WHAT IS MOST DISCONCERTING IS THAT THESE DEVELOPMENTS DO NOT PROVIDE HOUSING, VISIT IT AFFORDABLE FOR THE RESIDENTS AND FAMILIES IN THESE SCHOOL DISTRICTS.
AS WE KNOW, TAX BREAKS ARE USED FOR ECONOMIC DEVELOPMENT PURPOSES, BUT THE INHERENT QUESTION WE MUST CONTINUE TO ASK IS ECONOMIC DEVELOPMENT FOR WHOM I BELIEVE THAT SEVERAL OF YOU ARE ALREADY ASKING THESE VERY CRITICAL QUESTIONS.

OUR ASSOCIATION IS NOT OPPOSED TO ECONOMIC DEVELOPMENT, HOWEVER, REVITALIZING OUR CITY SHOULD NOT COME AT THE EXPENSE OF OUR LIFELONG RESIDENTS.
SAN ANTONIO RESIDENTS SHOULD NOT HAVE TO MAKE UP FOR THE LOSS OF TAX REVENUE WHILE DEVELOPERS USE TAX EXEMPTIONS TO LINE TO INCREASE MARGINS.
PROFIT MARGINS ALREADY OUR ASSOCIATION SPENDS MANY HOURS PER WEEK VOLUNTEERING, RESPONDING TO CALLS FROM GENERATIONAL HOMEOWNERS WHO ARE IN JEOPARDY OF LOSING THEIR HOMES BECAUSE OF INCREASING PROPERTY TAXES AND FROM RENTERS WHO ARE BEING EVICTED BECAUSE LANDLORDS ARE SELLING PROPERTIES THAT THEY ARE NO LONGER WILLING OR THEY ARE UNABLE TO PAY BECAUSE OF INCREASING PROPERTY TAXES.

ALL HAPPENING VERY, VERY QUICKLY.
THE FEDERAL TRANSIT ADMINISTRATION FROM DC AND ALSO TEXAS CAME OUT AND TOURED IN MAY.
WE HAD MORE, UH, NEIGHBORHOOD MEETINGS, UH, COMMUNITY MEETINGS.
AND THEN ANOTHER SIGNIFICANT MILESTONE WAS THAT THE FEDERAL TRANSIT ADMINISTRATION ASSIGNED US WHAT'S KNOWN AS A PROGRAM MANAGEMENT OVERSIGHT CONTRACTOR OR CONSULTANT.

VIRTUALLY EVERY BULLET POINT YOU SEE HERE IN THE MIDDLE OF THE SLIDE HAS CHANGED SINCE LAST YEAR, AND WE DID ANTICIPATE THAT WE MENTIONED THAT TO YOU LAST YEAR.
UM, AND IT WILL CONTINUE TO BE REFINED AS WE MOVE FORWARD.
ONE OF THE BIG CHANGES EVEN TO THE CORE PROGRAM ASSUMPTIONS OCCURRED THREE, THREE WEEKS AGO WHEN TIFIA, UH, ANNOUNCED A NEW PROGRAM CALLED TIFIA 49, WHERE WE'RE ABLE TO NOW INCREASE OUR TFIA SHARE TO, UH, FROM 33% TO NOW 49%.
SO THINGS ARE CONTINUING TO CHANGE.
WE'VE BUILT THIS MODEL AND THIS STRATEGY TO BE DYNAMIC.
WE EXPECT IT TO EVOLVE AS WE CONTINUE ADVANCING THE PROJECTS THROUGH THE CAPITAL INVESTMENT GRANT PROGRAM TO THE, THROUGH THE TFIA PROCESS AND FURTHER INTO DESIGN AND CONSTRUCTION.
SO, RECENT CHANGES SINCE WE LOOKED AT THE DETAILED, UM, SUMMARY LAST YEAR, THERE ARE SEVERAL VERY POSITIVE IMPACTS THAT ARE REALLY GOOD STORIES TO TELL ON THE LEFT SIDE.
AND THERE ARE ALSO SEVERAL NEGATIVE IMPACTS.
