[00:00:01]
ON MARCH 22ND, 2022.[ATD 1. Call to Order]
AND I WOULD LIKE TO CALL TO ORDER THE MEETING OF THE ADVANCED TRANSPORTATION DISTRICT BOARD OF TRUSTEES.I AM BOARD CHAIR FOR DUNDER REYES, AND I'D LIKE TO WELCOME EVERYONE TO THIS MEETING.
LET'S BEGIN WITH THE ROLL CALL.
VICE CHAIR, BROWN VICE CHAIR, BROW SECRETARY MALONE, TRUSTEE COBO, TRUSTEE COOPER, TRUSTEE COMPANY, TRUSTEE GONZALEZ, TRUSTEE GONZALEZ, TRUSTEE BY THAT IS JUST T2.
IT LOOKS LIKE WE GOT A QUORUM.
THE NEXT ONE, OUR ANNOUNCEMENTS, MR. AREN'T.
YOU HAVE ANY ANNOUNCEMENTS? I THINK HE'S TIED UP FOR A SECOND.
WE'LL GIVE HIM A COUPLE OF MINUTES.
DO YOU HAVE ANY ANNOUNCEMENTS? SORRY.
[ADT 3. Citizens to be Heard]
ADDRESS.HEY, WE, ANY CITIZENS REGISTERED TO SPEAK? WE HAVE ONE CITIZEN REGISTERED SPEAK REMOTELY ON CITIZENS TO BE HEARD FOR THE ATD AND WE HAVE TWO REGISTERED IN PERSON.
SINCE WE HAVE A CITIZEN BE HEARD, I NEED TO READ THIS STATEMENT.
WE HAVE NOT COME TO THE CITIZENS BEER PORTION OF OUR PUBLIC MEETING.
THE BOARD IS INTERESTED IN HEARING THE COMMENTS AND CONCERNS OF OUR PATRONS AND CITIZENS AND THE SAN ANTONIO BEAR COUNTY AREA QUESTIONS THAT MAY ARISE DURING THIS PORTION OF THE MEETING REGARDING PROGRAMS, PROJECTS, OR SERVICES ISSUES, MAYBE ADDRESS AT A LATER DATE BY THE PRESIDENT SLASH CEO AND OUR, HIS STAFF.
THIS PROCESS WILL ASSURE THAT THE BIA IS IN COMPLIANCE WITH THE OPEN MEETINGS ACT, WHICH DOES NOT ALLOW THE VIA BOARD TO DELIBERATE MATTERS THAT ARE NOT ON THE AGENDA THIS EVENING.
ADDITIONALLY, THIS PROCESS ASSURES THAT YOU RECEIVED THE MOST ACCURATE RESPONSE TO YOUR QUESTIONS.
AND WE APPRECIATE YOU TAKING THE TIME AND EFFORT TO SHARE YOUR COMMENTS WITH US, THE CLOUD.
CAN YOU HEAR ME? HELLO? CAN YOU HEAR ME? YES, I CAN HEAR YOU.
UH, FOR THE RECORD, MY NAME IS NEIL .
I'M HERE TODAY TO SPEAK ON A COUPLE ISSUES.
UH, ONE HAS TO DO WITH, UH, PHOTOGRAPHY, NOT BEING A CRIME.
UM, PEOPLE ARE BEING, UH, HARASSED AND ASSAULTED AND ARRESTED FOR FILMING ON A PUBLIC SIDEWALK.
AGAIN AT SAW SOMEBODY ELSE PARKING RIGHTS LIKE THE, UH, CENTRAL PLAZA, UH, VIA DOES NOT OWN THE SIDEWALK.
AND YOU'RE GOING TO HEAR IT FROM OTHER PEOPLE'S THAT DAY THAT, UM, WE'RE GOING TO LET Y'ALL KNOW THAT FACT.
UM, IF YOU SEE SOMEONE FILMING, LET THEM BE, THEY'RE NOT BOTHERING ANYBODY.
SO I DON'T SEE WHAT THE PROBLEM IS.
UH, SOMEBODY FILMING ON THE SIDEWALK AND THERE'S NO EXPECTATION OF PRIVACY IN PUBLIC.
AND, UH, PEOPLE ASK THE TREZOR POLICE QUESTIONS ABOUT THEIR PROPERTY LINES AND WE GET THE RUN AROUND.
WHY IS THAT? UH, I THINK THAT'S VERY IMPORTANT TO HAVE ANSWERS WITHOUT HAVING THIS ROBOTIC RESPONSE FROM INDIVIDUALS SAYING, WELL, JUST CALL 3 16, 20, 20, THIS WHEREVER VIA SAYS IT IS NO.
THAT'S WHERE THE LAW SWORE THE BEAR COUNTY APPRAISAL DISTRICT SAYS.
UM, SO RONNIE WILL EDUCATE, UH, PERSONNEL REGARDING THAT MATTER.
UH, NOW I WANT TO TOUCH BASE ON, UH, THE, UH, SERVICE CHANGES AND BUSES BEING LATE.
MAYBE PEOPLE CANNOT AFFORD $20 FOR UBER TO GET TO WORK BECAUSE THEY MISS THEIR CONNECTIONS.
SO INSTEAD OF ELIMINATING SOME OF THESE ROUTES, UH, TIMES JUST THE FREQUENCIES,
[00:05:01]
LIKE ON THE 5 34, IT'S CURRENTLY RUNNING 20 MINUTES.THAT MAKES MORE SENSE, RIGHT? EVERY 30 MINUTES, UH, PAIR IT WITH A SIX 20 BECAUSE NO ONE WANTS TO WAIT OUT THERE AT THE TRAVIS CENTER, 30 MINUTES TO AN HOUR, JUST BECAUSE THEY MISSED THEIR BUS FOR LIKE ABOUT A MINUTE, BY A MINUTE OR FIVE MINUTES IN THAT CASE.
UM, SO WE NEED TO DO SOMETHING ABOUT SCHEDULE RELIABILITY.
I'M ALL IN FAVOR OF THIS MODIFIED 609 THE SPRING TO BE PAID WITH THE SIX 10 IN MAY.
I THINK THAT'S A GOOD DECISION AND I'LL GIVE CREDIT WHERE CREDIT'S DUE.
UH, SO THAT'S PRETTY GOOD, BUT WE CAN DO BETTER.
UM, THE 64, YOU NEED TO RUN IT ON 1 51 INSTEAD OF IN THE NEIGHBORHOOD, IT STEM THE SIX, 17 OR A SIX OR THE SIX 13, THE COVER WHERE THE 64 IS CURRENTLY SERVING THE NEIGHBORHOOD NOW, UM, UH, W WE NEED TO FIND OUT WHERE THE HOW, AND THEN MY LAST QUESTION IS HOW LONG THE SERVICE CHANGE IS GOING TO LAST.
WHEN ARE WE GOING TO GO BACK TO REGULAR SERVICE LEVEL? UH, MY YIELD DOC MILLER.
I'M SORRY IF I MAY JUST APOLOGIZE FOR THAT IN THE BEGINNING.
I HAVE A BRAIN INJURY AND I'VE TALKED TO HIM SEVERAL TIMES.
APPARENTLY HE TOLD ME, AND I DIDN'T RECOGNIZE HIM AND HE DIDN'T HAVE HIS ID ON.
AND I JUST WANT TO KNOW WHO HE WAS.
I'VE BEEN THROUGH YOUR EMAILS, I MEAN, ON YOUR EMAILS, LETTING YOU KNOW, FOR THE PAST FEW YEARS THAT YOUR POLICE DEPARTMENT ROUTINELY VIOLATES THE CIVIL RIGHTS OF US CITIZENS HERE IN BEAR COUNTY, THEY MAKE UNLAWFUL ARREST.
THEY WRITE LIES, MATERIAL LIES, MEANING YOU KNOW, STATEMENTS THAT CAN AFFECT THE OUTCOME OF A CASE, KNOWING THAT THEY'RE FALSE.
