SO ENGINEERING PROJECT MANAGER THREE, LARRY MODEST TRANSIT ADMINISTRATOR COORDINATOR, ROBERT TEDS AND CONSTRUCTION PROJECT MANAGER DANIEL ESSEL, SPRUNG INTO ACTION WHEN THEY REALIZED THE GENTLEMAN WAS IN NEED OF MEDICAL ATTENTION, THEIR QUICK REACTION ENSURED THAT HE SUSTAINED MINIMAL INJURIES DURING THE INCIDENT.

LARRY AND ROBERT STABILIZED THE PERSON AND CALLED FOR EMERGENCY MEDICAL SERVICES WHILE DANIEL CONTACTED THE CONSTRUCTION COMPANY PRESIDENT TO INFORM THEM OF THE CIRCUMSTANCES.

SO WE ARE VERY GRATEFUL TO YOU FOR YOUR, UH, QUICK ACTION TO PROVIDE COMPASSIONATE SUPPORT TO OTHERS.

I WANT TO RECOGNIZE THE ENTIRE FLEET AND FACILITIES TEAM FOR THEIR COMBINED EFFORTS TO LEAD AND OVERSEE THE DESIGN AND CONSTRUCTION OF OUR NEW VIA TRANS OPERATIONS CENTER, OR V O C, UH, LED BY VICE PRESIDENT OF FLEET AND FACILITIES MAINTENANCE, SAM MARA.

SAM, ARE YOU THERE? THERE'S SAM, ALONG WITH SUPPORT FROM ARCHITECT ENGINEERS, CHARLES HALE AND KEVIN SCHNITZER ARE, OH, THERE THEY ARE.

SO THEY HAVE DONE AN OUTSTANDING JOB STARTING WITH A UNIQUE AND CREATIVE APPROACH TO THE EXTENSIVE REDESIGN AND CONSTRUCTION OF AN EXISTING BUILDING VERSUS MOVING FORWARD WITH A MORE EXPENSIVE GROUND UP CONSTRUCTION, SAVING VIA MILLIONS OF DOLLARS IN THE PROCESS.

UM, SAM'S EXTENSIVE KNOWLEDGE AND EXPERIENCE IN A WIDE AREA OF TRANSIT OPERATIONS, INCLUDING VARIOUS CONSTRUCTION PROJECTS, PROVIDED HIM THE SKILLS TO STRATEGICALLY MANEUVER THROUGH THE MANY CHALLENGES THAT THIS PROJECT PRESENTED.

AND I'LL JUST SAY THAT CHAR, UH, THAT BOTH CHARLES AND KEVIN HAVE HAD DEMONSTRATED EXEMPLARY TENACITY.

RECALL THAT MOST OF THE TIME THEY WERE WORKING ON THIS PROJECT, WE WERE EITHER IN THE MIDST OF C OR IN THE MIDST OF SUPPLY CHAIN PROBLEMS ASSOCIATED WITH COVID AND THEY KEPT IT TOGETHER AND THEY'VE OPENED WHERE WE WILL FORMALLY OPEN THE FACILITY, I BELIEVE OCTOBER 9TH, ALTHOUGH WE ARE CURRENTLY OPERATING OUT OUT OF IT ALREADY.

AUDREY RIVERA PLAYED A KEY ROLE IN GALVANIZING THE EFFORTS OF THE OMB TEAM, AND WE SEE THERE AUDREY, JUSTIN KRUGER, MARK LOPEZ, CONNIE FLOES, AMANDA ORTEGA, CHRISTINA BOONE, AND STEVE LAND.

UH, SO THIS PROGRAM IS A NINE MONTH PROFESSIONAL DEVELOPMENT PROGRAM, WHICH PAIRS EARLY CAREER PROFESSIONALS WITH EXPERIENCED SENIOR LEVEL ULLI MEMBERS TO BROADEN THEIR UNDERSTANDING OF ALL FACETS OF THE REAL ESTATE BUSINESS.

HE IS REMEMBERED FOR ALWAYS TALKING ABOUT THE IMPORTANCE OF LIVING EACH DAY AS IF IT WERE YOUR LAST.

THE US ECONOMY HAS NOT SEEN THAT IN OVER 40 YEARS.

THE COST OF HOUSING IS GOING UP, THE COST OF BASIC GOODS CONTINUES TO GO UP.

WE HAVE FOUND OUT RECENTLY THAT OUR HEALTHCARE AT VIA WILL ALSO BE GOING UP.

SO AGAIN, UNDERSTANDING THE ALLOCATION, UM, OR THE REVENUE STREAM TO PAY FOR THESE FUNDS IS MY FIRST CONCERN.

AND THEN TWO, UM, HOW AND WHY ARE WE MAKING PROJECTIONS THAT LARGE IN VEHICLES KNOWING THAT TECHNOLOGY IS GOING TO CHANGE PRETTY SOON.

SO WE, WE DO NOTE AND TECHNOLOGY HAS CHANGED, RIGHT? WE ALSO KNOW THAT TECHNOLOGY IS NOT IN A PLACE TODAY FOR US TO BUY THOSE VEHICLES.

