ALL RIGHT, BEING THAT THERE ARE NO ANNOUNCEMENTS.
[ADT 3. Citizens to be Heard]
CITIZENS TO BE HEARD? UH, VICE CHAIR BROWN.THERE IS ONE CITIZEN TO BE HEARD, WILL MCCLOUD.
WE WILL ADDRESS THE CITIZENS TO BE HEARD THAT HAVE REGISTERED TO SPEAK WITH THAT SAID, I WILL READ OUR CITIZENS TO BE HEARD MESSAGE.
WE HAVE NOW COME TO THE CITIZENS TO BE HEARD PORTION OF OUR PUBLIC MEETING.
THE BOARD IS INTERESTED IN HEARING COMMENTS AND CONCERNS FROM OUR PATRONS AND CITIZENS IN SAN ANTONIO IN BEAR COUNTY AREA QUESTIONS THAT MAY ARISE DURING THIS PORTION OF THE MEETING REGARDING PROGRAMS, PROJECTS, OR SERVICES ISSUES MAY BE ADDRESSED AT A LATER DATE BY THE PRESIDENT CEO, INDOOR HIS STAFF AT A LATER TIME, THIS PROCESS WILL ASSURE THAT VIA HIS N IS IN COMPLIANCE WITH THE OPEN MEETINGS ACT, WHICH DOES NOT ALLOW THE VIA BOARD TO DELIBERATE MATTERS THAT ARE NOT ON THE AGENDA THIS EVENING.
ADDITIONALLY, THIS PROCESS ASSURES THAT YOU RECEIVED THE MOST ACCURATE RESPONSE TO YOUR QUESTION OR THANK YOU.
AND WE APPRECIATE YOU TAKING THE TIME, THE EFFORT TO SHARE YOUR COMMENTS WITH US THIS EVENING WITH THAT.
DO YOU MEAN VIA BOARD OF DIRECTORS? VICE CHAIR, BOARD CHAIR FOR THE RECORD? MY NAME IS WILL MCLEOD.
FIRST TO HEAR I'M HERE TO COMPLIMENT AN OPERATOR WHO WAS COURTEOUS AND PROFESSIONAL DIDN'T FORCE, ANYONE TO USE THE BACK DOOR, NAILED THE BUS WHEN ASKED AND HE ESCALATED THE SITUATION WITH THE DISRUPTIVE PASSENGER RATHER THAN INSTIGATED A FIGHT.
IF IT WAS CURSING ON HIS CELL PHONE, THAT OPERATOR DROVE VEHICLE NUMBER SIX 16, ROUTE 6 0 7 FEBRUARY.
I MEAN YESTERDAY EVENING THAT WASN'T SHARP CONTRAST TO AN AWFUL EXPERIENCE.
I RECEIVED FRIDAY NIGHT WHILE TAKING THE 95 TO THE MEDICAL CENTER ON THE 18TH, SHORTLY BEFORE 8:00 PM.
ON FRIDAY, I ATTEMPTED TO BOARD THE BUS AT CROSSROADS STATION.
THE DRIVER PARKED ZIGZAG REFUSED TO NAIL THE BUS WHEN REQUESTED AND YELLED AT ME STATING THAT I CANNOT BRING SIGNS ON THE BUS.
THESE WERE CAMPAIGN SIGNS THAT WERE ILLEGALLY PLACED WHEN I REMOVED, WHICH I REMOVE AS A CITIZEN AND DISPOSE OF PROPERLY.
MY RESPONSE WAS SINCE WHEN, SINCE WHERE DOES IT SAY I CAN'T? AND HE SAID, OKAY, WE'LL SEE ABOUT THAT.
I SAID, I'M GETTING ON ANYWAY, I'M GOING TO SHOW HIM MY D I PASS ON MY PHONE AND MY REDUCED THEIR ID CARD.
AND I SAT DOWN TO HAVE A SEAT.
I DID NOTICE THE DRIVER HAD A BACKPACK BEHIND HIM BLOCKING HIS VIEW, WHICH SHOULD BE STORED PROPERLY AWAY, PROPERLY, WHICH WASN'T HE BEGAN YELLING.
I AM NOT LEAVING UNTIL YOU PAY THE FARE SCREAMING AT THE TOP OF HIS LUNGS SEVERAL TIMES.