I THINK THIS BOARD HEARD SOME OF THOSE AT YOUR LAST PRESENTATION.
UM, SO POSITIVE IMPACTS FIRST, THE INFRASTRUCTURE BILL PASSED IN NOVEMBER.
UM, AND WE HAVE AN INCREASE IN FTA FORMULA FUNDS THAT VIA IS RECEIVING BEGINNING IN 2022.
YOU ALSO HAVE NOW, BECAUSE OF THE INFRASTRUCTURE BILL, THE ABILITY TO GO FOR ADDITIONAL FEDERAL, UM, SUPPORT THROUGH THE CAPITAL INVESTMENT GRANT PROGRAM.
SO NOW WE'RE LOOKING AT POTENTIALLY A 60% MATCH AS A DIRECT RESULT OF THAT INFRASTRUCTURE BILL PASSING.
IT'S ALMOST, IT'S EXPECTED TO POTENTIALLY DOUBLE THE SIZE OF THE PROGRAM OVER THE, OVER THAT TIME PERIOD BETWEEN 2022 AND 2026.
SO WE'RE IN THE PROCESS OF, OF POTENTIALLY SECURING THAT INCREASE.
ADDITIONAL FEDERAL DISCRETIONARY GRANTS ARE ALSO NOW AVAILABLE FOR THE, FOR THE PROGRAM THAT WE'RE NOT AVAILABLE.
WHEN WE FIRST INTRODUCED THIS TO YOU BACK IN MAY, A LOT OF NEW GRANT PROGRAMS AND THE EXISTING GRANT PROGRAMS ARE MUCH MORE ROBUST ON THE SALES TAX SIDE.
YOU HAVE A MUCH HIGHER REVENUE COLLECTIONS IN YOUR SALES TAX THAN WE PREVIOUSLY HAD BEEN PROJECTING.
UM, THERE HAS BEEN SOME POSITIVE MOMENTUM FROM ART EASTWEST PLANNING SUPPORT FROM COSA, THAT $10 MILLION COMMITMENT THAT WAS MADE.
AND THEN FINALLY THE TIFIA, UM, 49 PROGRAM THAT I MENTIONED TO YOU.
THOSE ARE ALL ON THE POSITIVE SIDE, AND IF YOU JUST ISOLATE THAT, THAT IS A GREAT STORY.
A LOT OF POSITIVE MOMENTUM IN THE PAST YEAR.
UM, ON THE NEGATIVE SIDE THOUGH, WE'RE ALSO SEEING A DIFFERENCE BETWEEN MAY OF LAST YEAR AND TODAY, VERY HIGH INFLATION INTEREST RATES THAT ARE BEING HIKED TO COMBAT THAT INFLATION.
AND THE COVID 19 PANDEMIC CONTINUES TO IMPACT YOUR OPERATING COSTS PER HOUR NUMBERS, YOUR FAIR BOX RECOVERY, YOUR LABOR SHORTAGES.
UM, SO ALL OF THAT IS IMPACTING THE, THE CASE, A PLAN AND THE FINANCIAL PLAN.
AND THEN FINALLY, THAT 30% DESIGN ESTIMATE.
SO WE LOOKED AT IT AS A BIG PICTURE LOOKING AT YOUR WHOLE CASE, A PROGRAM, THE ART CORRIDORS THAT WERE JUST PRESENTED ON, AND THE SECOND OPERATIONS AND MAINTENANCE FACILITY.
AND WE MADE SURE THAT WE HAD THE PROGRAM FULLY FUNDED AS WE PRESENTED IT BACK IN MAY ON THE TIMELINE THAT WAS PRESENTED BACK IN MAY.
SO WE MADE SOME REFINEMENTS TO THE PROGRAM ITSELF AS WELL.
SO FOR THOSE WHO WEREN'T BACK, WEREN'T WITH US BACK IN MAY.
