DANIEL'S DESCRIBED AS AN EXCEPTIONAL EMPLOYEE WHO REGULARLY GOES ABOVE AND BEYOND.

MOST RECENTLY WHEN HE WAS GIVEN THE TASK OF MAKING NECESSARY CHANGES TO THE HPAC SYSTEM ON OUR, ON THE ARTICULATED BUSES, WHICH ARE THE PRIMO BUSES WITH THE ACCORDION IN THE MIDDLE AND MOST IMPRESSIVELY, PARTICULARLY FOR, FOR THOSE WHO UNDERSTAND THE AMOUNT OF WORK AND COMPLEXITY, DANIEL SUCCESSFULLY ADDED A SECOND OPERATOR BLOWER FAN AND ADDITIONAL FANS THROUGHOUT THE CABIN AREA TO IMPROVE CIRCULATION AND COOLING FOR ALL ON BOARD DURING WHAT WILL BE KNOWN.

WE ARE CERTAIN AS ONE OF THE HOTTEST, IF NOT THE HOTTEST SUMMERS IN SAN ANTONIO'S HISTORY, THE RESULT WAS THERE A DRAMATIC IMPROVEMENT TO THE COMFORT FOR OUR CUSTOMERS AND FOR THE OPERATORS.

I'D ALSO LIKE TO TAKE A MINUTE TO RECOGNIZE ONE OF OUR VIA TRANSIT POLICE OFFICERS, WHO'S TRAINING, COMPASSION, AND QUICK ACTION HELP SAVE THE LIFE OF ONE OF OUR PASSENGERS WHILE ON BOARD BUS 3 88 AT THE CADILLAC PARK AND RIDE SATURDAY, AUGUST 13TH, THE CHILD TRAVELING WITH HIS MOTHER BEGAN CHOKING ON A PIECE OF FOOD.

OFFICER, JUSTIN RAWLINGS WAS ONSITE AND ACTED QUICKLY TO ADMINISTER THE HEIMLICH MANEUVER AND CLEAR THE CHILD'S THROAT WHILE THE SECURITY OFFICERS ALERT, DISPATCH SAN ANTONIO FIRE DEPARTMENT AND EMS BOTH ARRIVED SHORTLY THEREAFTER.

AFTER A HEALTH CHECK WAS PERFORMED, THE MOTHER AND CHILD CONTINUED ON THEIR TRIP.

THIS IS JUST ONE EXAMPLE OF THE EVERYDAY ACTS OF HEROISM THAT ARE PART OF THE SERVICE THAT WE PROVIDE TO THE COMMUNITY.

AND WE PROVIDED ACROSS MANY SECTORS OPERATORS, POLICE.

THIS TAX CREDIT, WHICH WAS APPROVED TRANSLATE INTO ABOUT $3 MILLION A YEAR IN REBATES BACK TO VIA AS PART OF THE INFLATION REDUCTION ACT OF 2022, CONGRESS AUTHORIZED THE ALTERNATIVE FUEL TAX CREDIT TO BE IN EFFECT FOR CALENDARS 20 22, 23 AND 24, PROVIDING AT LEAST 9 MILLION IN ANTICIPATED GROWTH REBATES BACK TO VIA.

KEEP SAN ANTONIO MOVING PLAN APPROVED BY THE VOTERS IN 2020, PROVIDING FREQUENT AND RELIABLE TRIP OPTIONS THROUGH INNOVATIVE SERVICE DELIVERY IN AREAS WHERE TRADITIONAL BUS SERVICE DOES NOT NECESSARILY WORK AS AN EFFICIENT MODEL.

THE VIA LINK SOUTH ZONE IS THE THIRD ZONE TO OPEN SINCE, SINCE THE OPENING IN 2019 OF THE NORTHEAST ZONE.

HE WAS A VIETNAM WAR VET, AND HE BEGAN HIS 42 YEAR CAREER IN PUBLIC TRANSPORTATION WITH THE FORMER SAN ANTONIO TRANSIT SYSTEM, WHICH LATER BECAME OF COURSE, VIA METROPOLITAN TRANSIT AS A BUS OPERATOR AND WAS PROMPTLY PROMOTED TO THE ROLE OF STATION FOREMAN.

HE RETIRED AS ONE OF THE LONGEST TENURED EMPLOYEES AT VIA.