AND SO THE CURRENT TIP COVERS FISCAL YEAR 21 THROUGH FISCAL YEAR 24.

AND THE NEWEST, UH, OR EXCUSE ME, THE NEW FY 23 THROUGH 26 TIP WAS ADOPTED LOCALLY BY THE TRANSPORTATION POLICY BOARD AT THE MPO ON JUNE 22ND, 2022.

AND IT'LL TAKE EFFECT AS SOON AS OCTOBER OF 2022 PENDING FEDERAL APPROVAL.

UH, THEY UPDATE THAT EVERY TWO YEARS, AND THEY AMEND IT QUARTERLY.

AND SO WE'LL GET, UH, THE CAPITAL PROJECTS THAT, UH, AFTER OUR BUDGET'S APPROVED, WE'LL GET THOSE CAPITAL PROJECTS, UH, REFLECTED IN THE UPDATED TIP.

UM, WE HAVE A, AS WE HAD IN THE OPERATING SITE, A FEW CHANGES THAT OCCURRED SUBSEQUENT TO THE BOARD WORKSHOP IN AUGUST.

UH, SUBSEQUENT TO THE WORKSHOP, THE FY 23 BUDGET INCREASED BY 7 MILLION, 7.1 MILLION IN THE PROPOSED FY 23 THROUGH 27.

CAPITAL BUDGET INCREASED BY 18.7 MILLION.

UH, THE BIGGEST CHANGE IN THE FIVE YEAR PICTURE, UH, THAT RESULTED IN THE 18.7 MILLION INCREASE WAS A 19.3 MILLION, UH, ADDITION TO THE BUDGET FOR THE ART EAST WEST QUARTER.

AND THEN THE OTHER ITEMS ACTUALLY NETTED OUT TO A SLIGHT DECREASE.

UH, AND IT BROUGHT US TO A OVERALL FIVE YEAR BUDGET OF $748.4 MILLION.

A LOT OF OUR STUDENTS MIDDLE HIGH SCHOOL, THEY UTILIZE VIA, UM, Y W A WHILE WE TALK ABOUT THAT AS A CELEBRATORY PIECE THAT IS AN IN-DISTRICT CHARTER, AND THAT IS WHY MOST OF THEIR STUDENTS TAKE THAT OPTION OF VIA OPPOSED TO HAVING TRANSPORTATION PROVIDED BY THE SCHOOL DISTRICT BECAUSE THEY DON'T HAVE THE SAME AMOUNT OF FUNDING, RIGHT? SO I JUST WANT US TO NOW CONSIDER THAT WE ARE INCREASING IN CHARTER SCHOOLS AND THAT CHARTER SCHOOLS ARE GENERALLY USING THAT AS AN OPTION FOR THEIR MIDDLE AND HIGH SCHOOL STUDENTS OPPOSED TO YOUR TRADITIONAL ISD.

SO LET'S, LET'S START ADDING THEM TO THE TARGETED OUTREACH LIST, AND I CAN HELP GET YOU IN CONTACT WITH THOSE IF NEED BE.

THIS IS THE FIRST EVER DEDICATED FEDERAL INITIATIVE TO REPAIR THE HARM CAUSED BY SOME OF THE INFRASTRUCTURE CHOICES OF THE PAST, AND INSTEAD REPLACE THEM OR IMPROVE THEM FOR PROJECTS THAT BRING PEOPLE TOGETHER.

GOOD TRANSPORTATION HELPS PEOPLE MOVE TO WHERE THEY NEED TO BE.

TRAVEL AFFORDABLY QUICKLY AND EFFICIENTLY.

CONNECT PLACES YOU NEED TO BE AND THE PEOPLE YOU LOVE.

BUT SOMETIMES AMERICA HAS GOTTEN THINGS WRONG IN GENERATIONS PAST.

AND THEN TRANSPORTATION INFRASTRUCTURE CAN EVEN DO THE OPPOSITE.

CUTTING PEOPLE OFF FROM SCHOOLS OR HEALTHCARE DIVIDING OR DAMAGING NEIGHBORHOODS.

BUT WE CAN DO SOMETHING ABOUT THAT.

THANKS TO THE PRESIDENT'S BIPARTISAN INFRASTRUCTURE LAW, WE HAVE FUNDING TO MAKE BETTER PLACES THAT WERE IMPACTED BY THE CHOICES OF THE PAST.

SOMETIMES THAT MIGHT MEAN TAPPING A HIGHWAY, PUTTING IN A PARK OVER IT WHERE KIDS CAN PLAY AND PEOPLE CAN GET ACROSS TO WHERE THEY NEED TO BE.

IN OTHER CASES, IT MEANS SOMETHING LIKE INTRODUCING A BUS RAPID TRANSIT CONNECTION FROM PREVIOUSLY ISOLATED NEIGHBORHOODS LIKE WHAT THEY'RE DOING RIGHT HERE IN BIRMINGHAM THAT WE'RE CELEBRATING TODAY.

WHAT ALL THE DIFFERENT KINDS OF PROJECTS HAVE IN COMMON IS THAT THEY WILL BETTER CONNECT PEOPLE TO OPPORTUNITY TO PROSPERITY AND TO EACH OTHER, WHICH IS WHAT TRANSPORTATION IS ALL ABOUT.