AND I KNOW YOU'RE JUST HEARING THAT FROM ME AND IT'S REALLY NOT A BIG DEAL, RIGHT? I'M JUST SOME OF THE PERSON CLAIMING POLICE ABUSE.
WELL, TODAY I SERVED ON BEHALF OF MY ATTORNEY.
A LETTER OF SPOLIATION ON VIA Y'ALL ARE GETTING SUED TWICE FOR TWO DIFFERENT ARRESTS THAT WERE MADE THIS MONTH.
SHE SAW THIS GENTLEMAN BACK HERE, WALKING ON THE SIDEWALK, NOT ON VIA PROPERTY.
AND SHE RAN ACROSS THE STREET AND GRABBED HIM WITHOUT SAYING A WORD YOU'RE DRINKING ALCOHOL, HER AND THE SECURITY GUARD TOOK HIM TO THE GROUND.
AND THAT BEER, HE READ, TURNED OUT TO BE A CHERRY COKE.
AT THE MOST, THEY HAD A CLASS C MISDEMEANOR, EVEN IF HE WERE DRINKING ALCOHOL, THAT'S A PROBLEM.
SHE DIDN'T KNOW IF THERE WAS ALCOHOL.
I SPENT 13 YEARS IN LAW ENFORCEMENT.
HOW I WOULD'VE HANDLED THAT, I WOULD HAVE SAID, WHAT DID YOU DRINKING? HE WOULD HAVE SAID CHERRY COKE.
AND I WOULD HAVE BEEN ON MY WAY, FRANKLY, I WOULDN'T HAVE LEFT VIA PROPERTY BECAUSE I DON'T THINK THAT'S WHAT YOU GUYS WANT YOUR POLICE DOING.
BUT ANYWAY, THEY HANDCUFFED HIM, LEFT HIM ON THE GROUND FOR ABOUT 10 MINUTES.
AT THAT TIME HE HAD A GUN ON HIS HIP AND HIS HOLSTER, AND SHE NEVER SAW IT.
AND THEN THEY TRESPASS WARRANT HIM FROM CENTRAL PLAZA FOR WHAT? I DON'T KNOW, IT WASN'T LISTED IN THE POLICE REPORT, BUT IT IS VERY APPARENT TO ME THAT THEY TRESPASS, WARN ANYBODY THEY DON'T LIKE.
AND THAT THEY'RE NOT SCARED OF.
I HAVE BEEN THE MOST VIRAL DISRESPECTFUL PERSON WITH YOUR POLICE DEPARTMENT AND YOUR SECURITY.
WHEN I SEE THEM LAYING HANDS ON PEOPLE AND DOING THINGS LIKE THAT, BUT THEY WILL NOT TRESPASS WARN ME.
THEY WON'T, I VIOLATE ALL YOUR RULES SOMETIMES WITH THEM, WHEN THEY'RE DOING THINGS THEY SHOULDN'T BE DOING, THEY WON'T TRESPASS WARN ME, BUT THEY'RE DOING IT TO HIM.
AND I DON'T SEE THE DIFFERENCE BETWEEN ME AND HIM.
I SEE ONE DIFFERENCE, BUT I'M NOT EVEN GOING TO GO THERE.
CAUSE I DON'T THINK IT'S ABOUT THAT.
Y'ALL NEED TO DO SOMETHING ABOUT IT.
NOW YOU'RE GETTING SUED AND THERE'S GOING TO BE MORE TO COME.
[00:10:12]
GOOD EVENING, EVERYONE.THOSE, UH, WHO KNOW ME ALREADY BY NOW, MY NAME IS MARK RIOS.
THESE PAST FEW MONTHS, IT'S BEEN PRETTY MUCH A NIGHTMARE WITH VIA RECENTLY.
I WAS ARRESTED AGAIN THROUGH VIA, AND IT'S A SHAME THAT VIA, OR EVEN THE VIA POLICE OFFICERS, THEY HAVE NO ANSWERS.
NOBODY HAS ANSWERS TO QUESTIONS.
QUESTIONS THAT'S BEEN ASKED IN THE PAST.
THESE QUESTIONS ARE WHY, WHY IS THIS HAPPENING? WHY IS INNOCENT PEOPLE ON PUBLIC SIDEWALKS BEING ARRESTED, HANDCUFFED AND HUMILIATED IN FRONT OF EVERYBODY? YOU KNOW, I'M EATING DINNER WITH MY FAMILY IN THE SOUTH SIDE.
AND THE FIRST THING I SEE IS A VIA OFFICER, ARRESTING A MAN WITH NO LIMBS IN A WHEELCHAIR.
NOT ONLY THAT IT'S EMBARRASSING TO MY FAMILY AND OTHER PEOPLE'S FAMILY AND PEOPLE DRIVING BY WHAT IS THIS GUY GOING TO DO? RUN AWAY IS DISGUSTING.
I, MYSELF, AS A VICTIM, I COME HERE TODAY.
SO EVERYBODY, EVERY INDIVIDUAL IN THIS ROOM CAN SEE WHO I AM.
WE'RE LOOKING FOR POSITIVE CHANGES VIA SO FAR BUS DRIVERS, BOARD MEMBERS.
SO FAR, THEY'VE BEEN DOING A GREAT JOB ON MAKING CHANGES.
THE ONLY THING WE'RE LACKING IS THE CHANGES ON, ON POLICE, UH, POLICE AND SECURITY.
THIS IS NOT, THIS IS NOT WHAT WE DO AS TAXPAYERS.
THIS IS NOT WHAT WE'RE LOOKING FOR.
ANYTHING IS JUST, THIS IS AN EVERYDAY EVENT EVERY DAY, EVERY DAY, NOT ONLY JUST THE SOUTH SIDE, WEST SIDE, EAST SIDE, I MEAN, THERE'S MULTIPLE VIDEOS ALREADY ONLINE FROM PEOPLE THAT ARE RE RECORDING AND FILMING POLICE ACTIVITY FROM VIA.
IT'S SAD THAT IT'S COME TO THIS.
YOU KNOW, WHERE I GET CRIMINALLY TRESPASS, I GET LOCKED UP.
NOW I CAN'T PROTECT MY FAMILY BECAUSE I GOT MY LICENSE SUSPENDED FOR CARRYING A HANDGUN.
OTHER THAN THAT, YOU GUYS, I MEAN, THERE HAS TO BE A CHANGE.
THERE HAS TO BE A POINT WHERE ENOUGH IS ENOUGH.
AND I'M SPEAKING, NOT ONLY IN MY BEHALF, BUT I'M SPEAKING FOR EVERYBODY IN SAN ANTONIO, EVEN THE OFF SKIRTS OF SAN ANTONIO, WHERE THE BUS LINE RUNS.
THANK YOU GUYS FOR HEARING ME OUT.
YOU GUYS HAVE A WONDERFUL DAY.
THERE ARE NO MORE CITIZENS TO BE HEARD FOR THE ATD MEETING.
OH, SO THEN THE SUPERHERO WILL GO TO, UH, ITEM
[ADT 4. Consent Agenda]
NUMBER FOUR.UH, THE CONSENT AGENDA ITEM TRUSTEES.
ARE THERE ANY QUESTIONS? IF NOT, MAY I HAVE A MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA ITEM AS PRESENTED? YOU HAVE A SECOND ALL IN FAVOR, PLEASE SAY AYE.
THE CONSENT AGENDA ITEM IS APPROVED.
NOW WE'LL GO TO LEGAL BRIEFING.
AND MS. ELDERS, DO WE HAVE A LEGAL BRIEFING? NO, SIR.
WE DO NOT HAVE A LEGAL BRIEFING.
WE'RE REACHED THE END OF THIS MEETING.
MAY I HAVE A MOTION TO ADJOURN? AND THE SECOND, ALL THOSE IN FAVOR, PLEASE SAY, AYE.
THE ATD MEETING IS ADJOURNED OKAY.
