THE BOARD IS INTERESTED IN HEARING THE COMMENTS AND CONCERNS FROM OUR PATRONS AND CITIZENS AND THE SAN ANTONIO BEAR COUNTY AREA QUESTIONS THEY MADE ARISE DURING THIS PORTION OF THE MEETING REGARDING PROGRAMS, PROJECTS, OR SERVICE ISSUES, MAYBE ADDRESS AT A LATER DATE BY THE PRESIDENT CEO AND OUR, HIS STAFF.

THIS PROCESS WILL ENSURE THAT IDEA IS IN COMPLIANCE WITH THE OPEN MEETINGS ACT, WHICH DOES NOT ALLOW THE VIA BOARD TO DELIBERATE MATTERS THAT ARE NOT ON THE AGENDA THIS EVENING.

UH, ONE IS TO REGARDING THE BUS STOPS ALONG THAT CADUCEUS THE RESPONSE I RECEIVED FROM MS. DIAZ, WELLS.

UM, THE RIDERSHIP WAS THERE.

THE BUS STOP WAS REMOVED.

THE NEIGHBORHOOD ASSOCIATIONS IN THE APARTMENT COMPLEX.

THE MOTEL, THE OAK VIEW MOTEL AND APARTMENTS WERE NOT NOTIFIED.

AND THAT'S UNACCEPTABLE.

YOU DON'T NEED TO PUT THAT BUS STOP BACK.

THE REASON BEING IS THE SIDEWALKS AROUND THEY'RE INACCESSIBLE.

THERE ARE UTILITY POLES IN THE WAY THERE IS NOT COMPLETED SIDEWALK.

OF COURSE THE BUS STOP AT DANBURY IS GOING TO HAVE MORE RIDERSHIP BECAUSE IT'S A 5,000 UNIT COMPLEX KNOWN AS BELLA, CLAIRE, WHICH IS A SAHAB PROPERTY.

OF COURSE, YOU'RE GOING TO HAVE MORE RIDERSHIP AT THAT LOCATION.

SO Y'ALL NEED TO PUT THAT ONE BACK, UM, AND TOLL THE CITY CAN FIX THERE AN ACCESSIBILITY ISSUES.

UH, THE OTHER CONCERN I HAVE WAS, UH, YOUR RESPONSE REGARDING THE CUSTOMER SERVICE AGENT.

WHEN PEOPLE ASK, UH, HOW B IS FUNDED, IT SHOULD NOT HURT TO SAY THAT THE TAXPAYERS ON VIA BECAUSE THE TAXPAYERS DO FUND VIA.

I WANTED TO MAKE SURE THE REASON WHY I ASKED CUSTOMER SERVICE REPRESENTATIVES, THAT IS A MIXTURE THAT THEY ARE ON POINT THAT WE'RE FUNDED BY THE TAXPAYERS, UH, NOT JUST VIA AND, UM, TO INFORMATION HOW B S COM FUNDED.

AND WE HAD TO GO THROUGH SUBMITTED OPEN RECORDS REQUEST.

Y'ALL NEED TO BE TRANSPARENT.

THAT'S NOT BEING TRANSPARENT.

I WANT TO TOUCH BASE ON LIKE A DRIVER USING PROFANITY, NOT ONCE, NOT TWICE, BUT THREE TIMES WHEN ASKING HIM TO LOWER THE BUS OR PULL THE BUS CLOSER TO YOUR STOPS SO WE CAN GET OFF WITHOUT STUBBING OUR TOES.

THIS STAR QUARTER IS OUT OF MAINTENANCE THIS MONTH.

OUR STAR AWARD RECIPIENT IS PASTURE AMENITIES, REPAIRMAN CODY MARKOSKI CODY, ARE YOU HERE? THERE? STAND UP SO WE CAN ALL RECOGNIZE YOU.

SO CODY HAS BEEN CODY HAS BEEN WITH VIA FOR SEVEN YEARS AND HAS BEEN A KEY CONTRIBUTOR TO FORMULATING SOLUTIONS TO HELP WITH HIS DEPARTMENT'S CHALLENGES.

RECENTLY, HE RECOGNIZED AN ISSUE VIA WAS EXPERIENCED WITH SOLAR POWER LIGHTING, AND ONE OF OUR SHELTERS, HE IDENTIFIED A SMALL COMPONENT THAT COULD BE ADDED TO THE SYSTEM TO HELP PROLONG BATTERY LIFE.