SO WHAT WE'LL TALK ABOUT IN THIS PART IS THE PROJECT BACKGROUND, UM, AND IN THE VISION, UH, THAT IS GOING TO BE PRESENTED BY THE DREAM ON GROUP.

SO FIRST OFF WE WANT TO START WITH THE TRANSIT ORIENTED COMMUNITIES POLICY.

THERE'S SIX PILLARS OF THIS POLICY THAT WAS ADOPTED IN 2018.

IT'S PARTNERSHIPS, PLACEMAKING EQUITY, RIDERSHIP REVENUE, AND LAND.

THE SCOBY COMPLEX IS A SIX BUILDING STORAGE COMPLEX VIA PURCHASED IN 2017 FOR $5.2 MILLION TO SUPPORT THE INVESTMENT THAT VA HAS MADE IN CENTRAL PLAZA.

THIS IS A MAP, A LITTLE BIT ABOUT THE AREA, THE BUILDINGS THAT YOU SEE THAT SAY A, B, C, D E N F, THAT IS A SCOBY COMPLEX, UH, TO THE LEFT.

YOU CAN SEE THE VIET GRAND AND YOU CAN SEE THE CENTRAL PLAZA.

SO WE DIDN'T DO THIS ALONE.

UH, WHEN WE STARTED THIS PROCESS, WE INVOLVED A LOT OF THE DEVELOPERS AND STAKEHOLDERS THAT WERE IN THE AREA.

UM, AND ONE NOTE ON THIS SLIDE, UH, PROPERTY NUMBER FOUR IS LISTED AS GREG LISTENER THAT HAS RECENTLY CHANGED HANDS TO ANOTHER DEVELOPER.

SO WE STARTED THIS PROJECT WITH THE MASTER PLAN THAT WE COMPLETED IN 2019, WE RELEASED AN RFI IN 2020.

WE HAD TWO RESPONSES TO THAT.

ONE WAS DREAM ON GROUP.

ONE WAS MISSION DG.

THEN WE LATER RELEASED AN RFP IN LATE OF 2020.

SO THE RFP WE RELEASED IN OCTOBER OF 2020, WE RECEIVED TWO RESPONSES IN DECEMBER, ONE FROM DREAM MON GROUP ONE FROM MISSION DG.

AND IN OCTOBER OF 2021, WE AWARDED THE CONTRACT TO DREAM ON GROUP.

AND SO JUST A LITTLE BIT ABOUT THE PROCESS THAT WE'RE GOING THROUGH WITH THIS.

SO FIRST WE'RE GOING TO END, WE ENTERED INTO AN EXCLUSIVE NEGOTIATING AGREEMENT WITH THE DREAM MOM GROUP.

UH, THIS ALLOWED US TO, UH, TALK MORE ABOUT THE FRAMEWORK AND NEGOTIATIONS AND THE TERMS BETWEEN THE TWO ENTITIES.

WHAT WE'RE CURRENTLY WORKING ON IS A TERM SHEET THAT WE PLAN TO BRING TO Y'ALL IN SEPTEMBER.

AND THIS IS ALSO A NON-BINDING TERM SHEET THAT OFFERS MORE SPECIFICITY.

UM, AS WE START TO SOLIDIFY THE DESIGN AND THE ENGINEERING PLANS FOR THE PROJECT, AND THEN WE PLAN TO BRING A JOINT DEVELOPMENT AGREEMENT TO THE BOARD IN 2023.

WE'VE LOOKED AT THE INSIDE OF THIS PRODUCT.

THIS PROJECT WE'VE LOOKED AT THE BASEMENT.

WE'VE REALLY ASSESSED REALLY WHAT, WHAT THIS PROJECT HAS, WHAT THE BUILDING CAN OFFER.

AND WITH THAT, WE GENERATED THE VISION THAT WE CAME UP WITH.

SO IT'S REALLY A, A GREAT STARTING POINT.

I WANT TO GO THROUGH THE VISION.

UH, WE KIND OF TOOK THE WORK THAT YOU'RE YOU HAD DONE STARTING OUT WITH YOUR TEAM WHEN YOU PREPARED THAT RFI, THE RFP.

UH, AND WE TOOK IT TO THE NEXT LEVEL FOR US.