[1. Call to Order]
AND I'M CALLED CALLING TO ORDER THE MARCH 22ND, 2022 REGULAR MEETING OF THE METROPOLITAN TRANSIT BOARD OF TRUSTEES.[2. Announcements]

AND THIS CONTRACT RESULTED IN COST SAVINGS TO VIA AND A BETTER EXPERIENCE FOR EMPLOYEES WHEN ORDERING QUALITY UNIFORMS. UH, CONGRATULATIONS, ANNA, THAT SOUNDS LIKE A WIN-WIN WIN TO ME.
I AM VERY HAPPY TO ANNOUNCE THAT MANDIRI, UH, COLD CALLS.
CAR HAS BEEN PROMOTED TO VP AS VICE PRESIDENT OF PROGRAM DELIVERY.
IN THIS ROLE SHE'S RESPONSIBLE FOR, FOR SUPPORTING OUR SENIOR VICE PRESIDENT OF PLANNING AND DEVELOPMENT, CAMMIE HORN IN ALL ACTIVITIES RELATED TO THE ORGANIZATIONAL GOALS, INCLUDING HIRING EMPLOYEE TRAINING AND RETENTION AND OVERALL PROGRAM DELIVERY FOR THE KEEP SAN ANTONIO MOVING PLAN, THE CASE SAM PLAN, SHE WILL PROVIDE DIRECTION AND GUIDANCE REGARDING STRATEGIC OPERATIONS AND PLANNING, IMPLEMENTATION RELATED TO THE CASE.
SAM PLAN, THE LONG RANGE, COMPREHENSIVE STRATEGIC PLAN AND THE CAPITAL PLAN DELIVERED THROUGH ENGINEERING AND CONSTRUCTION.
I THINK THE BOARD HAS HEARD MANY TIMES FROM MANAGERIAL AND CERTAINLY RECOGNIZE THAT THIS IS A PROMOTION THAT IS VERY WELL DESERVED.
CONGRATULATIONS, MAN, JERRY, THANK YOU.
ONCE AGAIN, THE VIA HAS BEEN RECOGNIZED BY THE WE HIRE VETS PROGRAM FOR OUR CONTINUED EFFORT TO HIRE VETERANS FROM THE OF THE ARMED FORCES.
UH, THIS PROGRAM IS ADMINISTERED BY THE TEXAS WORKFORCE COMMISSION AND THE TEXAS VETERANS COMMISSION TO RECOGNIZE EMPLOYERS THAT ACTIVELY SEEK TO HIRE FORMER MEMBERS OF THE MILITARY AND THAT HAVING A WORKFORCE COMPOSED OF AT LEAST 10% VETERANS HERE AT VIA, WE CONSISTENTLY RECRUIT AND CELEBRATE VETERANS.
AND WE HOLD AN ANNUAL MILITARY PERSONNEL APPRECIATION EVENT FOR OUR EMPLOYEES WHO HAVE SERVED IN THE ARMED FORCES.
THIS IS OUR EIGHTH YEAR TO BE RECOGNIZED WITH A SPECIAL PEN FOR THOSE FOLKS AND OUT OF VIAS, CURRENT WORKFORCE OF 2,323 EMPLOYEES, OUR CURRENT VETERAN COUNT STANDS UP 529 OR 22 POINT.
AND RECALL THAT W THE RECOGNITION, UH, IS FOR 10% OF THE ABOVE.
SO WE'VE MORE THAN DOUBLED THAT.
UM, WE'RE VERY PROUD OF THIS RECOGNITION AND WE THANK ALL OF OUR VETERANS FOR THEIR SERVICE TO THE COUNTRY AND NOW FOR THEIR SERVICE TO VIA AND TO OUR COMMUNITY LINE.
SO RECENTLY OUR VIA PRESIDENT AND CEO, JEFF ART WAS AWARDED THE EXECUTIVE DIRECTORS AWARD FOR 2022 BY THE SOUTHWEST TRANSIT ASSOCIATION, WHICH WILL BE REFERRED TO A SWAT HIM.
THE AWARD WAS PRESENTED TO MR. ART AT THE SWATTERS 2022 JOINT CONFERENCE JOIN ANNUAL CONFERENCE WITH THE TEXAS TRANSIT ASSOCIATION IN AUSTIN LAST MONTH, AND RECOGNITION FOR SERVICE TO THE ASSOCIATION AS A MEMBER OF THE BOARD OF DIRECTORS, INCLUDING IT AS CHAIR, VICE CHAIR.
AND MOST RECENTLY AS IMMEDIATE PAST CHAIR, HE HAS BEEN VERY ACTIVE IN SWATTER HELPING TO ADVANCE THE ORGANIZATION'S MISSION OF EMPOWERING ITS MEMBERS TO IMPROVE TRANSPORTATION AND MOBILITY IN THE REGION.
AND IT DOES HELP THAT I, I HIRED THE CEOS THAT, THAT DIDN'T HURT, RIGHT.
BUT I DO APPRECIATE THE RECOGNITION.
UH, AND FINALLY, LET'S, LET'S RECOGNIZE SOMEBODY WHO REALLY DESERVES TO BE RECOGNIZED.
I WANT TO TAKE A MOMENT TO THANK MARINE NICA VETO, WHO HAS COMPLETED HER SERVICE ON THE VIA BOARD OF TRUSTEES.
TRUSTEE VITO WAS FIRST APPOINTED TO THE BOARD BY BEAR COUNTY COMMISSIONER'S COURT IN FEBRUARY OF 2018.
AND IT WAS ELECTED VICE CHAIR IN FEBRUARY, 2021.
SHE SERVED VIA CUSTOMERS AS THE CHAIR OF THE OPERATIONAL COMMITTEE AND THE VICE CHAIR OF THE EXECUTIVE COMMITTEE.
SHE ALSO SERVED ON, AND THESE ARE OUR ACRONYMS, ATAC THE EGR AND THE AUDIT COMMITTEES.
AND, UH, AS PART AS THE CO-CHAIR WITH OUR INNOVATIVE SERVICES COMMITTEE, SHE SERVED OUR RIDERS AND COMMUNITIES.
WELL, SHE CONTINUES TO SERVE OUR COMMUNITY WELL, UH, IN HER NEW ROLE.
AND SO MARINA, I JUST WANT TO SAY, I WAS THINKING ABOUT THIS TODAY, THAT, YOU KNOW, YOU CONSTANTLY PUSHED TO IMPROVE THE QUALITY OF INFORMATION TO OUR CUSTOMERS AND HAD YOU NOT PUSH THAT.
WE WOULD NOT HAVE DISCOVERED LIKELY THAT THE MONITORS WE HAD IN OUR BUSES
[00:20:01]
DID NOT FULLY MEET THE REQUIREMENTS TO DO THAT.AND THAT WAS PART OF THE SPEC.
SO YOU WERE, UH, YOU WERE INSISTING THAT WE MOVE THAT FORWARD, ACTUALLY ALLOWED US TO REPLACE, UM, REPLACE THOSE MONITORS THAT DIDN'T MEET, MEET SPECIFICATIONS, AND GET A REFUND ON THE ORIGINAL MONITORS.
THAT'S JUST A SMALL FRACTION OF WHAT MARINA HAS DONE, BUT, UH, SO I WANT TO THANK, THANK YOU.
AND I'M SURE THAT, UH, WE'LL HAVE SOME BOARD MEMBERS THAT WILL ALSO WANT TO SAY A WORD TO YOU, MEDINA.
THANK YOU VERY MUCH FOR ALL THE HARD WORK THAT YOU DID WHILE YOU WERE ON THE BOARD OF TRUSTEES HERE AT BF.
UH, WE CERTAINLY KNOW THAT YOU'RE GOING TO BE DOING MUCH GREATER THINGS IN OUR COMMUNITY.
NOW THAT YOU'RE WORKING ON THIS NEW PROGRAM THAT YOU'VE GOT, UH, TO TRY TO GET PEOPLE MORE CONNECTED TO THE INTERNET, WHICH IS VERY IMPORTANT IN THESE DAYS.
