NOWHERE.
A LOT OF PEOPLE USE THAT PARTICULAR BUS STOP, WHICH IS ACROSS THE STREET FROM ELON MARKET, HEB, AND EVEN YOUR BUS STOP RIGHT IN FRONT OF ELON MARKET.
HEB IS OBSTRUCTED WITH OVERGROWN TREES.
I SEE A NEW ITEM ON THE AGENDA, WHICH WASN'T DISCUSSED DURING THE WORK SESSION INVOLVING VIA LINK, A NEW VIA LINK ROUTE TO REPLACE A SIX 30 AND 6 32 TO SERVE.
WHY WASN'T THIS PRESENTED EARLIER DURING YOUR WORK SESSION MEETING? WILL IT SERVE MR. GATIS OVER ON FM 78 IN CONVERSE? AND WHY DO YOU HAVE ONLY ONE PUBLIC MEETING LESS THAN 14 DAYS FROM NOW TO GO OVER THIS CHANGE? MOST EMPLOYERS REQUIRE 14 DAYS ADVANCED NOTICE TO TAKE THE DAY OFF WORK TO ATTEND YOUR ONE AND DONE MEETING.
YOU NEED TO PROVIDE MORE THAN ONE MEETING AND MORE ADVANCED NOTICE BEFORE SUCH MEETING.
THIS IS NOT BEING TRANSPARENT AND YOU KNOW IT.
ANOTHER MISCOMMUNICATION FROM VIA YET AGAIN.
THANK YOU THAT THAT ENDS AS CITIZENS TO BE HEARD.
OKAY, THE NEXT ITEM IS ITEM NUMBER
[5. Consent Agenda Items for Approval]
FIVE, CONSENT AGENDA ITEM, WHICH IS AN ACTION ITEM.TRUSTEES, ARE THERE ANY QUESTIONS? UH, MR. CHAIR, I'D LIKE TO PULL ITEM I PLEASE.
WITH THAT EXCEPTION I MOVE ADOPTION.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
THE CONSENT AGENDA ITEM IS APPROVED, BUT I AYE, UH, TAKEN OUT.
WE NEED TO GO BACK TO I, OH, WAY TO GO BACK TO I, OKAY.
[5.I. ATD/VIA Interlocal Agreements with the City of San Antonio – For information, discussion and possible action regarding the ATD/VIA Interlocal Agreements with the City of San Antonio]
ATD VIA INTER LOCAL AGREEMENT WITH THE CITY OF SAN ANTONIO.ONE TECHNICAL AGREEMENT NORTH SOUTH ADVANCED RAPID TRANSIT, A RT CORRIDOR NUMBER TWO EIGHT, TD TWO SALES TAX FUNDING AGREEMENT.
NO, MR. CHAIR, I JUST WANTED TO PULL THIS ITEM, UH, TO RECOGNIZE STAFF.
AND THIS DAY, I THINK TODAY IS A HISTORIC DAY FOR THIS AGENCY AND THAT WE HAVE AN AGREEMENT WITH THE CITY OF SAN ANTONIO, A LONGTIME PARTNER OF OURS, TO MOVE A PROJECT THAT WILL BE TRANSFORMATIVE TO OUR CITY AND HOPEFULLY OUR ENTIRE REGION IN THE LONG TERM.
UH, AND I WANNA EXTEND MY APPRECIATION, MY SINCERE APPRECIATION FOR ALL OF STAFF, EVERYONE THAT'S WORKED ON THIS, UH, WORK EITHER FROM, YOU KNOW, COMMUNITY ENGAGEMENT PERSPECTIVE, FROM THE ENGAGEMENT AT ELECTED OFFICIALS TO CITY STAFF AND GOING THROUGH THE DIFFERENT POINTS.
I KNOW IT WAS VERY TECHNICAL AT TIMES TO UNDERSTAND WHERE WE WERE IN THE LAY OF THE LAND OF GETTING TO WHERE THIS IS A FIRST AGREEMENT FOR US, BUT ALSO I THINK IT SETS A PRECEDENT FOR US TO CONTINUE, UM, THIS WORK WITH THE CITY AND HOPEFULLY THE COUNTY IN THE NEAR FUTURE.
UH, BECAUSE TRANSIT, AS WE KNOW, IS NOT SOMETHING OF A LUXURY.
AND I THINK AS WE CONTINUE TO, UH, GROW IN OUR CITY, WE WILL NEED TO CONTINUE TO THINK ABOUT HOW WE CONNECT TO OUR RESIDENTS, HOW WE, UH, EXPRESS, UM, WHAT YOU LIKE TO SAY AS FREQUENCY, FREQUENCY, FREQUENCY AND REDUCTION OF SERVICE TIME BETWEEN BUSES.
UM, AND THIS IS ONE MOMENT RIGHT HERE THAT I WANNA CELEBRATE AS AN AGENCY, UH, AS A BOARD AND AS A COMMUNITY.