WE BROUGHT IN STAKEHOLDERS IN THE AREA THAT WE THOUGHT WOULD BE INTERESTED IN THE WORK THAT THIS BUILDING WOULD OFFER IN REALLY IN THE ATTRACTIVENESS, IN THE ACTIVATION, IN THE AREA, EVERYTHING ELSE.

SO YOU SEE HERE NAMES LIKE, UH, CENTRAL ESSAY, UH, WESTERN URBAN UTS, UH, PETE CORTEZ WITH THE LEFT ECHO TESTS.

UM, THESE ARE ALL FRIENDS OF OURS, PEOPLE THAT WE BROUGHT INTO A CONVERSATION TO REALLY CREATE THE VISION THAT WE'RE SHARING WITH YOU TONIGHT.

SO IT WASN'T CREATED IN A SILO.

IT WASN'T DONE BY THIS GROUP HERE.

SO, BUT IT WAS A STARTING POINT FOR US TO BE ABLE TO REFLECT WITH YOU WHAT WE THINK THE OPPORTUNITIES ARE WITH THIS BUILDING.

SO THE NUMBER ONE THING THAT WE STARTED TO FEEL LIKE, AND WHAT WE'VE REALLY SEEN OVER THE LAST MONTHS THAT WE'VE BEEN PARTICIPATING IN THIS PROCESS IS THE IDEA THAT THIS IS REALLY A CATALYTIC PROJECT FOR THE WEST SIDE.

OUR OFFICES ARE ON THE WEST SIDE.

WE ENJOY THE WORK THAT WE DO ON THE WEBSITE.

WE HAVE OTHER PROJECTS THAT WE, THAT WE'RE INVOLVED WITH THERE.

AND AS WE STARTED TO STUDY THIS PROJECT AND TALKING TO THE NEIGHBORS THAT WE, THAT WE MENTIONED EARLIER, IT BECAME VERY EVIDENT THAT THIS IS BY FAR ONE OF THE MOST, ONE OF THE BIGGEST OPPORTUNITIES THAT THERE IS IN OUR DOWNTOWN AREA RIGHT NOW, THERE'S ALREADY BEEN A LOT OF WORK WITH RESPECT TO, UH, THE STUDIES, THE INFORMATION THAT'S BEEN PUT TOGETHER ON .

UH, AND THIS IS A BIG PART OF THAT.

AND SO BUILDING DOING THIS WORK, UH, WITH THIS BUILDING, WHAT WE'VE ALREADY EXPERIENCED IN THE LAST SIX MONTHS, LIKE BRANDON MENTIONED, THERE'S BEEN A TRANSACTION THAT'S GOING ON RIGHT NEXT DOOR.

WE'RE GETTING CALLS AND TALKING TO OTHER NEIGHBORS, HAVING GOOD CONVERSATIONS ABOUT THE IDEAS THAT THEY HAVE FOR THE AREA.

SO THIS, THIS WHOLE CONVERSATION IS ALREADY EVOLVING, WHETHER IT'S OUT OF OUR CONTROL TO SOME DEGREE.

AND IT STARTED WITH 18 HOUR ACTIVATION WELLNESS, INNOVATIVE SCHOOL OPPORTUNITIES FOR CHARTER SCHOOLS, OFFICE FOOD, AND BEVERAGE.

THIS IS JUST A QUICK IMAGE OF WHAT THE LOSS, THE LIVING QUARTERS MIGHT LOOK LIKE.

THE DEPARTMENTS THAT WOULD GO ON THE SET ON THE SECOND, THIRD FLOOR, SOME RENDERINGS OF WHAT THOSE SPACES MIGHT LOOK LIKE.

LET'S START TO DO THAT WORK MORE RECENTLY.

AND SO WITH THAT, WE KIND OF WANTED TO ADDRESS THE TRANSIT ORIENT COMMUNITY.

AND SO ONE OF THE REASONS WHY WE REALLY WERE ATTRACTED TO THIS PROJECT IS BECAUSE IT IS ABOUT TRANSFORMING COMMUNITIES.