UH, BUT WE DO MISS YOUR, YOUR HARD WORK, YOUR IDEAS, UH, AND JUST ABOUT EVERYTHING THAT YOU DID FOR US.
I ALSO WANT TO CONGRATULATE ALL THE PEOPLE THAT GOT RECOGNIZED THIS AFTERNOON AND ALSO JEFF, UH, THANK YOU FOR THE HARD WORK THAT YOU DO FOR ALL OF YOU IN THERE.
UH, DO ANY OF THE BORDER MERCE WANT TO COMMENT OR MELANIE, MELANIE BELLINI AND HONESTLY INTERESTING.
OH MY GOSH, THIS IS A VERY EMOTIONAL FOR ME BECAUSE BASICALLY I'M JUST SO, SO, SO HONORED THAT I WAS ABLE TO AT LEAST OVERLAP WITH YOU FOR A YEAR AND GET TO SEE JUST WHAT A POWERFUL FIRST YOU JUST GET VERY COMPASSIONATE AND YOU WILL CONTINUE TO DO SO MUCH IN YOUR COMMUNITY.
I WILL SAY THAT WE NEED EVERY SINGLE MOM IN SETTINGS.
YOU NEED TO SEND HIM SOME HE'LL SIT ON A BOARD AND BECAUSE WE JUST THINK DIFFERENTLY.
AND I'M JUST SO, SO, SO HONORED TO HAVE BEEN ABLE TO SERVE WITH YOU.
SO CONGRATULATIONS AND WHAT WE'RE GOING TO KEEP IN TOUCH.
FIRSTLY, COOPER, LET'S TAKE COOPER WITH ALL THE COMMENTS THAT WERE NOT ENOUGH.
SO ALL YOUR TECHNICAL STRENGTHS WERE ONE OF THE MASSES IN MY LIFE.
IT WAS JUST A REAL ASSET TO OUR CITY.
FOND MEMORIES OF A FEW YEARS AGO, YOU AND MARIO TRYING TO HOLD SIGNS AND BEING CONGRATULATIONS TO OUR AWESOME BUS OPERATORS.
UM, YOU'RE ALSO IN EVERYTHING THAT YOU DO, AND WE HAVEN'T SEEN ANYTHING YET THAT REAL PROUD OF YOU BEEN ASSOCIATED WITH YOU AND LOOK FORWARD TO ALL THE THINGS THAT YOU'RE GOING TO BE INVOLVED WITH IN FUTURE.
I JUST WANT TO SAY THANK YOU SO MUCH FOR THESE ARE THE PEOPLE THAT WE GOT TO SHUT TO GET ON THE BOARD.
UH, I JUST, JUST A TESTAMENT TO YOUR INTEREST IN UNITING THE BOARD AND GETTING EVERYONE KIND OF INVOLVED.
I REMEMBER MY VERY FIRST MEETING.
UH, WE WERE TEXTING, TEXTING AND HOLDING MY HAND THROUGH MY FIRST MEETING.
UH, IT WAS MY FIRST, UH, KIND OF EXPERIENCE ON THE .
IT MADE EVERYTHING A LOT SMOOTHER AND ALSO HELPED ME CONNECT WITH OTHERS A LOT QUICKER.
AND THEN SECOND IS, UH, IT'S JUST, I KNOW WE'RE NOT GOING TO STOP LEARNING FROM IT.
SOME OF US STILL GET YOUR TEXTS ABOUT THE ARTICLES AND BEST PRACTICES AND THINGS THAT OTHER PEOPLE ARE DOING AROUND THE WORLD.
SO WE DO REALLY APPRECIATE THAT.
AND LISTENING TO YOU SAIL AND KNOW ONCE, ONCE YOUR WOULD BE A FAMILY, YOU'RE ALWAYS A BE A FAMILY.
AND SO I JUST WISH YOU THE BEST OF LUCK AND, AND WE'RE VERY HAPPY AND EXCITED FOR YOUR FUTURE.
[00:25:01]
THANK YOU SO MUCH.WOULD YOU LIKE TO ADDRESS THE BOARD? YEAH.
WELL, THANK YOU FOR EVERYONE'S COMMENTS IS DEFINITELY A BITTERSWEET DECISION FOR ME TO FOCUS MY TIME AND ENERGY ON ESSAY DIGITAL CONNECTS, BUT IT'S, IT'S WHAT I HAD TO DO JUST TO GET THE ORGANIZATION OFF THE GROUND, BUT I WAS DEFINITELY, UH, CONSTANTLY CHALLENGED WITH VIA AND HELPING US THINK DIFFERENTLY.
AND I WAS VERY APPRECIATIVE OF, UM, THE BOARD MEMBERS WHO, UH, KIND OF SOMETIMES WENT WITH MY DIFFERENT WAYS OF THINKING.
SO I APPRECIATED SOME OF THE BACKING UP, UH, THAT Y'ALL DID AND SOME OF MY CRAZY QUESTIONS.
AND I ALSO AM THANKFUL THAT, UH, VILLA'S TEAM AND STAFF WAS PATIENT WITH MY QUESTIONS.
CAUSE I KNOW SOMETIMES I ASKED A TON OF THEM.
UM, I KNOW WHEN, UH, CHAIRMAN RES CAME ON BOARD, I KNEW HE WAS, OBVIOUSLY, WE ALL KNOW THAT THERE WAS BIG SHOES TO FILL WITH HOPE, BUT I KNEW THAT CHAIRMAN RES WAS THE MAN FOR A JOB.
AND OBVIOUSLY WE KNOW THAT JEFF AND HIS ENTIRE TEAM HAVE DONE AN AMAZING JOB LEADING VIA THROUGH THE HIGHS AND LOWS.
AND WE SAW SOME OF THE LOWS WITH COVID AND THEN THE WINTER STORM AND JEFF, YOU KNOW, SOMETIMES THOSE OPPORTUNITIES GIVE PEOPLE A CHANCE TO SHINE AND WE ALL WERE COMFORTABLE WITH JEFF LEADING THE CHARGE.
UM, MELANIE, I TOTALLY AGREE WITH YOU THAT WE NEED MOMS IN THESE POSITIONS BECAUSE WE DO THINK DIFFERENTLY.
UM, AND WE HAD DIFFERENT VOICES, UM, TO, TO COM COMPLEX PROBLEMS. UM, I DID REALLY WANT TO JUST ALSO HIGHLIGHT THAT HOW MUCH I LEARNED FROM MAYOR COOPER.
THERE WAS ONE TIME WE WENT TO ESSAY TO DC TOGETHER AND HAD DINNER.
AND I WAS, YOU KNOW, I WAS JUST EATING AND LEARNING.
I WAS LIKE, OH MY GOSH, HE HAS SO MUCH GREAT INFORMATION TO SHARE.
AND HE'S JUST SO, SO MUCH OF AN ASSET TO THE, A BOARD TO HAVE YOU.
AND, UH, WHEN MAYOR MARTIN WAS ON THE BOARD, JUST BECAUSE OF Y'ALL'S EXPERIENCE IN LEADING CITIES, Y'ALL HELPED US REALLY THINK OF, OF THE FULL PICTURE AND BOB, YOU AND I HAVE BUILT MANY MEMORIES TOGETHER AT VSR.
I APPRECIATE THE KIND WORDS I JUST, I ALWAYS AND ALWAYS APPRECIATE IT AND ALWAYS LEARN FROM YOU, BOB, REPRESENTING THE DRIVERS, REPRESENTING THE OPERATORS AND NEVER LOSING SIGHT AND FOCUS ON THAT.
AND I THINK I WAS JUST SO NEEDED IN SO MANY OF OUR CONVERSATIONS AND IN JUST HOW WE THINK.
SO THANK YOU FOR HELPING INSTILL THAT TRAIN OF THINKING WITHIN ME AND JAVIER.
I WISH WE COULD HAVE GOTTEN A CHANCE TO WORK LONGER TOGETHER.