NOW, LEGEND SKILLS, SUCH AS THIS ALLOWS US ALL TO GO ABOVE AND BEYOND TO MAKE EVERYDAY TASKS EASIER TO HANDLE.

SHE BRINGS TO VIA HER EXTENSIVE EXPERIENCE ROOTED IN HUMAN RESOURCES AS AN ASSISTANT DIRECTOR OF HUMAN RESOURCE RESOURCES AT PLYMOUTH STATE UNIVERSITY WITH A SOLID BACKGROUND IN EMPLOYEE RELATIONS.

AS A SUBJECT MATTER EXPERT IN THIS FIELD, SHE'S SKILLED IN MANAGING THE DETAILED ACTIVITIES OF THE EMPLOYEE RELATIONS PROCESS THROUGH HER EXPERTISE IN THE INTAKE PHASE, CONDUCTING COMPREHENSIVE INVESTIGATIONS, ASSIGNING ACTION PLANS, ADVISING ON DISCIPLINE AND FINALIZING THE PROCESS WITH A THOROUGH AND CONFIDENTIAL REPORTING.

I AM PLEASED TO ANNOUNCE THAT PROJECT MANAGER OF URBAN DESIGN CHRISTINE VIGNETTE AIA WAS SELECTED TO SERVE AS A CO-CHAIR FOR THE TRANSIT ORIENTED COMMUNITIES COMMITTEE, A SUBCOMMITTEE OF THE AMERICAN PUBLIC TRANSPORTATION, ASSOCIATIONS PLANNING POLICY AND PROGRAMS DEVELOPMENT COMMITTEE.

ALL OF THAT, THE FOCUS OF THE COMMITTEE IS TO PROVIDE RESEARCH AND INFORMATION TO MEMBERS ON THE ALIGNMENT OF FEDERAL TRANSPORTATION LEGISLATION WITH LAND USE HOUSING AND EQUITABLE DEVELOPMENT.

SO WE'RE VERY, VERY HAPPY THAT CHRISTINE IS CO-CHAIRING OF THIS GROUP BECAUSE WE HAVE GREAT OPPORTUNITY IN THE NEAR TERM.

I BELIEVE TO, TO BE INVOLVED MUCH MORE HEAVILY IN TRANSIT ORIENTED COMMUNITIES.

WE'RE ALSO PROUD THAT OUR COMMUNICATIONS MANAGER AND PUBLIC INFORMATION OFFICER DR.

LORRAINE POLITO WAS RECENTLY ELECTED SECRETARY OF THE ALAMO COLLEGES DISTRICT BOARD OF TRUSTEES.

THIS HONOR FOR HER COMES LESS THAN TWO YEARS AFTER SHE WAS ELECTED BY HER CONSTITUENTS TO REPRESENT DISTRICT FOUR ON THE ALAMO COLLEGES BORN IN 2020.

WE KNOW SHE'LL CONTINUE TO REPRESENT THE COMMUNITY WELL IN THIS PUBLIC SERVICE.

CONGRATULATIONS GOES TO DR.

LORRAINE POLITO VIA JOINED COMMUNITIES NATIONWIDE AND RECOGNIZING NATIONAL POLICE WEEK OBSERVED THE WEEK OF MAY 15TH THROUGH 21ST WITH APPRECIATION EVENTS FOR OUR TEAM OF VIA TRANSIT POLICE DEPARTMENT, INCLUDING BREAKFAST WITH THE SENIOR TEAM, EXECUTIVE MANAGEMENT TEAM AND BOARD MEMBERS ON MAY 18TH.

IT WAS A CHANCE TO GET TO KNOW OUR OFFICERS AND POLICE DEPARTMENT STAFF A LITTLE BETTER AND SAY IN PERSON HOW MUCH THEY ARE NEEDED AND APPRECIATED NOT ONLY DURING POLICE WEEK, OBVIOUSLY, BUT EVERY SINGLE DAY, WE ALSO LAUNCHED PHASE ONE OF AN INFORMATION AND EDUCATION CAMPAIGN ACROSS OUR SOCIAL AND DIGITAL MEDIA PLATFORMS DESIGNED TO FOSTER A BETTER PUBLIC UNDERSTANDING OF TRANSIT POLICE'S ROLE IN KEEPING SAN ANTONIO MOVING SAFELY AND IMPROVING RELATIONSHIPS WITH CUSTOMERS AND THE COMMUNITY.