AND ONE OF THE PATRONS ASKED, WHO ARE YOU TALKING TO? AND HE GOES THE ILLEGALLY PLAY SIGN BOY.
AND WHEN I SHOW HIM MY PASS, I WENT FROM HIM AGAIN.
AND I SAID TO HIM, YOU KNOW, IF YOU HAVE A REAL BAD ATTITUDE PROBLEM, AND I SAID, MAYBE YOU SHOULDN'T BE DRIVING IF YOU CAN'T SEE TOO WELL.
AND THEN HIS RESPONSE WAS, YOU DIDN'T SHOW YOUR PASS UNTIL I SAY, I HAD SEEN IT
[00:05:01]
AWAY.WHEN I DEPARTED CALLAHAN CALLAHAN IN FREDERICKSBURG ROAD, I CONFRONT THE OPERATOR BECAUSE OF MY PTSD AND SAID, DON'T YOU EVER CALL ME BOY AND MOON? AND HE RESPONDS WITH PEACE, LOVE AND BACON GREASE.
UH, HE MUST BE PREJUDICED AGAINST MUSLIMS OR JEWS.
AND HE WAS PROFILING ME BECAUSE OF MY LONG BEARD I HAD AT THE TIME AROUND WITH MY ACCENT.
I HAD THE VIDEO, I SHOULD FORWARD IT OVER TO SYNAGOGUE OR MOSQUE NEARBY, WHERE I LIVE IN THE FORM OF THE RABBI ABOUT US BEHAVIOR.
UM, I HAVE A COPY OF THE SIGN ORDINANCE.
I GAVE IT TO MS. PROSSER, ELDER, AND I WANTED TO GIVE YOU THIS TOO AND COPY PLEASE TO THE OPERATOR AND MAKE A COPY OF WHAT YOUR TRANSIT POLICE DEPARTMENT.
SO THIS INCIDENT SHOULD HAPPEN AGAIN.
AND IF IT DOES, THEN I HAVE PROOF THAT I ATTEMPTED TO EXERCISE ORDINARY CARE IN THIS SITUATION.
SHOULD I BE LEGALLY DETAINED OR WRONGFULLY ARRESTED OVER SUCH MATTER? I HAVE PROOF HERE JUST BY SHOWING UP TO THIS MEETING, I WILL CONTINUE ON YOUR NEXT PORTION OF THE MEETING.
THANK YOU, MR. MCCLOUD, ARE THEY ANY OTHER CITIZENS TO BE HEARD? THERE ARE NO MORE CITIZENS TO BE HEARD AT THIS TIME.
THIS IS FOR THE ATD MS. MCCLAY.
[ADT 4. Consent Agenda]
WE ARE MOVING TO ITEM FOUR, WHICH IS THE CONSENT AGENDA.I'M LOOKING FOR A MOTION TO MOVE, WHICH VICE CHAIR HAS BEEN MOVED IN PROBABLY A SECOND.
ARE THERE ANY QUESTIONS? IF NOT ALL IN FAVOR, PLEASE SAY, AYE.
ANY OPPOSED THIS THE CONSENT AGENDA IS MS. ELDER, IS THERE LEGAL BRIEFING WITH THAT MEMBERS? I'M LOOKING FOR A MOTION TO ADJOURN.
THE ATD HAS BEEN MOVED AND PROPERLY.
SECOND, ALL IN FAVOR, PLEASE SAY AYE.
AND LADIES AND GENTLEMEN, WE ARE NOW

SO MARIO HAS BEEN WITH US FOR 22 YEARS AND HAS BEEN A KEY CONTRIBUTOR TOWARD FORMULATING IDEAS TO HELP WITH THE DEPARTMENT'S DAILY TASKS.
HE PROVIDED THE CONCEPT DIMENSIONS AND TEMPLATE FOR THE 16 GALLON TRASH CAN LIDS INSTALLED ON VARIOUS ROUTES THROUGHOUT THE CITY.
AND I THINK THE BOARD PROBABLY RECALLS THAT DISCUSSION.
HE THOUGHTFULLY HIS THOUGHTFUL CONTRIBUTION HAS HELPED LIMIT THE AMOUNT OF WASTE COLLECTED AND PREVENT IT FROM BEING BLOWN FROM INSIDE THE TRASHCAN ONTO THE GROUND.