I LEARNED FROM YOU JUST AS MUCH AS YOU PROBABLY FEEL YOU LEARNED FROM ME.
SO, UM, BUT I KNOW THAT WE'RE GOING TO OBVIOUSLY TO STAY CONNECTED AND WORK ON OTHER CITY CHALLENGES TOGETHER TOO.
SO THANK YOU SO MUCH FOR ALL OF THOSE KINDS WORD KIND WORDS, AND I'M GOING TO MISS, THANK YOU, BUDDY.
YOU KNOW, YOU DEFINITELY WILL BE MISSING MARINA.
I HAVE YOUR PLAQUE, SO WE'LL MAKE SURE IT GETS TO YOU, BUT I'M HOLDING IT UP NOW SO THAT YOU CAN SEE THAT, THAT WE, WE HAVE REMEMBERED YOU THROUGH THIS.
[3. Citizens to be Heard]
CITIZENS TO BE HEARD.UH, DO WE HAVE ANY CITIZENS TO BE HEARD FOR THE VIA BOARD MEETING? WE HAVE TWO CITIZENS REGISTERED TO SPEAK REMOTELY AND TO REGISTERED TO SPEAK IN PERSON.
NOW WE HAVE COME TO THE CITIZENS TO BAIRD PORTION OF OUR PUBLIC MEETING.
UM, THE BOARD IS INTERESTED IN HEARING THE COMMENTS AND CONCERNS OF OUR PATRONS AND CITIZENS IN THE SAN ANTONIO BEAR COUNTY AREA QUESTIONS THAT MIGHT ARISE DURING THIS PORTION OF THE MEETING REGARDING PROGRAMS, PROJECTS, OR SERVICES ISSUES MAY BE ADDRESSED AT A LATER DATE BY THE PRESIDENT CEO AND OUR, HIS STAFF.
THIS PROCESS WILL ASSURE THAT VA IS IN COMPLIANCE WITH THE OPEN MEETINGS ACT, WHICH DOES NOT ALLOW THE VIA BOARD TO DELIBERATE MATTERS THAT ARE NOT ON THE AGENDA THIS EVENING.
ADDITIONALLY, THE, THIS PROCESS ASSURES THAT YOU RECEIVED THE MOST ACCURATE RESPONSE TO YOUR QUESTIONS OR CONCERNS.
AND VIA APPRECIATE YOU TAKING THE TIME AND EFFORT TO SHARE YOUR COMMENTS WITH US THIS EVENING.
I TRULY VIEW THE PERSON JUST LOOKING AT THE CLOCK.
WE COULD IF THEY SAT IN MY SEAT.
YEAH, BECAUSE THEY, WHEN THEY SIT AT THE DIAS, THE CAMERA'S NOT FACING THEM.
SO IF YOU'D LIKE ME TO MOVE, I CAN MOVE THE, WHILE THE CITIZENS SPEAK FROM MY SEAT.
I KNOW, I DON'T KNOW ABOUT THAT.
WE HAVE PEOPLE HERE WELL FOR A FUTURE COULD BE EXPLORER
[00:30:02]
THAT TECHNOLOGICAL CAPABILITY.WE'LL DEFINITELY LOOK INTO IT.
AND THE PEOPLE THAT ARE HERE, WE CAN HAVE THEM COME FORWARD AND UP HERE AND SPEAK.
UH, WELL, TRUSTEE CUOMO WAS, UH, UH, REFERRING TO, UH, UH, BEING ABLE TO SEE THE PERSON ON ZOOM AS THEY'RE SPEAKING, UH, THAT IS ALREADY, UH, AVAILABLE.
IT'S JUST BE ABLE TO NOT CHOOSE TO ENABLE IT.
UH, THEY SHOULD ENABLE IT AND BECAUSE THE VIEWERS HAVE THE OPTION, UH, THE SPEAKERS HAVE THE OPTION TO MUTE THEIR VIDEO OR MUTE THE AUDIO IF THEY WANT, UH, IT'S ALREADY EMBEDDED IN THE ZOOM PLATFORM.
I CAN'T SHOW PICTURES OF SOMEBODY SPEAKING REMOTELY, UH, WANT TO BE TRANSPARENT.
NOW FOR THAT, AND LET ME GO BACK ON, UM, SO WE NEED TO BE ABLE TO TURN THE VIDEO ON.
AND SO YOU COULD SPEAK, UH, BEFORE THE BOARD ALSO TO SEE WHO WAS SPEAKING OF COURSE, UH, BECAUSE THE USER SAB THAT OPTION WHEREVER THEY WANT TO SHOW THEIR VIDEO OR NOT SHOW THEIR VIDEO, I CHOOSE TO SHOW MY VIDEO CAUSE I HAD NOTHING HIGH.
I STILL HAVEN'T GOT AN ANSWER ABOUT THE BUS STOPS OR MOVED IN THE MIDDLE OF THE DAY WITHOUT ANY EXPLANATION ON HARBOR FORD AND METHADONE, JUST NOT THE DOSES IN OAKLAND.
UH, AND THOSE ARE STILL, UM, DISAPPEARED.
WE DON'T KNOW WHY WE REMOVED THEM AND WE DON'T KNOW WHO REMOVED THEM.
AND WE DON'T KNOW THE RATIONALE BEHIND THAT.
I NEED TO KNOW THOSE QUESTIONS, THOSE ANSWERS TO THOSE QUESTIONS.
YOU'LL STILL HAVE AN EXTRA QUESTION ON THAT AND THAT NEEDS TO BE ADDRESSED.
ALL YOU GAVE ME WAS A BUS SCHEDULE, CERTAIN TIME POINTS.
I'M A KNOW WHO REMOVED THEM, WHY THEY REMOVED THEM AND WHEN THEY REMOVED THEM.
AND WHAT'S THE PROCESS FOR GETTING THESE BUS STOPS PUT BACK.
UM, FIRST OF ALL, SECONDLY IS WHEN YOU'RE TEXTING BUS, UH, ARE THE 5 20 20, OR USING THE TRANSIT APP.
AND YOU'RE TRYING TO TRAIN TO ANOTHER BUS.
IT'S NOT GIVING YOU OPERATING INFORMATION.
IT'S SHOWING LIKE, FOR EXAMPLE, EDDIE INGRAM FIVE 30 FOR SIX MINUTES, FIVE 30 FOR THREE MINUTES, AND THEN IT GOES TO ZERO MINUTES AND THEN IT ITSELF, LIKE YOU JUST MISSED THE BUS FOR ANOTHER 20 HUEY RAY FISHER, 15 SECONDS.
WHAT HAPPENED? UM, SO YOU WANT ME TO FIX UP? YEAH, WE NEED TO FIX THAT, THAT, UH, THAT NEEDS TO BE FIXED.
I LIVE IN THE TOBIN HILL NEIGHBORHOOD.
THAT'S TUCKED BETWEEN THE NUMBER FIVE MACOLA AND NUMBER EIGHT ST.
I OFTEN TAKE THE NUMBER FIVE NICOLA TO MY WORK DOWNTOWN.
I TOOK IT YESTERDAY DURING THE RAINS.
UM, IT'S CONVENIENTLY LOCATED A BLOCK FROM MY HOUSE, UH, OVER AT MCCLELLAN WOOD WOODLAWN, UH, AND A BLOCK AWAY FROM MY OFFICE, WHICH IS NOT ST YOU KNOW, NEAR NORTH ST MARY'S AND A PECAN AND THE BUS DRIVERS ARE ALWAYS FRIENDLY.