AND THAT IS REALLY THE OPPORTUNITY THAT IS PROVIDED IN THIS SPACE, RIGHT? AND WHEN WE TALK ABOUT WHAT COULD HAPPEN WITH NOT JUST THE SCOBY, BUT THE WHOLE NEIGHBORHOOD IS WHAT WE, HOW WE APPROACHED IT, RIGHT? WE THOUGHT ABOUT WHAT ELSE CAN WE DO FORGET ABOUT THE BUILDINGS WHAT'S GOING TO HAPPEN TO THE PEOPLE THAT ARE GOING TO LIVE AROUND THERE.

AND THEN WE TALK ABOUT HOW WE BRING THOSE BUILDINGS BACK TO LIFE.

AND SO WE, WE DID A LOT OF DISCUSSIONS WITH, YOU KNOW, WHO ARE OUR COMMUNITY PARTNERS WHO CAN COME IN AND ALREADY BE WILLING TO SERVE FROM THIS AREA SO THAT THEY'RE ABLE TO BRING TO LIFE A FORGOTTEN AREA.

I MEAN, THIS AREA HAS REALLY BEEN FORGOTTEN.

AND, AND MOST OF THE TIME WE TALK ABOUT THE WEST SIDE, NOT AS AN AREA FOR DEVELOPMENT, BUT THIS IS A HUGE OPPORTUNITY FOR THE WEST SIDE TO HAVE A STATE-OF-THE-ART DEVELOPMENT.

THAT'S GOING TO TRANSFORM IN SO MANY DIFFERENT WAYS.

WE ALSO BELIEVE THAT IT, YOU KNOW, THE PLACEMAKING OF THIS DEVELOPMENT IS GOING TO CREATE A WHOLE DISTRICT THAT'S GOING TO CHANGE.

AND THAT IS WHAT RENEE WAS TALKING ABOUT.

WE'RE ALREADY TALKING TO THE OTHER DEVELOPERS THAT OWN PROPERTIES AROUND THERE, AND THEY ALL WANT TO BE A PART OF THIS TRANSFORMATION.

AND SO WE'RE SUPER EXCITED TO BE ABLE TO CONTINUE TO TALK ABOUT IT.

WE TALK ABOUT WHAT VIA PROVIDES, AND WHAT'S IMPORTANT TO YOU GUYS, RIGHT? HOW DO WE IMPROVE THE RIDERSHIP BY BRINGING PROGRAMMING WHERE IT'S BASICALLY PROVIDED TO THE WHOLE COMMUNITY, AND EVERYBODY GETS TO USE IT IN A DIFFERENT APPROACH THAT HAS NEVER BEEN DONE BEFORE.

UM, WE ALSO BELIEVE THAT THIS PROJECT HAS TO PAY FOR ITSELF.

WE DON'T WANT TO BE ASKING FOR FUNDING FOR ANYBODY.

WE BELIEVE THAT THIS PROJECT HAS THAT OPPORTUNITY, AND WE HAVE LENDERS THAT ARE ALREADY READY TO COMMIT.

WE DON'T FEEL THAT THERE'S GOING TO BE AN ISSUE GETTING THIS PROJECT FUNDED.

UM, AS WE TALKED ABOUT WHAT'S GOING ON BEHIND SCOBY, WHAT IS GOING AROUND AROUND IT.

AND WE REALLY BELIEVE THAT THIS PROJECT IS GOING TO BE THE CONNECTOR.

WE HAVE ENGAGED, UH, HISTORIC TAX CREDIT CONSULTANTS WHO HAVE STARTED THAT OBLIGATE APPLICATION PROCESS HAVE ALREADY GOTTEN SOME INITIAL FEEDBACK FROM THE REVIEWERS THERE.

AND WE'RE CONFIDENT IN THE SUCCESS OF THOSE GRANTS.

ANOTHER THING THAT'S REALLY CRITICAL TO THE SUCCESS OF THIS PROJECT IS UTILIZING A PROPERTY TAX WAIVER, UH, WITH RESPECT TO THE RESIDENTIAL PORTION OF THE PROJECT, THAT THE NUMBERS THAT YOU'RE GOING TO SEE FOR BPS ASSUME JUST THAT JUST THE PROPERTY TAX WAIVER ON THAT RESIDENTIAL PORTION.