SO THANK YOU MARIO, ON BEHALF OF VIA AND ON BEHALF OF OUR CUSTOMERS, THE SAN ANTONIO BUSINESS JOURNAL RECENTLY ANNOUNCED THE 2022 HONOREES FOR THEIR 40 UNDER 40 AWARDS.
AND I'M PROUD TO SAY THAT OUR SPECIALS PROJECTS MANAGER, ARTURO HEDERA IS INCLUDED ON THAT LIST.
THESE AWARDS CELEBRATE YOUNG BUSINESS AND COMMUNITY LEADERS IN THE SAN ANTONIO AREA, ALL OF WHOM ARE THIRD 39 YEARS OR YOUNGER.
AND AREN'T JOINS A LIST OF A NUMBER OF FOLKS ON BOTH THE VIA BOARD AND AMONG VIA STAFF.
I THINK WE'LL ALL RECALL IT JUST LAST YEAR, OUR VICE CHAIR AND A TRUSTEE JAVIER PEREZ WERE BOTH ON THAT 40, UNDER 40, AND THEN OUR VICE CHAIR EMERGED AS THE MAN OF THE YEAR OFF OF THAT LIST.
SO, UH, IN ANY CASE, WE'RE VERY PROUD THAT ART HAS JOINED THE GROUP OF 40, UNDER 40.
SO WE HAVE A COUPLE OF, OF, UM, G F A O AWARDS.
SO I'M, FIRST OF ALL, PROUD TO ANNOUNCE THAT VIA HAS RECEIVED THIS CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FROM THE GOVERNMENT FINANCE OFFICERS ASSOCIATION, G F A O OH, I'M SORRY, FOR OUR COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR FISCAL YEAR 2020.

SO I WOULD LIKE TO SPECIFICALLY RECOGNIZE THE MANAGER OF OPERATING BUDGET AND PERFORMANCE REPORTING, ANDREA RIVERA AND HER TEAM.
AND OF COURSE, UH, AUDREY WORKS WITHIN THE OFFICE OF MANAGEMENT AND BUDGET UNDER KHURSHID SALAAM, UH, AND WHO WORKS FOR STEVE LAN.
SO WE HAVE A WHOLE LINE OF REALLY QUALITY PEOPLE.
CONGRATULATIONS ON YOUR RECOGNITION.
THE SECOND AWARD IS FOR OUR RETIREMENT PLAN FOR FISCAL YEAR 2020.
AND SO ACCOMPANYING THE BUDGET AWARD IS A CERTIFICATE OF RECOGNITION.
ALSO IS A CERTIFICATE OF RECOGNITION FOR BUDGET PRESENTATION, WHICH WAS AWARDED TO VAS OFFICE OF MANAGEMENT AND BUDGET HEADED BY DIRECTOR CHRIS SHE'D SALAAM.
SO WE CONGRATULATE KHURSHID AND ALL HIS STAFF MEMBERS FOR THIS NOTEWORTHY ACCOMPLISHMENT.
AND WE ALSO WANT TO GIVE, THANKS TO MARCUS PEOPLES.
WHO'S OUR VP OF HUMAN RESOURCES, KATHY SCHNITZLER THE MANAGER OF EMPLOYEE SERVICES AND BENEFITS CHARLES GUTIERREZ, WHO IS THE RETIREMENT PLAN COORDINATOR AND DANIEL RODRIGUEZ, WHO IS EMPLOYEE SERVICE SPECIALIST, WHO ARE THE PEOPLE WHO ACTUALLY ADMINISTER THE PENSION AND THEREFORE PLAYS SUCH A VITAL ROLE IN THAT ACHIEVEMENT.

AND SO WE ARE FIRST OF ALL THE PROJECT AND, AND THESE TWO FINE WOMEN CERTAINLY DESERVE RECOGNITION.
SO WE LOOK FORWARD TO AN ANNOUNCEMENT THAT WE SECURED THE AWARD, AND WE'LL BRING THAT BACK TO THE APRIL BOARD MEETING.
UH, I WOULD LIKE TO NOW, YOU KNOW, FOR THE LAST TWO YEARS TO, AND IT'S NOT NEWS TO ANYBODY, WE'VE HAD A TEAM OF PEOPLE HAVE BEEN WORKING CONSTANTLY TO KEEP OUR VIA FAMILY UPDATED ON THE LATEST REPORT OF COVID CASES WITHIN OUR AGENCY.