I'M SPEAKING TONIGHT BECAUSE I'M CONCERNED ABOUT THE PROPOSED SCHEDULE, CHANGES THAT VIA INTENDS TO IMPLEMENT IN MAY, UH, WHICH WOULD REDUCE THE FREQUENCY FOR THE NUMBER FIVE AND NUMBER EIGHT LINES DURING PEAK MORNING AND PEAK HOURS, WHICH IS PRECISELY WHEN I, AND A LOT OF OTHER HARDWORKING SAN ANTONIO, IN'S GOING TO WORK AND COME BACK FROM WORK FROM 30 MINUTES TO 60 MINUTES, UH, THIS SORT OF CHANGE WOULD BURDEN NOT ONLY ME, BUT ALSO MY NEIGHBORS AND OTHER SAN ANTONIO ENDS FOR HER LYING ON VIA AS THEIR MEANS TO GET TO WORK.
I HAVE THE PRIVILEGE OF DRIVING TO WORK, BUT THAT'S NOT THE IDEAL SITUATION.
YOU KNOW, IT'S GOOD FOR THE ENVIRONMENT.
IT'S GOOD FOR A CITY AS A, AS A WHOLE.
IT'S GOOD ON EVERYBODY'S POCKET, BUT TO,
[00:35:01]
UH, TAKE THE BUS.UM, I UNDERSTAND THAT YES, FACING UNPRECEDENTED STAFFING SHORTAGES AT THIS TIME, I UNDERSTAND THAT THERE ARE BUDGET CONSTRAINTS, UH, BUT AS A MATTER OF PUBLIC POLICY AND AS HARD COMMUNITY BEGINS TO NORMALIZE ITS WAY OUT OF THIS PANDEMIC, I WOULD STRONGLY URGE THE VIA BOARD OF TRUSTEES TO RECONSIDER THESE CHANGES IN AS SOON AS SIX MONTHS TO A YEAR, TO DETERMINE THE FEASIBILITY OF RETURNING TO THESE 30 MINUTE FREQUENCIES FOR THE NUMBER FIVE AND THE NUMBER EIGHT LINES WAITING ANOTHER YEAR OR TWO OR THREE TO EVALUATE REDUCED FREQUENCIES, UH, IS FAR TOO LONG.
IF YOU'VE BEEN DETRIMENTAL TO OUR COMMUNITY AND WOULD DETRIMENTAL TO RIDER SHOULD HAVE, UH, HARM THE REPUTATION OF VIA WHICH I BELIEVE HAS A STRONG AND POPULAR REPUTATION AROUND TOWN.
UM, THANK YOU SO MUCH TO THE BOARD OF TRUSTEES AND STAFF FOR YOUR SERVICE.
THANK YOU TO ALL THE DRIVERS AND WORKERS WHO STEPPED UP EVERY DAY TO KEEP OUR COMMUNITY MOVING.
I REALLY APPRECIATE Y'ALL'S TIME.
UM, I JUST NOTICED KEVIN WOLF UP THERE.
I, I, I HEARD ABOUT THAT IN THE NEWS, SO CONGRATULATIONS.
AND, UH, IN HIS HONOR, I WILL BE HANDING OUT COUPONS TO WATER BURGER.
YOU CAN USE THEM TO BUY WATER BURGER.
YOU CAN USE THEM TO BUY BOXERS.
I WANT TO TELL YOU A STORY ABOUT WHEN I WAS A COP.
I USED TO GIVE RIDES HOME TO PEOPLE THAT I PULLED OVER THAT WERE DRUNK.
THAT WAS ABOUT MY FIRST YEAR UNTIL THE DAY THAT I HAD TO COVER UP THE BODY OF AN EIGHT YEAR OLD GIRL.
THAT WAS BASICALLY CHOPPED IN HALF IN A DITCH BECAUSE HER DAD DECIDED TO DRINK AND DRIVE AFTER THAT THEY DIDN'T GET RIDES HOME BECAUSE IT REALLY, REALLY STRUCK TO MY HEART HAD HOW DEVASTATING THAT DECISION CAN BE TO INNOCENT PEOPLE.
SO TO EACH AND EVERY ONE HERE, LISTENING, IF YOU DECIDE THAT YOU'RE GOING TO GET BEHIND THE WHEEL AND YOU KNOW, YOU'RE UNDER THE INFLUENCE OF ANYTHING, ALCOHOL MEDICATION, MAYBE YOU'RE JUST NOT FEELING RIGHT.
CALL AN UBER CALL A FRIEND, DON'T CALL A COP CALL.
SOMEONE DO NOT GET BEHIND THAT WILL PLEASE.
NOW, UM, ON THE WHOLE THING WITH THIS TWO UNLAWFUL ARREST THAT HAPPENED THIS MONTH, UH, I WASN'T VERY CLEAR.
SO VIA POLICE OFFICERS BELIEVE THAT THE PROPERTY LINES FOR VIA OUR WELL, SURPRISINGLY ENOUGH, I HAVE VIDEO OF A SUPERVISOR TELLING ME THAT YOU GUYS OWN THE STREET, MEDINA, EUSTON STREET, FRIO STREET, ANYTHING THAT SEAM IT VIA OWNS IT.
AND THEY HAVE THE AUTHORITY TO TELL YOU TO LEAVE THAT NOW TWO AND A HALF YEARS AGO, I WAS ARRESTED BY YOUR POLICE OFFICERS.
AND THAT CASE WAS DISMISSED BECAUSE I WAS STANDING ON THE CITY OF SAN ANTONIO PROPERTY.
AND THAT EXTENDS ABOUT 12 FEET IN, FROM THE CURB AT CENTRAL PLAZA ALL THE WAY AROUND.
AND THE STREET IS OWNED BY THE CITY.
NOW WHO PAID FOR THAT? I DON'T KNOW WHETHER YOU GUYS DID OR THE CITY DID, BUT THE CITY OWNS IT.
SO, AND THAT'S ACCORDING TO THEIR RECORDS, THAT'S WHY THEY DISMISSED THE TRESPASSING CASE THAT WAS FILED AGAINST ME.
I WAS ACTUALLY STANDING ON THE STREET WHEN I WAS CUFFED, BECAUSE I HAD STEPPED OFF THE CURB AS ORDERED BY THE POLICE OFFICER.
NOW THAT POLICE OFFICER AGREES THAT THAT IS CITY PROPERTY.
NOW FOR THE FOLKS THAT DEAL WITH LEGAL STUFF, I'M SURE YOU CAN UNDERSTAND THE PROBLEM WHEN SOME OF YOUR POLICE OFFICERS SAY THEY OWN THE STREET AND SOME OF YOUR POLICE OFFICERS SAY THEY DON'T.
AND WHEN I GO OVER TO CENTRAL PLAZA AND I ASKED THEM WHERE THE PROPERTY BOUNDARIES ARE, THEY CANNOT ANSWER ME BECAUSE I, FRANKLY, I DON'T, THEY DON'T KNOW, OR THEY'RE BEING TOLD SEVERAL DIFFERENT THINGS.
THIS IS A PROBLEM BRINGING TO YOU GUYS TO FIX.
I'M NOT LOOKING FOR LAWSUITS HERE.
I'VE BEEN HAVING MY RIGHTS VIOLATED 30 TIMES OVER
[00:40:01]
THE PAST THREE YEARS.AND I'VE TAKEN TWO CASES TO CO BECAUSE I CAN'T GET RESOLUTION AT THIS LEVEL.
SO MY PHILOSOPHY IS WE GOT TO TAKE THEM INTO COURT TO GET RESOLUTION.
AM I TOO CLOSE TO THE MIC? IS THAT WHAT IT IS? I AM.
ANYWAY, UNFORTUNATELY, THESE TWO THINGS ARE GOING TO GET SUED ON, OR THEY'RE GOING TO BE FILED BECAUSE IT'S, THEY'RE JUST SO EGREGIOUS, BUT PLEASE DO WHAT YOU CAN TO PREVENT FURTHER THINGS FROM GOING ON.

CAN I JUST MAKE A NOTE THAT IN THE REPORT THAT WAS PRESENTED LAST WEEK ON THE DASHBOARD SUMMARY, UM, THERE WAS A STATEMENT THAT TWO METRICS, UH, VARIED FROM THE TARGET RANGE AND THOSE TWO METRICS WERE VIA TRENDS ON TIME PERFORMANCE AND VIA TRENDS, CUSTOMER SERVICE COMPLAINTS.