SO THANK YOU VERY MUCH FOR YOUR TIME AND EFFORT, STAFF, JEFF, FOR LEADING THE EFFORT AND DISCUSSION, UH, AND FOR THE CITY, MOST IMPORTANTLY FOR THEIR WORK AND CONFIDE IN THE CONFIDENCE THAT WE WILL MOVE THIS FORWARD AND WORK TOGETHER ON A TRANSFORMATIVE PROJECT.
GOVERNOR, MAY I, MAY I SECOND? UH, VICE CHAIR CABELLA'S REMARKS.
THAT WAS, UH, RIGHT ON THE MONEY AS FAR AS GETTING THAT DONE.
UH, WE APPRECIATE YOUR, UH, HARD WORK AND THIS ALSO.
AND I ALSO WANT TO COMMEND THE BOARD MEMBERS THAT WERE INVOLVED IN THIS, UH, BECAUSE IT DID TAKE A LOT OF MEETINGS AND DISCUSSIONS AND STUFF,
[00:30:01]
UH, THAT HAPPEN, UH, FOR US TO GET THIS.UH, BUT IT IS A MOMENTOUS ITEM FOR VIA AND, UH, THANK EVERYONE THAT WAS INVOLVED.
ANY OTHER, UH, QUESTIONS, CONCERNS? MOTION TO APPROVE? OKAY.
ALL THOSE A FAVOR, PLEASE SAY AYE.
THE CONSENT AGENDA ITEM IS APPROVED.

AS YOU CAN SEE, THE TARGETED OUTREACH LIST IS A LITTLE BIT MORE EXTENSIVE THAN IN THE PAST, AND THAT'S BECAUSE THIS IS A LARGER AREA TO COVER.
SO WE HAVE MANY BUSINESSES AND MANY AGENCIES TO REACH OUT TO.
WE ARE WORKING WITH THE, UH, OUR PARTNERS, WHICH ARE COMMUNITY, UH, CUSTOMER SERVICE, SO THAT WE CAN REACH OUT TO MOST OF THESE BUSINESSES LISTED HERE.
THAT CONCLUDES OUR PRESENTATION.
WE'RE HAPPY TO ANSWER QUESTIONS AT THIS TIME.
THANK YOU MR. SIN AND THANK YOU MS. EK TRUSTEES.
ARE THERE ANY QUESTIONS?
UM, DO WE HAVE ANY ANALYSIS OF THE FIRST THREE ZONES THAT MEASURE THESE, WHAT THE PROJECTIONS WERE AND WHAT THE ACTUAL WERE? YEAH.
YES, WE DO HAVE IT AND I CAN SHARE WITH YOU.
THAT'D BE GOOD TO HAVE FOR THE NEXT MEETING.
IN FACT, I WOULD BET THAT THE SOUTH ZONE EXCEEDED, UH, THE EXPECTATIONS VERY EARLY ON.
TRUSTEE BANYA, JEFF OR TEAM, HAVE WE THOUGHT ABOUT EXTENDING THE TIME FROM NINE 30 TO 10 OR LATER? I KNOW YOU'RE LOOKING AT DIALING BACK TO 5:00 AM FROM FIVE 30, BUT HAVE YOU GONE THROUGH THE PERIOD OF, OF SEEING WHAT THAT DUE DILIGENCE MAY LOOK LIKE? YES.
WE LOOKED INTO THE CUSTOMER SERVICE, UH, THE REQUEST THAT COMES IN AND WE GOT LOT MORE REQUESTS IN THE MORNING HOURS.
UH, THERE WERE VERY LESS REQUESTS AFTER 9:30 PM THERE WERE REQUESTS, BUT IT, IT WAS VERY LESS IN NUMBER.
SO WE THOUGHT OF EXPANDING THE SERVICE FROM 5:00 AM SO THAT THEY CAN HAVE ACCESS TO JOBS, WHICH IS NEEDED.
I CAN STILL LOOK INTO IT IF YOU WANT, AND GIVE YOU AN UPDATE IN THE NEXT MEETING.
I'M JUST CURIOUS BECAUSE THE FLIP SIDE, RIGHT? YOU, YOU HAVE EARLY JOBS AND THEN YOU HAVE SERVICE JOBS IN THE EVENING AS WELL.
AND WE ARE A VERY HEAVY SERVICE INDUSTRY CITY, AND SO IT WOULD BE GOOD TO, TO UNDERSTAND THAT DEMOGRAPHIC AS WELL.
SO THE NINE 30, UH, IN, IN MY EXPERIENCE, THE NINE 30 STOP TIME IS ASSOCIATED WITH ALL THE JOBS THAT GET OUT AT NINE O'CLOCK, LIKE AT MALLS.
THE, UH, OTHER SERVICE JOBS WILL EVEN GET OUT EVEN LATER THAN 10 O'CLOCK.
IF YOU WORK A SWING SHIFT, YOU GET OUT AT MIDNIGHT USUALLY, FOR EXAMPLE.