THIS HAS REQUIRED A LOT OF DETAILED WORK THAT HAPPENS OVER WEEKENDS HOLIDAYS, EARLY MORNINGS, LATE NIGHTS, WHENEVER, WHENEVER THE DIAGNOSIS IS REPORTED.
AND SINCE WE'RE NOW IN A LAW, AND HOPEFULLY WE WILL NEVER EMERGE FROM THE NOTE AND I AM KNOCKING ON WOOD VERY HARD.
UM, THIS IS A PERFECT TIME TO RECOGNIZE BECAUSE, YOU KNOW, DURING THE HEIGHT, IT'S HUGE AMOUNT OF WORK.
AND SO HERE WE HAVE THESE NAMES, RACHEL, AND PUTS HER NAME AT THE BOTTOM, BUT ACTUALLY RACHEL WHO'S, OUR DIRECTOR OF COMMUNICATIONS STARTED THE PROCESS, CAME UP WITH A REPORTING AND THE PROCESS FOR DOING THAT.
LORRAINE POLITO PICKED THAT UP AND SHE WAS ASSISTED BY KATHY SCHMITZER.
AGAIN, DANIEL RODRIGUEZ AGAIN, AND RALPH FLORES AND LAUREN ALLAH, VALERIE.
AND SO I'D LIKE TO JUST THANK THEM AND ALL OF YOU ON THE BOARD KNOW BECAUSE YOU GET DAILY REPORTS, IF THERE'S ANYTHING TO REPORT, UH, THANK YOU FOR YOUR, YOUR CONSISTENT EFFORTS IN KEEPING US INFORMED.
AND AS MY FINAL ANNOUNCEMENT, WE ARE GOING TO RECOGNIZE MAYOR AND FORMER TRUSTEE, IF YOU WILL, DAVID MARNE, UH, FOR HIS YEARS OF SERVICE, HE, UH, COMPLETED A SERVICE ON THE VIA BOARD OF TRUSTEES ONLY BECAUSE HE WAS TERM LIMITED.
I DON'T KNOW THAT HE WOULD HAVE CHOSEN TO NECESSARILY, HE WAS FIRST APPOINTED TO THE BOARD BY THE GREATER BEAR COUNTY COUNCIL OF CITIES IN JANUARY OF 2014, HAS CONTINUALLY SERVED VIA CUSTOMERS THROUGH JANUARY OF THIS YEAR.
HE SERVED AS BOARD SECRETARY AND HEADED UP THE AUDIT AND PLANNING COMMITTEES, AND ALSO SERVED ON THE ATAC OPERATIONAL AND IAGR COMMITTEES.
UH, I WOULD SAY FROM MY PERSPECTIVE THAT HIS GREATEST LEGACY, AND HE SHARES THIS WITH THE MEMBERS WHO WERE ON THAT BOARD WAS THE FACT THAT WE DID HAVE A SUCCESSFUL REFERENDUM IN NOVEMBER, 2020.
WE HAVE WHAT WE REFER TO AS THE ATD TO TAX IT'S A SECOND ATD TAX.
UM, AND THE FIRST TIME WE'VE INCREASED FUNDING SINCE 2004,
[00:15:01]
AND WE'VE CERTAINLY DEMONSTRATED THE NEED FOR IT.AND IT WAS ONLY THROUGH, I THINK THAT REALLY THE, UH, CONSISTENT AND CONSCIENTIOUS WORK OF THE BOARD, THAT THAT ITEM WAS PLACED ON THE AGENDA.
AND WE HAD THE OPPORTUNITY FOR A SUCCESSFUL REF REFERENDUM.
SO MAYOR MARTIN, THAT WILL BE ONE OF YOU.
YOU WILL BE UP THERE WITH THOSE THAT ARE RECOGNIZED FOR THAT ACHIEVEMENT.
AND THEN THE SECOND THING I WOULD, THIS IS JUST MORE ON MY SIDE.
UH, THE OTHER LEGACY, I BELIEVE THAT MAYOR MARNE LEAVES IS THAT IS HIS HUMOR.
AND I THINK WE ALL KNOW THAT MAYOR MARTIN HAS A GREAT SENSE OF HUMOR.