THAT WAS CORRECT, BUT IT WAS, IT WAS, UH, ON THE SLIDE.

SO I JUST WANTED TO MAKE SURE THAT I CLARIFIED THAT.
WELL, ANY QUESTIONS ON THAT? YOU HAVE NOT, UH, TRUSTEES ARE THERE, UH, MAY I HAVE A MOTION AND A SECOND TO APPROVE THE CONSENT AGENDA ITEM IS PRESENTED.
[00:45:01]

NOW WE MOVE ON TO ITEM NUMBER FIVE, PROPOSED MAY 22ND.
MAY, 2222 SERVE AS REVISIONS PRESENTED BY MR. BIBLE.
GOOD EVENING, MR. CHAIRMAN AND MEMBERS OF THE BOARD, MS. SCOTT I'M HERE TODAY TO PROPOSE FOR DISCUSSION AND FOR ACTION.
THE SERVICE CHANGES FOR MAY, 2022 CO-PRESENTING WITH ME IS DR.
WE WERE ADELAIDE CHIEF GOVERNMENT AND EXTERNAL AFFAIRS OFFICER.
HE WILL SHARE THE PUBLIC ENGAGEMENT SIDE OF THESE PROPOSED SERVICE CHANGES AT THE END OF THE RECITATION.
FIRST I'D LIKE TO RECAP SOME BACKGROUND INFORMATION TO BRIEFLY EXPLAIN THE PURPOSE FROM THE SERVICE CHANGES PRESENTED TODAY.
AND WHEN YOU SEE SERVICE SHAMES WAS IMPLEMENTED ON FEBRUARY 21ST AS A TEMPORARY MEASURE TO ADDRESS THE SHOWS OR BUS OPERATORS.
THIS PLAN REDUCED A TIME WORKLOAD REQUIRED FOR THE JANUARY, 2022 SERVICE CHANGES BY FREEING UP 42 FULL TIME BUS OPERATORS.
THE BLAME WAS IMPLEMENTED SO WE COULD MAINTAIN RELIABLE SERVICE FOR OUR CUSTOMERS QUICKLY.
AND THEREFORE THE APPROACH WAS TO CANCEL TRIPS.
STRATEGICALLY SELECTED JANUARY, 2022 TRIPS, WHICH RESULTED IN INCONSISTENT FREQUENCIES.
THE SERVICE CHANGES THAT I WOULD BE GOING THROUGH WITH YOU MIGHT BE NUMEROUS.
HOWEVER, MOST ARE JUST ADJUSTMENTS TO SERVICE CHANGES ALREADY PUT IN PLACE TO ADJUST OPERATOR SHORTAGES.
THE MAY SERVICE CHANGES ARE MEANT TO MAKE TWEAKS TO THE SCHEDULES FOR CONSISTENCY PURPOSES THAT CANNOT BE DONE IN FEBRUARY DUE TO THE FAST TURNAROUND OF THOSE ADJUSTMENTS.
FOR EXAMPLE, A ROUTE WAS ADJUSTED TO A FREQUENCY OF 12 MINUTES, 12 MINUTES, 24 MINUTES.
WE'LL NOW BE MORE CONSISTENT AND EVEN 15 MINUTES, THEREFORE THE FEBRUARY, 2022 SERVICE, SHE JUST SHOULDN'T BE VIEWED AS A TEMPORARY MEASURE UNTIL WE CAN IMPLEMENT THE MAIN SERVICE EXCITEMENTS.
THIS SLIDE SHOWS THE MAY, 2020 SERVICE CHANGES TIMELINE.
WE ARE PRESENTING THE INFORMATION FOR DISCUSSION AND FOR ACTION.
WE ARE ASKING FOR APPROVAL TO IMPLEMENT THESE PROPOSED CHANGES TODAY FOR ON MAY 16TH, THE PUBLIC ENGAGEMENT PAGE COLLECT COMMENTS FROM THE PUBLIC TOOK PLACE BETWEEN FEBRUARY 23RD AND MARCH 10TH.
ALLOWAY WILL PROVIDE A SUMMARY OF THE PUBLIC ENGAGEMENT PLAN.
LATER IN THIS PRESENTATION, AFTER THE BOARD HAS APPROVED THESE CHANGES, OUR CUSTOMER SUPPORT TEAM WILL THEN EDUCATE THE PUBLIC ABOUT THE SERVICE CHANGES PROCEEDING ON THE EFFECTIVE DATE.
THIS SLIDE IS A SUMMARY OF ALL PROPOSED SERVICE CHANGES, WHICH ARE GOING THROUGH THE FOUR CATEGORIES.
THEY WOULD SEE SCHEDULE AND MODE FOR THE FIRST CATEGORY UNDER FREQUENCY.
WE ARE PROPOSING TO ADJUST FREQUENCIES ON 21 ROUTES AND TWO BRANCHES TO MATCH SERVICE LEVELS WITH WORKFORCE AVAILABILITY AND TO IMPROVE RELIABILITY FOR THE SECOND CATEGORY UNDER ALIGNMENT, WE ARE PROPOSING TO REALIGN TO WELL SEGMENTS TO REDUCE DUPLICATIVE SERVICE AND IMPROVE EFFICIENCY AND EXTEND TWO ROUTES AND TRUNCATE ONE ROUTE TO STREAMLINE SERVICE AND BETTER MATCH FREQUENCY WITH RIDERSHIP FOR THE THIRD CATEGORY UNDER SCHEDULE, WE WE'RE PROPOSING TO ADJUST SCHEDULES ON 27 ROUTES TO IMPROVE SERVICE RELIABILITY.
FINALLY, UNDER THE CATEGORY MODE, WE ARE PROPOSING THREE PLACES.
THE SEGMENT OF A ROUTE WITH DEALING SERVICE THROUGH PROPOSED SERVICE CHANGES WILL IMPACT 1511 ROUTES AND A NUMBER OF SERVICE HOURS FOR THE PROPOSED SERVICE CHANGES AS ESTIMATED BEFORE PERCENT BELOW JUNE, JANUARY, 2022.

WE ALSO PROPOSE TO REALIGN ROUTE 32 TO EXTEND SERVICE ON MILITARY DRIVE.
THE WOODSIDE BRANCH WILL BE ADJUSTED TO MATCH ROUTE 32 LEVELS OF SERVICE, WHICH WOULD EXPAND THE DAY FREQUENCY FROM 12 MINUTES TO 40 MINUTES BETWEEN 6:00 AM AND 6:00 PM.
IT BRINGS YOU FROM 20 MINUTES TO 60 MINUTES DURING PEAK.
WELL, TO LINGO, WE ARE PROPOSING TO ALIGN, DISRUPT THE MORE STARTED TRANSIT CENTER TO REMAIN ON BLANCO BETWEEN RENTER AND LOCKHILL SOMA THIS STREAMLINED SERVICE FOR MORE DIRECT ROUTE TO DOWNTOWN AND THE DCIS DUPLICATIVE SERVICE ULTIMATE SERVICES IS AVAILABLE WITHIN A QUARTER OR A FIVE MINUTE WALK ON ROUTES THROUGH THE FLOOR ALONG SAN PEDRO.

IN ADDITION TO ADDING THROUGHOUT SIX OF SIX SEGMENT TO OUT SIX OR NINE, WE WERE PROPOSING MORE DIRECT ALIGNMENT ALONG EGGERT ROAD BETWEEN HERE AND NORTH HARLOWE
[00:55:01]

ALLOWAY WOULD PRESENT A PUBLIC ENGAGEMENT SUMMARY.
THANK YOU FOR TAKING OVER THE NEXT SLIDE, PLEASE.
SOCIAL CHAIRMAN MEMBERS OF THE BOARD.