UH, JUST TO STEP BACK A LITTLE BIT, BACK IN NOVEMBER, 2020, THE VOTERS APPROVED THE CASE AND PLAN AND VIA PUT FORWARD, UH, ORIGINALLY ART NORTH, NOT ART SOUTH, NOT ART EAST, NOT ART WEST SECOND O AND M MAINTENANCE FACILITY, PHASE ONE.
AND EVERYTHING WAS TO BEGIN IN 2026.

AND WE'RE ALSO TARGETING IN THE FUTURE A BUS AND BUS FACILITIES GRANT IN PARTICULAR.
THERE ARE SEVERAL OTHER OPPORTUNITIES, BUT THAT'S THE ONE THAT'S REALLY, UH, TOP OF MIND FOR THE SECOND OPERATIONS AND MAINTENANCE FACILITY.
THE BIGGEST PIECE OF YOUR ACCELERATION STRATEGY IS THE TIFIA, IS YOUR TIFIA UH, STRATEGY.
SO YOUR FEDERAL FINANCING, INNOVATIVE FEDERAL FINANCING USING TIFIA, IT'S, IT'S SOMETHING THAT YOU CANNOT GET IN THE MUNICIPAL MARKETPLACE.
THE KEY, UM, BENEFIT FOR TIFIA FOR VIA IN PARTICULAR IS NOT NECESSARILY THE INTEREST RATE BEING LOWER, WHICH IT CAN BE, BUT IT'S THE FACT THAT YOU CAN DEFER FOR FIVE YEARS REPAYMENT.
SO YOU HAVE THAT 2026 START DATE OF REVENUE AND LUCKILY YOU'RE ABLE TO DEFER THAT PAYMENT BEYOND 2026 WHEN YOU HAVE YOUR REVENUE STREAM.
UM, SO WE'VE SUBMITTED A LETTER OF INTEREST AND COORDINATING WITH THE BUILD AMERICA BUREAU RIGHT NOW TO REVISE THAT LETTER OF INTEREST ALONG WITH THE FTA FINANCIAL PLAN SUBMISSION.
FINALLY, THE FOURTH PRONG, WHICH I THINK IS STILL REALLY A REALLY KEY INGREDIENT TO FULLY FUNDING EAST WEST, UM, IS PURSUING OTHER REGIONAL PARTNERSHIPS TO FILL THAT FUNDING GAP FOR EAST WEST.
SO YOUR TIFIA, I, I THINK I ALREADY MENTIONED THIS SO WE CAN SKIP AHEAD THAT, THAT FIVE YEAR REPAYMENT FOR TFIA IS THE BIGGEST BENEFIT.
UM, SO THE NORTH SOUTH PLAN FOR PROJECT FUNDING TODAY, UM, INCLUDES AS CAMMY AND MAN JERRY MENTIONED A 60% REQUEST.
THAT IS A REQUEST IS NOT A GUARANTEE, BUT AS CAMMY MENTIONED, UM, YOU KNOW, IT'S, YOU'RE IN GOOD POSITION RIGHT NOW TO POTENTIALLY ASK FOR THAT AND POTENTIALLY RECEIVE IT.
UM, SO A 60% MATCH ON THE 377 MILLION NEW COST ESTIMATE, WHICH IS STILL UNDER REVIEW AND IS A WORK IN PROGRESS, WOULD BE ABOUT 226.2 MILLION.
AND THEN WE ARE ASSUMING YOUR TIFFY ALONE CAN ONLY GO UP TO THAT 80% THRESHOLD THAT'S REQUIRED BY THE FEDERAL GOVERNMENT.
SO IT CAN'T BE ANY MORE THAN TIFIA AND EVERY OTHER FEDERAL SOURCE CAN'T GO HIGHER THAN 80%.
SO 20% IS TIFIA AND THE REMAINDER IS VIA PROJECT FUNDS.
KEY CHANGES BETWEEN WHAT WAS SUBMITTED TO FTA AND TODAY, UH, YOUR COST ESTIMATE INCREASED.
YOU HAVE A 30% DESIGN ESTIMATE, WHICH IS BRAND NEW, AND YOU HAVE RECENT GLOBAL COST ESCALATION THAT WE'RE BUILDING INTO THAT.