OUR GOAL IS TO RAISE AWARENESS ABOUT THE VIA TRANSIT POLICE, WHO THEY ARE, WHAT THEY DO AND HOW THEY HELP MAINTAIN THE SAFETY AND SECURITY THROUGHOUT VIAS 1200 SQUARE AND PLUS SQUARE MILE SERVICE AREA THAT COVERS SAN ANTONIO, 13 MEMBER CITIES AND UNINCORPORATED AREAS OF BEAR COUNTY.

THE SECOND LARGEST TRANSIT SURVEY'S SERVICE AREA IN TEXAS.

IN FACT, IN HOME TO OVER 1 MILLION PEOPLE.

PART OF THAT CAMPAIGN CAMPAIGN WAS ALSO A QUESTION TO ANSWER VIDEO THAT WILL BE SHARED ON OUR SOCIAL MEDIA OUTLETS, AS WE HAVE SEEN EMPHASIZED IN THE PAST WEEKS AND MONTHS, SHARING ACCURATE AND TIMELY INFORMATION IS AS IMPORTANT AS DISPELLING MISINFORMATION.

SO WE WILL CONTINUE WORKING TO DO BOTH AS WE FOCUS ON BUILDING AND MAINTAINING TRUST WITH THE COMMUNITY WE SERVE, PLEASE JOIN ME NOW IN COLLECTIVELY SAYING THANK YOU TO OUR VIA TRANSIT POLICE DEPARTMENT OFFICERS AND SUPPORT STAFF AND FINALLY, I'VE JUST SHARED WITH YOU THAT, UH, TODAY WE SPENT THE DAY WITH REPRESENTATIVES OF THE FEDERAL TRANSIT ADMINISTRATION.

MOST OF THEM CAME HERE FROM THE WASHINGTON DC HEADQUARTERS OFFICE AND, UM, A COUPLE FROM FORT WORTH THE DISTRICT OFFICE.

AND WE WERE ABLE TO GIVE THEM A TOUR OF THE NORTH SOUTH CORRIDOR, WHICH MANY OF YOU HAVE SEEN AND THE EAST WEST CORRIDOR, WHICH WAS

FIRST TIME I EVEN TOWARD THE EAST WEST CORRIDOR WITH THE DRAWINGS.

UM, AND THEN WE ALSO BRIEF THEM ON THE, UH, THE MAINTENANCE FACILITY THAT, AND TOLD THEM WHY WE NEEDED.

AND THEN WE SHOWED THEM BECAUSE WE DID A TOUR OF THE MAINTENANCE FACILITY.

I WILL SAY THAT, UH, THE RESPONSE TO THE EAST WEST CORRIDOR WAS PARTICULARLY STRONG AMONG THE FDA STAFF.

AND THEY WERE THERE WILLING TO HELP US FIND WAYS IN WHICH WE COULD INCREASE THE FEDERAL PARTICIPATION IN THAT PROJECT.

SO I, AS I SAID, I THINK BEFORE IT'S, IT'S REALLY DELIGHTFUL THAT, THAT THE FDA IS WORKING IN SUCH A STRONG PARTNERSHIP AND REALLY TRYING TO HELP US GET WHERE WE'RE TRYING TO GO, BECAUSE THEY RECOGNIZE THAT THIS WINDOW OR A DOOR IS OPEN NOW, BUT THAT DOOR CAN CLOSE FAIRLY QUICKLY AND FAIRLY SECURELY IN THE NOT SO DISTANT FUTURE.

SO WE'RE ALL 100% BEHIND THAT.

AND WE HAD CAROLYN FLOWERS HERE, WHO IS THE CONSULTANT FROM INFRA STRATEGIES AS WELL.

SO IT WAS A VERY WORTHWHILE DAY.

WE WERE JOINED FOR BREAKFAST BY OUR OFFICER'S BOARD OFFICERS, AND WE WERE JOINED FOR A BRIEF, UH, THANK YOU, RECEPTION.

NEXT ITEM IS THE, UH, SWEARING IN OF OUR VIA METROPOLITAN TRUST, TRUST, UH, TRANSIT TRUSTEE, ALL BUZZER DOULA, MR. ARTHUR, WOULD YOU INTRODUCE OUR GUESTS? WE'D BE DELIGHTED TO DO THAT.

JUDGE CARLOS CASADA WAS ELECTED TO THE 289TH JUVENILE DISTRICT COURT OF BEAR COUNTY IN NOVEMBER OF 2018.