AND WHILE I WILL SAY THAT SOMETIMES, SOMETIMES MAYOR MARTIN, I WOULD LAUGH.
AND SOMETIMES I MIGHT BLUSH A LITTLE BIT, BUT YOU WERE ALWAYS A SOURCE, A SOURCE OF NOT JUST LEADERSHIP, BUT KEEPING, KEEPING THINGS LIGHT WHEN WE NEEDED TO STAY LIGHT.
AND SO SPEAKING OF STAYING LIGHT OR BEING LIGHT, YOU KNOW, I'VE BEEN EATING A LOT OF CHOCOLATE LATELY AND I CAME ACROSS A COUPLE CHOCOLATE BARS THAT WERE LIKE WILLY WONKA CHOCOLATE BARS, AND THEY HAD WITHIN THEM GOLDEN TICKETS.
AND SO OUR VICE CHAIR, AND I WOULD LIKE TO SHOW YOU THAT TWO GOLDEN TICKETS THAT WE GOT IN OUR CHOCOLATE BARS.
THESE, THESE ARE GOLDEN TICKETS THAN A TITLE, THE BEARER, I'M SORRY, I'M GOING TO JUST WANDER AROUND THE WONDROUS REWARDS AND BENEFITS OF AFFORDABLE, RELIABLE, PUBLIC TRANSIT, WHICH HE HELPED MAKE POSSIBLE THROUGH HIS SUPPORT OF, WELL, IN THIS CASE, THIS IS PATRICIA, HIS WIFE, SO THAT SHE HELPED MAKE POSSIBLE THROUGH HER SUPPORTIVE, HER HUSBAND, UH, THE ADVANCED TRANSPORTATION, A BOARD MEMBER AND THE WORK OF THEIR RESPECTIVE BOARDS THAT WAS SINCERE AND EVERLASTING THANKS FROM MYSELF AND THE ENTIRE VIA FAMILY.
UH, I WILL TELL YOU, MAYOR MARNE THAT AN ORDER TO GET THESE TWO, TWO BARS, I HAD TO EAT A LOT OF CHOCOLATE AS YOU CAN SEE.
UH, BUT IT WAS, IT WAS WELL WORTH IT.
WE WILL GET YOU SOMETHING THAT'S A LITTLE BIT MORE COMPACT FOR YOU, CARRIE, WHEN YOU RIDE THE BUS, THESE WOULD BE A LITTLE UNWIELDY, BUT WE WANT TO THANK YOU FOR, FOR YOUR YEARS OF SERVICE.
YOU HEAR ME? YES, WE CAN HEAR YOU.
CAN YOU SEE ME SO WE CAN SEE YOU IN THE BEAUTIFUL VIEW COMING TO LIVE FROM GREATER MIAMI BEACH? I JUST WANT TO SAY THANK YOU TO EVERYONE INSIDE OF STAFF.
UH, ALL THE CITIZENS THAT COME TO CITIZENS TO BE HEARD ALL OF MY FELLOW BOARD MEMBERS, ALL THE BOARD OFFICERS, UM, IT, IT, IT, IT WAS A TEAM EFFORT FOR EVERYTHING FOR THE LAST EIGHT YEARS.
AND I CAN HONESTLY SAY IT WAS THE BEST TEAM I'VE EVER WORKED WITH.
AND I JUST WANT TO THANK YOU SO VERY, VERY MUCH, AND I WILL THANK YOU EACH INDIVIDUALLY.
AND, UM, YEAH, THAT'S, THAT'S IT.
I HAVE TO GET OUT OF PLAY TO GET BACK TO TONIA RIGHT NOW, BUT THANK YOU VERY, VERY MUCH.
AND IT WAS MY HONOR AND MY PLEASURE TO SERVE ON THIS.
I KNOW THERE ARE OTHER TRUSTEES WHO HAVE COMMENTS WITH THAT TRUSTEE COMO, UH, MAYOR MIRAMAR.
AND I WANT YOU TO JUST THANK YOU ONE MORE TIME FOR YOUR SERVICE TO OUR COUNTRY, THE MILITARY SERVICE, YOUR SERVICE TO SHAVANO PARK, AND YOU'RE USE OF THE SERVICE ON THE VIDEO BOARD.