UM, SO A LITTLE OVER A YEAR AGO, AND THEN WE, WE, WE TALKED ABOUT THE ACCELERATION AND THEN WE FURTHER DISCUSSED IN MORE DETAIL IN MAY OF 2021 AT THE VIA BOARD RETREAT, AFTER WHICH WE DID GO INTO PROJECT DEVELOPMENT FOR THE ART NORTH SOUTH PROJECT.

AND THEN JUST, UM, THIS PAST FEBRUARY, UH, WE DID DO A BRIEFING AND A PREMIUM PRELIMINARY PROJECT FINANCIAL STRATEGY FOLLOWED BY OUR MOST RECENT BOARD BRIEFING ON THE ART EAST-WEST AND THE KEEP SAN ANTONIO MOVING A FINANCIAL PLAN IN JUNE, 2020 4, 20 22, EXCUSE ME, JUST THIS PAST JUNE, WE CAN GO TO THE NEXT SLIDE.

THERE'S ONE.

SO THE, UH, THIS SLIDE HAS A GRAPHIC THAT, UH, GIVES A BRIEF INFORMATION ON A PROPOSED EAST WEST CORRIDOR.

THIS GUARDED R IS ABOUT 7.3 MONTHS.

THE CAPITAL LIMITS OF THIS CORRIDOR IS FROM AT AND T CENTER THROUGH EUSTON STREET DOWNTOWN, AND BEING ABLE TO START COMMERCE COUPLET AND GENERAL MCMULLAN.

THE SERVICE CONNECTION IS TO KEYLOCK TRANSIT CENTER.

ON THE WEST SIDE, ON THE EAST SIDE, IT WILL TERMINATE AT THE PROPOSED EASTSIDE MOBILITY HUB, WHICH IS UNDERWAY.

DESIGN IS UNDERWAY.

UH, THERE ARE 18 STATION AREAS, UH, ON THE CAPITAL LIMITS BETWEEN 80 AND T CENTER AND GENERAL MCMILLAN, UH, 13 ARTICULATED, UH, LOW OR NO EMISSION VEHICLES ARE EXPECTED.

UH, ONE OF THE KEY, UH, INFORMATION ON THIS SIDE IS THE COST.

THE TOTAL COST IS ABOUT 293 MILLION.

IT'S A YEAR OF EXPENDITURE.

ALL OF YOU HAVE SEEN DIFFERENT NUMBER IN THE PAST.

WHAT WE HAVE DONE IS LOOKING AT THE GLOBAL INFLATION SUPPLY CHAIN ISSUES AND OTHER CONSTRUCTION, ESCALATION.

THIS IS, THIS LINE IS EXPECTED TO OPEN END OF 2029.

SO LOOKING AT PROJECTION, WHAT WE ARE SEEING INFLATION, WE HAVE ADJUSTED THIS NUMBER, BUT REMEMBER VR LESS THAN 10% INTO DESIGN.

SO WE ARE GOING TO MOVE FORWARD, LOOK AT THIS NUMBER AGAIN AS THE PROJECT PROGRESSES.

SO TYPICAL MILESTONES ARE 10%, 30%, 60% AND 90% AT EVERY TIME WE ARE GOING TO LOOK AT THE SCOPE COSTS AND ALL THE PROJECT DETAILS.

UM, THIS PROJECT JUST LIKE NORTH SOUTH HAS A TRANSIT SIGNAL PRIORITY OF BOARD FARE COLLECTION, DEDICATED, UH, LANES TO REDUCE TRAVEL TIME.

WE STILL HAVE A PROJECT FUNDING GAP FOR CONSTRUCTION DOLLARS.

SO WHAT CAM IS TALKING ABOUT IS JUST THE PROJECT DEVELOPMENT PORTION FOR THIS, UH, PRESENTATION.

AND THIS IS JUST A REMINDER OF OUR, UH, KEEP SAN ANTONIO MOVING ACCELERATION STRATEGY THAT WE SPOKE ABOUT, UM, WHEN WE STARTED WITH THE ACCELERATION OF THE PROJECTS.

SO, UM, JUST MA STRATEGICALLY MANAGING THE FEDERAL RELIEF FUNDS ALLOWED US TO GET INTO A POSITION, HAVING SOME, UH, LOCAL MATCH DOLLARS TO MOVE FORWARD AND TO BEGIN THE PROJECT DEVELOPMENT.