IN THIS CAPACITY, HE HOLDS THE TASK TO PRESIDE OVER THIS GENERAL JURISDICTION COURT WITH A PREFERENCE FOR JUVENILE MATTERS.

IN ADDITION TO TWO SPECIALTY COURTS, MEN IN NEED OF DIRECTION COURT AND JUVENILE DRUG COURTS.

NOW, THE JUDGE IS A PROUD GRADUATE OF HARLANDALE HIGH SCHOOL GO INDIA.

I'VE BEEN, WELL-TRAINED GO INDIANS AND A LIFELONG RESIDENT OF THE SAN ANTONIO SOUTH SIDE.

SO IT WAS WITH GREAT HONOR AND PRIDE THAT HE WAS ABLE TO SERVE AS PRESIDENT OF THE HARLANDALE ISD SCHOOL BOARD.

AND ONE OF

WE HAVE SEEN A SIGNIFICANTLY OVERHEATED ECONOMY SINCE THE DEPTHS OF THE PANDEMIC, THANKS TO HISTORICALLY LOW INTEREST RATES.

ALSO A TREMENDOUS, UH, BACKSTOPPED BY THE FEDERAL GOVERNMENT.

ALSO A LOT OF AMERICAN COMPANIES, AGENCIES, AND HOUSEHOLDS, LOOKING BACK TO NORMALCY, TRYING TO KICKSTART THE ECONOMY.

AND THAT'S EXACTLY WHAT THEY'VE DONE.

THE ISSUE IN AS A BY-PRODUCT OF THE OVERHEATED ECONOMY IS THE CONSUMER PRICE INDEX, WHICH IS ONE INFLATIONARY GAUGE IN THE BOTTOM, RIGHT? THE CONSUMER PRICE INDEX IS A MEASURE OF A GOODS AND SERVICES.

AND THE AMOUNT OF CHANGE THE, THE HISTORICAL TARGET HAS BEEN AN INFLATIONARY NUMBER OF 2%.

RIGHT NOW IT'S OVER 8%.

SO ANYBODY WHO HAS BOUGHT GROCERIES, PAID RENT, FILLED UP THEIR GAS TANK, UM, HAS SEEN PRICES INCREASED DRAMATICALLY.

AND THE REASON I BRING THIS UP, NOT TO PUT A DAMPER ON THE MOOD, BUT RATHER EXPLAIN EXACTLY WHAT'S GOING ON ECONOMICALLY WHEN PRESENTED WITH AN OVERHEATED ECONOMY, ESPECIALLY IN THE FORM OF AN INFLATIONARY NUMBER, THE US CENTRAL BANK, OR THE FEDERAL RESERVE CHAIRMAN, JEROME POWELL HAS A MANDATE TO TRY AND PUT A LID ON INFLATION.

AND THE ONE, THE WAY THAT THEY DO THAT IS BY RAISING INTEREST RATES AND BOND MASS STATES AS RATES GO UP, THE VALUE OF EXISTING BONDS GO DOWN.

AND THIS IS EXACTLY WHAT WAS, WHAT WE'RE SEEING.

AND BACK TO MY POINT ABOUT MOST MAJOR ASSET CLASSES ARE, UH, SEEN A LOT OF RED YEAR TO DATE.

I THINK THE BAD NEWS IS HERE FOR A LITTLE BIT MORE THAN JUST YEAR TO DATE.

UH, WE ARE PLANNING FOR A MOVIELINK LINK ZONE ON THE SOUTH SIDE OF SAN ANTONIO.

UH, WE PLAN TO IMPLEMENT THIS AS A PILOT.

THE PILOT WILL LAST FOR ONE YEAR OR WE'RE PROPOSING THAT IT LASTS FOR ONE YEAR.

UH, THIS SERVICE WILL KICK OFF ON AUGUST 8TH, JUST A FEW WEEKS AHEAD OF THE SCHOOL SCHEDULE.

THE BOUNDARY ENCOMPASSES RETAIL ALONG MILITARY.

IT INCLUDES, UH, PALO ALTO COLLEGE AND TO MUSSA AND, UH, THE TOYOTA MOTOR MANUFACTURING PLANT AND SEVERAL COMMUNITIES.

UH, THERE'S CONNECTIONS TO THE REST OF THE NETWORK, ALONG MILITARY AND AT MADELEINE TRANSIT CENTER, THE ZONE BOUNDARY MAY STILL CHANGE AS WE SEEK MORE STAKEHOLDER INPUT.