UM, I HAVE CERTAINLY ENJOYED A LOT FROM YOU APPRECIATE KNOWING YOU AND THIS APM AND, UH, UH, MR. PRESIDENT CEO AT SOME POINT COVID ALLOWS US TO DO SO.
I WANT TO HAVE WITH IN PERSON AND THANK YOU FOR FAMILIAR LAUREN FOR HIS EIGHT YEARS IN SERVICE.
AND I ECHO WHAT, UH, UH, WITH JUST OUR CHAT ABOUT YOUR HUMOR.
OFTENTIMES, UH, UH, YOU'VE SAID HUBERT TO DEFLECT SOME THINGS THAT COULD HAVE GONE THE OPPOSITE DIRECTION AND, AND, UH, I APPRECIATE EVERYTHING THAT YOU'VE DONE.
YOU KNOW, PATRICIA, WHEN SHE HAD HER, THANK YOU, TRUSTEE TRUSTEE COOPER, AND I BE ABLE TO BECOME BORED.
[00:20:02]
IT SOUNDS LIKE, AND I'LL ECHO WHAT WAS SAID BY BOTH MAYOR COOPER AND TRUSTEE COMO.I'VE LEARNED SO MUCH FROM YOU, TRUSTEE, MAREN, UM, YOU KNOW, THE HUMOR, UH, I COULDN'T AGREE MORE AROUND THE FACT THAT YOU'VE HELPED US REALLY DEFLECT FROM SOME SERIOUS CONVERSATIONS THAT COULD HAVE GONE THE WRONG WAY, BUT STAYED ON TRACK.
I APPRECIATE YOU MAKING SURE THAT I'M ALWAYS KEPT IN THE LOOP AND I'M ALWAYS BROUGHT TO THE TABLE.
UM, THERE WERE TIMES WHEN I JOINED THIS BOARD AND I WOULD CALL YOU AND JUST ASK YOU SOME DIFFICULT QUESTIONS AND YOU WILL ALWAYS ANSWER THAT CALL, BUT MORE IMPORTANTLY, BE HONEST ABOUT YOUR PARTICULAR OPINION ON WHATEVER DECISION WE WERE GETTING READY TO MAKE.
SO I JUST WANT TO LET YOU KNOW THAT WHILE YOU'RE NO LONGER GOING TO SERVE ON THIS BOARD, YOU HAVE A FRIEND IN ME FOREVER.
AND WITH THAT, UH, MR. ARNDT, DO WE HAVE ANY MORE ANNOUNCING? I HAVE NO MORE ANNOUNCEMENTS.
[3. Swearing in of the VIA Metropolitan Transit Board of Trustees and Board Officers]
NEXT ITEM IF YOU DON'T MIND.AND SO, UH, WE ARE GOING TO DO OUR SWEARING IN OF THE TWO NEW TRUSTEES AND THEN THE TWO, UH, OFFICERS, IF YOU WILL, VICE CHAIR, I CAME BROWN AND SECRETARY ATHLETE MALONE.
AND IN ORDER TO DO THAT, WE HAVE WITH US VIRTUALLY JUDGE WILLIAM CRUZ SHAW.
SO I'D LIKE TO INTRODUCE THE JUDGE.
HE'S A NATIVE OF HOUSTON, BUT FORGIVEN FOR THAT, UH, JUDGE WILLIAM H CRUISE SHAW, THE THIRD HAD, HAS A PASSION FOR HELPING PEOPLE IN HIS COMMUNITY.
THE PASSION IS REFLECTED IN HIS EDUCATIONAL, PROFESSIONAL AND PUBLIC SERVICE PURSUITS.
HE AND HER BACHELOR OF ART IN CRIMINAL JUSTICE WITH A FOCUS ON JUVENILE CORRECTIONS FROM THE UNIVERSITY OF TEXAS AT SAN ANTONIO IN 1999 AND SERVED HIS COUNTRY AS A HUMAN SECOND CLASS IN THE UNITED STATES NAVY RESERVES FROM 2003, UNTIL 2011.
HE GRADUATED FROM THIRD GRADE, THIRD GRADE MARSHALL SCHOOL OF LAW AT TEXAS SOUTHERN UNIVERSITY IN 2009.
AND WHILE IN LAW SCHOOL, HE WAS A MEMBER OF BOTH THE HISPANIC LAW STUDENT ASSOCIATION AND THE BLACK LAW STUDENT ASSOCIATION.