SO IT IT REALLY IS A PRIVILEGE TO BE UP HERE TO SPEAK ABOUT THESE, THIS, UH, POTENTIAL GRANT OPPORTUNITY.

IT IS ABOUT RECONNECTING COMMUNITIES AS SECRETARY MENTIONED.

AND THE PROJECT THAT WE WILL BE TALKING THROUGH A LITTLE BIT ABOUT IS OF COURSE THE ADVANCED RAPID TRANSIT EAST WEST CORRIDOR.

AS WE ALL KNOW, WE ARE IN THE MIDST OF CONTINUING TO SEEK PLANNING, UH, FUNDS SO THAT WE CAN THEN APPLY FOR CAPITAL FUNDS FOR THE A R T EAST WEST CORRIDOR.

AND WE LOOKED AT THIS PROJECT AS AN OPPORTUNITY TO BRING TO SAN ANTONIO TWO AND A HALF MILLION DOLLARS TODAY ATTACHED TO YOUR BOARD PACKET IS A BOARD RESOLUTION IN THE AMOUNT OF $500,000 OR 20% THAT IS AT THE MINIMUM REQUIRED FOR THIS GRAND APPLICATION.

THE A RT EAST WEST CORRIDORS.

WE, AS WE KNOW, IS, UH, FROM THE WEST AREA ON COMMERCE AND BUENA VISTA GOING THROUGH DOWNTOWN, UM, ALL THE WAY TO HOUSTON ON THE EAST SIDE TO THE EAST AT AND T CENTER, EAST SIDE MOBILITY HUB AND LOOP FOUR 10.

WE ARE EXCITED BECAUSE AS WE WERE LOOKING AT THE, AT THE UH, REQUIREMENTS, WE REALIZE THAT IN FACT THERE ARE TWO MAJOR CORRIDORS, UM, THE US TWO EIGHTY ONE OR, UH, WE CALL UP THE 37 CORRIDOR AND THEN THE 35 CORRIDOR ON EITHER SIDE OF EACH OF, OF DOWNTOWN.

THOSE TWO PIECES OF TRANSPORTATION INFRASTRUCTURE ALONG WITH THE ADJACENT RAIL LINES TO EACH ARE THE TRANSPORTATION, UH, INFRASTRUCTURE THAT HAVE CREATED BARRIERS IN OUR COMMUNITY IN THE PAST AND ALSO RESOUND, UM, TODAY.

SO STAFF HAS REVIEWED THE MATERIALS AND BASED ON THE CRITERIA THAT THE ADMINISTRATION PRIORITIZES, UM, WE KNOW THAT WE ARE DEFINITELY, OUR PROJECT QUALIFIES FOR THIS GRANT AND WE WOULD LIKE THE APPROVAL OF THE, OF THE BOARD TO, UH, ALLOW FOR 20% OF THIS, OF THIS PROJECT TO STAY BEHIND IN THE EVENT THAT WE ARE IN FACT HONORED WITH THAT AWARD.

UM, AGAIN, WE TALK ABOUT THE I 37 AND I 35, UH, CORRIDORS.

THIS IN FACT IS THE CITY OF SAN ANTONIO'S ONLINE EQUITY ATLAS AS IT PERTAINS TO THE CORRIDOR.

AND JUST AS A POINT OF REFERENCE THAT THIS COMBINED EQUITY MA MATRIX SCORE SHOWS THE VERY, UM, THE MOST NUMBERS OF, UH, FACTORS OF RACE, ETHNICITY, INCOME AND, AND ON THESE SENSES TRACKED IN OUR WHOLE REGION.

SO WE JUST WANTED TO SHARE THAT WITH YOU, THAT WE ARE DOING A LOT OF RESEARCH TO PUT THIS, UH, APPLICATION TO MAKE IT SUCCESSFUL.

WE KNOW THAT IT WILL BE COMPETITIVE.

WE KNOW THAT UH, ON THE EAST SIDE WE WERE SPECIFICALLY LOOKING AT OPPORTUNITIES TO REINVENT, UH, THE STREET LEVEL ENVIRONMENT

UH, CONTINUED RE REINVIGORATION OF RE RESIDENTIAL AND COMMERCIAL NODES ALONG THE CORRIDOR.

SO AGAIN, THE ACTION THAT A STAFF IS REQUESTING IS A BOARD RESOLUTION FOR $500,000 LOCAL SHARE FOR TWO AND A HALF MILLION DOLLAR U S D O T RCP GRANT RECONNECTING COMMUNITIES PILOT GRANT, I'D JUST LIKE TO ADD TO YOUR COMMENTS THAT THIS GRANT IS PRIMARILY ORIENTED AT PUBLIC ENGAGEMENT, UH, ACTIVITY AND ENHANCED PUBLIC ENGAGEMENT ALONG THE EAST WEST CORRIDOR AND PROBABLY IS REFLECTIVE OF WHAT WE HAVE TO DO TO MANAGE LEROY'S ABSENCE.