SO THAT'S KIND OF WHERE THE NINE 30 COMES FROM.
IT DOESN'T MEAN IT'S SACROSANCT, BUT THAT'S WHERE IT COMES FROM.
UH, CAN Y'ALL, YEAH, CAN Y'ALL EXPLAIN THE I 10 HOUSTON
[00:45:01]
AREA? SO ON THE SOUTH SIDE, UH, THERE IS I 10 AND THE HOUSTON IS ALMOST LIKE THE EXTREME SOUTH, WHERE WE HAVE INDUSTRIAL AREA, HOUSTON AND FOSTER ROAD.THERE IS AMAZON FACILITY AND OTHER, UM, BIG, UM, WAREHOUSE WHERE PEOPLE GO TO JOB.
AND WE HAVE RECEIVED REQUESTS BEFORE, UH, TO PROVIDE SERVICE, BUT WITH THE FIXED ROUTE IT WAS NOT POSSIBLE.
BUT WITH VIA LINK IT'S POSSIBLE.
SO I 10 IS THE BOUNDARY, BUT IF WE HAVE TO, UH, COVER THE INDUSTRIAL AREA ALONG FOSTER, SO WE HAVE TO GO TO THE EXTENT OF, UH, HOUSTON, ACTUALLY HOUSTON STREET, EAST HOUSTON.
HOUSTON HEADING OUT TOWARDS FOSTER? YES.
TRUSTEE, IF YOU WILL, I AGREE WITH VICE CHAIR CABILLA.
SO IF WE COULD POSSIBLY LOOK AT EXTENDING TO 10.
IT JUST BEING, KNOWING THAT THE SERVICE INDUSTRY, SURE, THEY MAY CLOSE AT NINE, BUT THE EMPLOYEES WOULD STILL HAVE TO STICK AROUND.
UM, IF THEIR INDIVIDUALS STILL INSIDE THE FACILITIES, THEY WOULD'VE TO STAY CLEAN UP.
9 30, 9 45 IS GENERALLY JUST ABOUT A TIME THAT, UM, EMPLOYEES WOULD BE RELEASED FROM WORK.
AND SO 10 O'CLOCK, IF YOU WERE TO EXTEND IT JUST THAT LITTLE BIT, IT WOULD BE MORE BENEFICIAL JUST KNOWING AND HAVING BUSINESSES IN THE SERVICE INDUSTRY.
UM, HAVE, HAVE WE DONE A STUDY AS TO WHO IS ACTUALLY GOING TO BE USING THE SERVICE? WE HAVE NOT DONE THE STUDY, BUT WE LOOK INTO THE DEMOGRAPHICS AND EMPLOYMENT IN ORDER TO FIGURE OUT WHO THE USERS WILL BE THERE.
THERE ARE A LOT OF INCOME, LOW INCOME AREAS AROUND THAT AREA WHO DON'T HAVE TRANSIT SERVICE NOWADAYS, UH, BECAUSE OF THE FIXED ROUTE.
BUT WITH THE VIA LINK SERVICE, WE ARE ABLE TO EXPAND THAT SERVICE AND WE ARE HOPING THAT THOSE PEOPLE WILL BE ABLE TO TAKE VIA LINK SERVICE AND GO TO JOB OR GO WHERE THEY WANT TO GO.
ANY OTHER QUESTIONS? DISCUSSION, WHEN YOU DO THE OUTREACH, IS THERE A WAY TO, UH, QUESTION WHETHER OR NOT THESE HOURS WORK FOR THEM OR WHETHER OR NOT EXTENDED HOURS WOULD BE IMPORTANT? I KNOW WE CAN'T DO IT FOR ONE OR TWO PEOPLE, BUT I JUST REMEMBER IN THE DISCUSSIONS ON THE, ON THE NORTH SOUTH, THE A R T, A NUMBER OF THE, UH, THE BUSINESS OWNERS MM-HMM.
SO, UH, IS THAT A QUESTION THAT IS ASKED ON THESE, UH, SURVEYS? IT IS NOT NECESSARILY ASKED, BUT WE CAN CERTAINLY DO SO.
TRUSTEES, ANY OTHER QUESTIONS? DISCUSSION? OKAY, IF NOT, UM, THAT
[8. Legal Briefing]
WILL, WE'LL MOVE ON TO ITEM NUMBER EIGHT, WHICH IS, UH, THE LEGAL BRIEFINGS.MS. ELDER, DO WE HAVE A LEGAL BRIEFING? NO, SIR.
WE DO NOT HAVE A LEGAL BRIEFING THIS EVENING.
TRUSTEES, WE HAVE REACHED THE END OF OUR MEETING.
MAY I HAVE A MOTION AND SECOND TO ADJOURN? SECOND.
WE HAVE FIRST AND SECOND, ALL THOSE THAT, UM, ALL ALL DO IN FAVOR, PLEASE SAY AYE.