YOUR TIFIA INTEREST RATE IS HIGHER TO REFLECT WHAT WE'RE SEEING RIGHT NOW IN THE MARKETPLACE.
UH, YOUR C I G FUNDING REQUEST IS HIGHER, 60% NOW, AND YOUR TTIA LOAN, UM, MAXIMUM ALLOWED IS NOW LOWER.
SO YOU'RE ACTUALLY WE'RE ASSUMING LESS TIFIA FOR THIS PROJECT THAN WE WERE PREVIOUSLY.
UM, FINALLY, YOUR VIA PROJECT FUNDS DID INCREASE SLIGHTLY, BUT IF YOU LOOK AT IT, AN OVERALL COMMITMENT TO THIS PROJECT, YOU ACTUALLY HAVE MORE FEDERAL AND LESS LOCAL COMPARED TO, UH, THE FTA SUBMISSION LAST YEAR.
THE O M UH, FACILITY, THIS IS HOT OFF THE PRESSES AS OF THREE WEEKS AGO BECAUSE WE HAVE THIS NEW TIFIA 49 PROGRAM AND IT'S REALLY GEARED TOWARDS THIS, THIS TYPE OF PROJECT.
UH, SO THE O AND M FACILITY WE CAN NOW ASSUME WOULD, COULD, UH, RECEIVE UP TO 49% IN TIFIA AND THE REST WOULD BE FUNDED BY VIA PROJECT FUNDS.

THERE ARE SEVERAL, SEVERAL MORE THAT YOU COULD CONSIDER, BUT THESE ARE KIND OF THE ONES THAT HAVE RISEN TO THE TOP.
UM, SO YOU COULD PURSUE A TIFFY ALONE FOR EAST WEST, BUT THAT REQUIRES A VERY SIGNIFICANT COMMITMENT, UM, FROM, YOU KNOW, BEYOND WHAT THE ATD TWO REVENUE STREAM COULD SUPPORT.
SO YOU WOULD NEED SOME TYPE OF REPAYMENT STREAM FOR THAT FROM YOUR PARTNERS.
YOU COULD ADVANCE EAST WEST TO THE NEW STARTS CATEGORY AND GO FOR THAT 60% SHARE THAT YOU PREVIOUSLY, UH, THAT YOU'RE GOING FOR FOR NORTH SOUTH.

SO THOSE ARE SOME OF THE, THE KEY STRATEGIES AND WE'LL SHOW YOU JUST A VERY ILLUSTRATIVE EXAMPLE OF IF WE WERE TO PICK THREE OF THOSE BUCKETS, WHAT WOULD THAT LOOK LIKE? SO WE PICKED INCREASING THE C I G FUNDING REQUEST TO 60% THROUGH THE NEW STARTS PROGRAM.
THAT WOULD BE A 31 MILLION IMPACT IF YOU WERE TO SECURE A BUS AND BUS FACILITIES GRANT FOR, UH, CAPITAL CONSTRUCTION, THAT WOULD BE A 25 MILLION IMPACT.
AND THEN WE JUST HAVE 44.5 MILLION LEFT TO COVER.
AND IN THIS EXAMPLE SCENARIO, WE, UH, SELECTED THE 2027 BOND PROCEEDS.
SO IF THAT'S HOW THAT PROJECT IS FUNDED, THIS WOULD BE A FULLY FUNDED PROJECT EXAMPLE HERE ON THE SCREEN.
SO LOOKING AHEAD, I KNOW THERE WAS A LOT OF DETAIL, SO I'M HAPPY TO ANSWER QUESTIONS.
UM, SO THE ART NORTH SOUTH, UH, PROJECT IS MOVING THROUGH THE NEW STARTS PROCESS.
WE'RE SUBMITTING A DOCUMENTATION TO FTA AND MAKING THE CASE FOR THAT 60%, UH, REQUEST AND TO ENTER ENGINEERING AT THE SAME TIME.