SO JUST A REMINDER TOO, THAT IT IS A REQUIREMENT OF THE FEDERAL TRANSIT ADMINISTRATION TO BE ABLE TO SHOW THAT YOU HAVE THE PROJECT DEVELOPMENT FUNDS SET ASIDE FOR THE PROJECT IN ORDER TO GET INTO THIS PHASE OF WHAT'S CALLED PROJECT DEVELOPMENT.

WHAT DOES THAT DO? IT ALLOWS YOU TO MOVE FORWARD AND BE ABLE TO USE YOUR PLANNING MONEY, UH, AS YOU MOVE FORWARD AND PINE DESIGN, ALL OF YOUR PROJECT DEVELOPMENT FUNDS, UM, TO APPLY THOSE AS LOCAL MATCH.

SO THAT IS THAT'S REALLY IMPORTANT.

UM, SO WE ARE ALSO PROACTIVELY CONTINUING TO PURSUE FEDERAL OPPORTUNITIES.

WE HAVE, UH, RECEIVED, UM, A FEW GRANTS ALSO MOST RECENTLY, OUR TRANSIT ORIENTED DEVELOPMENT GRANT, WHICH WILL ALSO BE APPLIED TO THIS PROJECT.

WE ARE ALLOWED TO APPLY UP TO 80% OF FEDERAL FUNDING, UM, TO OUR OVERALL, UH, PROJECT, UH, FUNDS.

SO WE'RE LOOKING AT INNOVATION, UH, IN TERMS OF OUR FINANCING.

WE WILL BE LOOKING TO AT THE TIFIA PROGRAM THAT YOU'VE HEARD ABOUT FOR THIS PROJECT AS WELL.

AND WE'LL CONTINUE TO PURSUE COLLABORATIVE REGIONAL PARTNERSHIPS.

I DO WANT TO MENTION ONE THING THAT WE WILL BE COMING BACK TO YOU NEXT MONTH, UM, IS ON ANOTHER GRANT OPPORTUNITY THAT WE'RE LOOKING AT FOR THIS CORRIDOR IT'S CALLED RECONNECTING COMMUNITIES.

AND, UM, SO WE'LL BE COMING BACK TO TALK ABOUT THAT THE PLANNING FUNDS AVAILABLE THROUGH THAT PARTICULAR GRANT OPPORTUNITY ARE UP TO $2 MILLION.

AND SO WE'LL BE LOOKING AT THAT, UM, ALONGSIDE, UM, WITH, UH, JOHN, GARY AS A, AS A PUBLIC OUTREACH, UM, PIECE.

SO, UM, LOOKING AT THE ACCELERATION, DID YOU WANT TO TALK ABOUT SCHEDULE? YEAH, SO, UH, ORIGINAL CASE PLAN, UH, HAD, UH, NO MENTION OF EAST-WEST CORRIDOR, UH, FUNDING WAS NOT IDENTIFIED THAT, UH,

SO WHAT IS SHOWN HERE IS THE PROJECT DEVELOPMENT PERIOD, UH, STARTING NOW.

AND THEN WE GO THROUGH, UH, 20, 26 WHEN WE WILL, UH, START CONSTRUCTION AND, UH, OTHER, UH, TASK AND THEN OPEN SERVICE AND 2029.

SO THIS IS AN EXCITING TIME FOR US THAT WE ARE ABLE TO ACCELERATE THE SECOND, UH, ERT EAST-WEST LINE.

YES.

AND YOU ALSO SEE THE, THE SECOND OPERATIONS AND MAINTENANCE FACILITY WILL CONTINUE TO COME BACK AND TALK ABOUT THAT AS WELL.

BUT THIS IS ESSENTIALLY EVERYTHING IS ABOUT TWO YEARS, UH, FOLLOWING THE, UH, THE NORTH SOUTH.

SO VERY EXCITING.

SO JUST A COUPLE MORE SLIDES HERE.

UM, WHY NOW, NOW IS THE TIME.

THIS IS JUST A TIME WHEN, UH, THE FEDERAL TRANSIT ADMINISTRATION AND OTHERS ARE LOOKING TO FUND A PROJECTS SUCH, SUCH AS THESE THAT SERVE THE COMMUNITIES.

THEY'RE LOOKING AT EQUITY AND MANY OTHER CHARACTERISTICS, UM, TO SERVE, UM, AREAS OF PERSISTENT POVERTY.