AND AS WE WORK OUT OPERATIONAL DETAILS, THE ZONE ITSELF IS APPROXIMATELY 12 SQUARE MILES AND IT EXPANDS SERVICE BY APPROXIMATELY SEVEN SQUARE MILES AND IT'LL SERVE 7,000 MORE PEOPLE AND THE COMMUNITIES AND IT'LL EXPAND ACCESS TO ABOUT 4,000 MORE JOBS.

THE PROPOSED SERVICES, SIMILAR TO THE NORTHEAST AND THE NORTHWEST ZONES IN THAT IT OPERATES, UH, BETWEEN 5:30 AM AND 9:30 PM.

SEVEN DAYS A WEEK.

A PASSENGER CAN TRAVEL FROM ANYWHERE WITHIN ZONE TO ANYWHERE WITHIN ZONE AND WAIT TIMES ARE EXPECTED TO BE BETWEEN 20 AND 30 MINUTES.

THIS ONE WAS SUPPOSED TO, UH, WAS SUPPORTED BY A COMMUNITY PARTNERSHIP THROUGH TOYOTA.

TOYOTA IS SPONSORING THE COST OF BUS PASSES AND THREE VANS FOR USE.

WITH THIS SERVICE, YOU PLAN TO RETIRE OVERLAPPING SERVICE AFTER A PERIOD OF UP TO 60 DAYS, UH, THIS WOULD INCLUDE ROUTE 6 72 AND A FIVE AND A BRANCH ON 5 24 BETWEEN TEXAS VISTA MEDICAL CENTER AND BOLO ALTO COLLEGE.

AND I WILL ADD TO THAT, UM, BASED ON SOME FEEDBACK WE GOT LAST WEEK, UM, THAT WE ARE PLANNING, UH, TO UPDATE THIS MAP.

WE'RE PLANNING FOR THE MARKETING MATERIALS THAT, UH, FOR PUBLIC ENGAGEMENT, OUR PO OUR MARKETING TEAM IS HELPING US DESIGN A BETTER MAP.

SO, UH, WE ARE PROPOSING TO REROUTE ROUTE SEVEN IT'S TO SERVE THE AIRPORT IN ANTICIPATION OF THE ADVANCED RAPID TRANSIT NORTH SOUTH, UM, SERVICE, UH, SENSITIVE IS EXPECTED TO SERVE THE AIRPORT.

THIS CHANGE WILL BUILD RIDERSHIP TO COMPLIMENT FUTURE ART SERVICE.

IT WILL LEVERAGE SO NOTE PARKING RIDE AND BROOKS TRANSIT CENTER INVESTMENTS, AND PROVIDE A NON-STOP CONNECTION BETWEEN THE AIRPORT AND DOWNTOWN.

UM, THIS ALONG WITH OTHER FIXED ROUTE SERVICE ARE PLANNED TO BE IMPLEMENTED ON AUGUST 22ND,

ROUTE 6 51 IS PLANNED FOR FREQUENCY ADJUSTMENT FROM 70 MINUTES TO 90 MINUTES.

AND BETWEEN 6:00 AM AND 6:00 PM.

THIS ADJUSTMENT ALLOWED US TO ADD MORE TIME IN THE SCHEDULE TO HELP KEEP THIS ROUTE ON TIME.

TXDOT WE'LL BEGIN CONSTRUCTION AT 1604 AND INTERSTATE 10.

THIS IS THE LOCATION OF THE UNIVERSITY PARK AND RIDE TECHSTOP PLANS TO WIDEN THE ROADS AND RECONSTRUCT THE INTERCHANGE.

CONSTRUCTION WILL BEGIN IN AUGUST AND IS EXPECTED TO LAST FIVE YEARS.

UH, WE WILL BE GETTING, UH, AN IMPROVED UNIVERSITY PARK AND RIDE.

ONCE THE CONSTRUCTION IS COMPLETED VIA IS WORKING ON A PARKING MITIGATION PLAN FOR PEOPLE THAT USE THE PARK AND RIDE, UH, TO EITHER CARPOOL OR PARK AND THEN CATCH TRANSIT FOR ROUTES ARE IMPACTED ROUTES 93, 5 0 1 AND 603 ARE PICTURED ON THIS SLIDE AND THEY WILL BE REROUTED TO CIRCUMVENT THE CONSTRUCTION LOOP 1604 ACCESS LANES WILL STAY OPEN.