HE OPENED HIS OWN PRACTICE IN THE HEART OF THE EAST SIDE IN 2010, HANDLING CRIMINAL DEFENSE, REAL ESTATE, PROBATE AND PERSONAL INJURY.
HE'S ACTIVELY INVOLVED IN SAN ANTONIO, THE LEGAL AND POLITICAL COMMUNITY.
HE WAS A MEMBER OF THE ROTARY CLUB OF SAN ANTONIO.
HE SERVED AS THE CHAIR OF THE SAN ANTONIO ZONING COMMISSION, AS WELL AS HE WAS FORMERLY THE CHAIR OF SAN ANTONIO FOR GROWTH ON THE EAST SIDE OR SAGE.
HE PREVIOUSLY SERVED AS VICE PRESIDENT OF THE SAN ANTONIO BLACK LAWYERS ASSOCIATION.
AND HE'S ALSO A MEMBER OF THE SAN ANTONIO BAR ASSOCIATION.
AND HE STILL HAS TIME TO DO HIS DAY JOB.
JUDGE SHAW WAS ELECTED TO CITY COUNCIL IN JUNE OF 2017.
IN JANUARY OF 2019, HE WAS APPOINTED AND CURRENTLY SERVES AS THE ASSOCIATE JUDGE IN THE 436TH DISTRICT COURT IN BEAR COUNTY.
HE IS MARRIED TO MICHELLE SHAW AND THEY HAVE A BEAUTIFUL DAUGHTER COOPER.
HE'S ALSO AN ACTIVE PARISHIONER AT HOLY REDEEMER CATHOLIC CHURCH.
AND SO I'M GOING TO TURN THE PROGRAM OVER TO HIS HONOR.
IT'S ALWAYS CLOSE, MAN, ALWAYS CREWS.
WE CAN GO AHEAD AND THANK YOU ALL FOR ALLOWING ME TO BE HERE AND LIVE.
THIS PRIVILEGE IS LIMITED MEMBERS, TRUSTEES, AND BOARD OFFICERS TO THE LEO BOARD.
SO LET'S GET STARTED FIRST OF ALL, DO THE BOARD, THE MEMBERS OF THE BOARD, WHICH IS MR. KEVIN WOLF.
AND I ENDED GONZALES OR COMBO.
PLEASE RAISE YOUR RIGHT HAND AND REPEAT AFTER ME, I STATE YOUR NAME.
I KEVIN WOLF DO SOLEMNLY SWEAR, DO SOLEMNLY SWEAR THAT I WILL PAY FOR IT, EXECUTE THE DUTIES OF THE OFFICE OF METROPOLITAN TRANSIT.
METROPOLITAN TRANSIT AS A TRUSTEE IN THE STATE OF TEXAS AS A DO THE BEST OF MY ABILITY PRESERVE OR TO PRESERVE, PROTECT, AND DEFEND THE CONSTITUTION, PROTECT AND DEFEND AND THE LAWS OF UNITED STATES.
SO HELP ME GUIDE AND BLOGS TO HELP BOARD MEMBERS.
THANK YOU FOR YOUR COOPERATION AND YOUR SERVICE.
I FEEL LIKE YOU'VE GOT TO ENJOY THE MILITARY NOW NEXT WEEK, BUDDY OF MINE, A BOARD VICE CHAIR, MR. KIM BROWN, CAN YOU PLEASE RAISE YOUR RIGHT HAND, SIR? YES, SIR.
[00:25:01]
I AQUIN BROWN DO SOLEMNLY SWEAR.YOU SOLEMNLY SWEAR THAT I WILL FAITHFULLY EXECUTE THE, THAT I WOULD FAITHFULLY EXECUTE THE DUTIES OF THE OFFICE OF THE VICE CHAIR, OF THE OFFICE, OF THE VICE CHAIR, OF THE METROPOLITAN TRANSIT BOARD OF TRUSTEES, OF THE VIA METROPOLITAN TRANSIT BOARD OF TRUSTEES IN THE STATE OF TEXAS IN THE STATE OF TEXAS, AND WILL DO THE BEST OF MY ABILITY AND WILL DO THE BEST OF MY ABILITY TO PRESERVE, PROTECT, AND DEFEND, TO PRESERVE, PROTECT, AND DEFEND THE CONSTITUTION AND THE LAWS OF THE UNITED STATES CONSTITUTION AND THE LAWS OF THE UNITED STATES, THIS STATE.