UM, AND SO IT'S JUST, IT'S, IT'S AN IMPORTANT TIME.

AND, AND SO WE WILL BE MOVING FORWARD.

THE OTHER VERY IMPORTANT, UH, ITEM ON THIS SLIDE IS THE CITY OF SAN ANTONIO FUNDING PARTNERSHIP, UM, THAT IS IN THE CURRENT, UH, DRAFT BUDGET.

SO THAT WOULD BE, UH, THE, UH, THE 10 MILLION THAT THE CITY CURRENTLY PER YEAR, THAT THE 10 THAT THE CITY CURRENTLY PROVIDES TO VIA, UH, THAT WILL, UH, CAN CONTINUE AS A 5 MILLION PER YEAR.

SO A TOTAL OF $10 MILLION APPLIED TO THE EAST-WEST PROJECT.

SO WE'RE VERY, VERY EXCITED ABOUT THAT PARTNERSHIP.

UM, AND, UM, AND WE'LL, UH, ALLOW US TO MOVE FORWARD AND WE CAN GO TO THE NEXT SLIDE.

I DO WANT TO BRIEFLY, I WANT TO BRIEFLY SAY SOMETHING ABOUT WHAT WE'RE PLANNING TO DO.

WE ARE PLANNING TO GO INTO THE FEDERAL TRANSIT ADMINISTRATION, SMALL STARTS PROGRAM, UM, AND THAT, UH, YOU CAN SEE ON THE SLIDE, IT IS LIMITED TO PROJECTS THAT ARE UNDER 400 MILLION IN EUROPE EXPENDITURE.

UM, IT GIVES YOU A LITTLE BIT MORE FLEXIBILITY.

THE PROCESS OVERALL IS, UM, IS, IS A LITTLE BIT EASIER.

THERE'S NOT AS MANY CHECKPOINTS.

YOU'RE NOT RESTRICTED TO A TWO YEAR TIMEFRAME IN PROJECT DEVELOPMENT.

ALTHOUGH WE DO WANT TO ACCELERATE, IT DOES CAP THE, UH, THE FEDERAL SHARE, UM, AT 150 MILLION.

UM, SO ONE, THE OTHER THING I WANT TO SAY IS, AS WE MOVE FORWARD, YOU CAN BE IN SMALL STARTS AND THEN SWITCH TO THE OTHER PROGRAM OF NEW STARTS.

UH, ANOTHER LIMITATION, THERE'S SOME LIMITATIONS.

UM, AS FAR AS THE PROJECT, IT HAS TO BE ABSOLUTELY 50% OF THE, UH, PROJECT HAS TO BE IN A DEDICATED CORRIDOR AS WELL.

BUT RIGHT NOW WE'RE MOVING AHEAD WITH THE, THE S UH, PLANNING TO MOVE AHEAD WITH SMALL STARTS.

SO OUR REQUESTED ACTION TODAY IS TO, UH, TO THE BOARD TO AUTHORIZE FEA, UH, TO PUT 26.4 MILLION INTO UNRESTRICTED CASH OR ZERO RESERVES AS A KEY, UH, KEY SAN RESERVE TO FUND THE ART EAST-WEST CORRIDOR PROJECT DEVELOPMENT.

AND IF THIS MOVED FORWARD, THEN WE WOULD IMMEDIATELY BE FOLLOWING UP WITH THE FEDERAL TRANSIT ADMINISTRATION REQUESTING ENTRY INTO PROJECT DEVELOPMENT.

AND IN THIS TIMEFRAME, UM, THE, UH, THE FEDERAL TRANSIT ADMINISTRATION HAS, UH, 45 DAYS, AND IT CAN KIND OF GO BACK AND FORTH TO REVIEW THE PROJECT.

HOPEFULLY OUR HOPE WOULD BE AS IF THIS DOES MOVE FORWARD SUCCESSFULLY.

THIS WOULD ALSO BE SOMETHING THAT WOULD BE PUBLISHED IN THE ANNUAL REPORT THAT USUALLY COMES OUT AROUND THE FEBRUARY TIMEFRAME.

SO THAT'S, THAT'S REALLY THE IMPORTANCE OF THE TIMING AS WELL.