AS WE DISCUSSED LAST WEEK BRIEFLY, WE DID DO A VERY INTENSIVE OUTREACH PERIOD FOR THE LAST COUPLE OF WEEKS, UH, MANAGING TO VISIT ALL OF OUR TRANSIT CENTERS, PARKING RIDES, KEY TRANSFER LOCATIONS, PROVIDING NOTICE THROUGHOUT THE COMMUNITY IN VARIOUS FORMS FROM THE PRINT ADS TO ELECTRONIC COMMUNICATIONS, TO ACTUALLY HAVING LIBERAL 2000 INFORMATIONAL BROCHURES HANDED OUT DIRECTLY TO OUR EXISTING RIDERSHIP, TO LET THEM KNOW ABOUT THIS OPPORTUNITY FOR PUBLIC HEARING AND HOW THEY CAN REGISTER THEIR PUBLIC COMMENTS ON THESE PROPOSED CHANGES, WHATEVER SOME OF THE ADDITIONAL STATISTICS ON THE SCREEN THAT WE WANTED TO SHARE WITH YOU AS WELL, BASED ON PRIOR QUESTIONS WE'VE RECEIVED FROM THE BOARD.
SO WE DID PROVIDE NOTIFICATION TO OVER 130,000 REGISTERED UNIQUE EMAIL ADDRESSES, BUT THERE'D BE A SYSTEM OF 130 NEIGHBORHOOD LEVEL CONTEXT THROUGHOUT THE SERVICE AREA AND BETWEEN SOCIAL MEDIA ACROSS ALL PLATFORMS, FACEBOOK, TWITTER, NEXT DOOR, OVER 29,000 IMPRESSIONS ON AND VIEWS ON THE NOTICE THAT WE WERE DOING A PUBLIC HEARING AND ENCOURAGING PEOPLE TO VISIT OUR WEBSITE, TO GET MORE INFORMATION AND TO SEE THE PROPOSED CHANGES IN DEPTH.
AND THEN WE DID SEE 14 TRADITIONAL STORIES GENERATED THROUGH BOTH BROADCAST AND PRINT THROUGH THE WORK OF OUR COMMUNICATIONS TEAM.
IF WE GO TO THE NEXT SLIDE, PLEASE.
SO AS A BRIEF RECAP AGAIN, HOW WE CONDUCTED THE PUBLIC HEARINGS, UH, WE DID PROVIDE THE PUBLIC HEARINGS AS A VIRTUAL FORUM OVER TWO NIGHTS, MARCH 8TH AT 7:00 PM WAS AN ENGLISH PUBLIC HEARING.
MARCH 9TH AT 7:00 PM WAS A SPANISH PUBLIC HEARING.
WE HAD 91 PARTICIPANTS TAKE PART IN THE VIRTUAL PUBLIC HEARING, WHICH IS A MARKED UPTAKE FROM WHAT WE HAD SEEN, EVEN ON THE PRE COVID DAYS ON THE IN-PERSON PUBLIC HEARINGS, WE HAVE LEFT THE PUBLIC HEARING VIDEOS LIVE SO THEY CAN STILL BE VIEWED, STILL ABLE TO HAVE THAT INTERACTION.
WE'VE SEEN OVER 920 UNIQUE VIEWS ON THE DEDICATED WEBSITE WEBPAGE ITSELF VIA INFO.NET/THE POST CHANGES WHEN YOU GO TO THE NEXT SIDE.
SO FROM ALL THAT I READ FROM GENERATED 40 COMMENTS THAT WERE RECEIVED, 40 COMMENTS GENERATED FROM THE OUTREACH FIVE WITH SPECIFIC COMMENTS ON ROUTE FIVE, ROUTE 24, ABOUT 21.
AS YOU HEARD EARLIER THIS EVENING REGARDING FREQUENCY LEVELS, TWO COMMENTS ON ROUTE 6 0 6, REGARDING THAT CONNECTION TO THE MEDICAL CENTER, 19 COMMENTS THAT WERE JUST GENERAL SERVICE COMMENTS, NOT DIRECTLY RELATED TO WHAT WE WERE PROPOSING AS PART OF THESE 51, BUT MORE GENERALLY JUST ON THE VR SYSTEM ITSELF.
AND THEN 16 COMMENTS FOCUSING ON PROPOSED TRAVEL AND WAIT TIMES.
AND AGAIN, THE REQUEST TO KEEP FREQUENCY LEVELS AT THEIR CURRENT LEVEL.
WE'VE PROVIDED ALL OF THOSE OVER TO OUR COLLEAGUES IN THE PLANNING DEPARTMENT FOR THEIR CORPORATION CONSIDERATION.
AND I BELIEVE THAT IS OUR LAST SLIDE WITH THAT.
WE'RE AVAILABLE FOR ANY QUESTIONS THAT YOU MAY HAVE TRUSTEES.
DO WE HAVE ANY QUESTIONS? TRUSTEE COMO? YEAH.
SO I'VE SEEN THE PRESENTATION SEVERAL TIMES TONIGHT.
THANK YOU ALL FOR IT, FOR THE WORK THAT'S BEEN PUT IN, BUT IN LIGHT OF THE CITIZEN WHO SPOKE TODAY ABOUT, WELL IT'S FIVE AND EIGHT.
COULD WE COME TO A SLIDE? I THINK IT'S EIGHT.
SO I THINK BOTH FIVE AND EIGHT ARE GOING TO GO TO A 30 MINUTE FOR 30 MINUTES TO 60 MINUTES DURING PEAK HOURS.
AND DON'T, WE HAVE A GOOD IDEA OF HOW MANY PEOPLE VIA DURING THOSE PEAK PERIODS, AS PART OF OUR RESEARCH AND PLANNING, WE HAVE THE JACOBS OF RIDERSHIP DATA THROUGH AGC AND, UM, TOOK
[01:00:01]
INTO CONSIDERATION AND MADE OUR PROPOSAL SPACED ON THE RIDERSHIP WHERE WE'RE SEEING, UM, WE DON'T HAVE MANY PEOPLE IN THOSE PEAK PERIODS WHERE YOU TAKE THE BUS FIVE OR EIGHT DURING THAT PERIOD OF TIME, BUT THEY WANT TO KEEP ONE OF THOSE ROUTES, THE 30 MINUTE ROUTE TO DEAL WITH IN SITUATION.WOULD THAT MAKE ANY SENSE? UH, DEFINITELY LOOKING TO THAT.
UM, I DON'T HAVE THE NUMBERS IN FRONT OF ME, BUT LIKE I SAID, YES, SIR.
WE DID TAKE INTO CONSIDERATION THE LOADS THAT MEAN THAT WE HAD SEEN THROUGH OUR RESEARCH AND OUR R AND M DEFINITELY.
WE CAN, WE CAN BEGIN TO SEE, I DON'T KNOW IF IT WOULD JUSTIFY HAVING BOTH 5, 8, 8 YOU'RE IN THAT PERIOD OF TIME, BUT IT SEEMS LIKE ONE OR THE OTHER MIGHT MAKE SENSE.
AND LIKE I SAID, I HAVE NOT HEARD ANY QUESTION BEFORE HE RAISED IT TONIGHT.
I WOULD NOTE THAT ROUTE EIGHT IS ADJUSTED ONLY ON SATURDAY.
SO IT'S CURRENTLY, WELL, YES, FOR SATURDAY IT'S A SALARY ADJUSTMENT.
IT'S 30 MINUTES AND IT WILL BE A 60 MINUTES ON SATURDAY.
I HAVE A MOTION TO SECOND TO APPROVE THIS ITEM.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
ANY OPPOSED? NAY MOTION CARRIES.
NOW WE'VE COME TO OUR LEGAL BRIEFING.
MS. LG, DO WE HAVE A LEGAL BRIEFING TODAY? YES, SIR.
WE DO NOT HAVE A LEGAL BRIEFING TODAY.
WE HAVE REACHED THE END OF OUR MEETING.
I HAVE A MOTION TO ADJOURN AND A SECOND DON'T MOVE.
I THINK WE HAVE A FIRST ON A SECOND.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