AND THAT'S WHAT HAPPENED? THAT'S THE THEME ALONE.
CAN YOU RAISE YOUR RIGHT HAND? OKAY.
I ASKED HIM ALONE TO SOLEMNLY SWEAR.
YOU SOLEMNLY SWEAR THAT I WILL FAITHFULLY EXECUTE THE DUTIES THAT I WILL FAITHFULLY EXECUTE THE DUTIES OF THE OFFICE OF SECRETARY, OF VM, OF THE OFFICE OF SECRETARY, OF METROPOLITAN TRANSIT BOARD OF TRUSTEES, TRUSTEES IN THE STATE OF TEXAS IN THE STATE OF TEXAS.
AND WE'LL DO THE BEST OF MY ABILITY AND WE'LL DO THE BEST OF MY ABILITY TO PRESERVE, PROTECT, AND DEFEND, TO PRESERVE, PROTECT, AND DEFEND THE CONSTITUTION AND THE LAWS OF THE UNITED STATES AND DEFEND THE LAWS OF THE UNITED STATES AND OF THIS STATE AND OF THIS STATE.
CONGRATULATIONS, MS. MALONE, KEEP DOING GREAT WORK COMMUNITIES.
I ALWAYS SAY I HAVE A, ALMOST AN EMBARRASSMENT OF RICHES IN THE QUALITY OF THE BOARD THAT WE HAVE HERE.
AND I THANK YOU FOR HELPING US WHERE SWEAR IN OUR NEWEST TRUSTEES AND OUR OFFICERS FOR THE YEAR.
AND I'VE GOT THOSE OLD PICTURES FROM, BUT KEEPING IT, MAYBE LOOK YOUNG, BUT Y'ALL TAKE CARE.
YOU KNOW, I WAS GOING TO ASK YOU ABOUT THAT JUDGE SHOP BEFORE YOU LEAVE THAT PICTURE ON THE LEFT, BUT WE'LL TALK ABOUT IT LATER.
UM, I JUST WANTED TO ONE CONGRATULATE THOSE NEW TRUSTEES, BOTH TRUSTEE WOLF AND TRUSTEE GONZALEZ.
UM, CONGRATULATIONS TO SECRETARY MALONE.
YOU'VE BEEN SERVING ALONGSIDE WITH ME.
I'M JUST SO HAPPY THAT WE CAN CONTINUE TO SERVE, BUT JUDGE SHAW, IT MEANS A LOT TO BE, UH, SWORN IN BY YOU.
I JUST WANT TO STATE THAT WHEN I HEARD THAT YOU WERE SWEARING ME IN THIS AFTERNOON, UM, I BLAMED WITH PRIDE.
AND I'M HAPPY THAT YOU WERE PRESENT TODAY.
AND KEEP DOING GREAT WORK FOR THE CITY OF SAN ANTONIO, THE BANK WE'LL DO.
[4. Citizens to be Heard]
WILL MOVE TO CITIZENS TO BE HEARD.WE WILL ADDRESS CITIZENS TO BE HEARD, HAVE ANY CITIZENS REGISTERED TO SPEAK VICE CHAIR BROWN.
WE HAVE THREE SPEAKERS, UH, CITIZENS TO BE HEARD TODAY.
FIRST IS ONE A MAYA GOOD EVENING.
BE ABLE TO TRUST STEVE VICE-CHAIR MR. BROWN.
UH, FIRST OF ALL, I WANT TO SAY CONGRATULATIONS ON THOSE TRUSTEES ON SOLIDS AND WHOA, CONGRATULATIONS.
CONGRATULATIONS TO MALONE THE SECRETARY.
UM, THE REASON THAT I'M HERE FOR THOSE THAT KNOW, UM, MY NAME IS ONE OF MAYA.
I'M THE PRESIDENT OF, UH, THE HOURLY EMPLOYEE HERE AT VIA UNION PRESIDENT.
UH, THE REASON THAT I'M HERE IS BECAUSE WE HAVE A POLICY OF AFTER SOMEBODY RETIRES, THEY HAVE THE OPTION OF COMING BACK AS PART-TIME RETIREES.
UM, THE REASON IS BECAUSE WE HAVE ABOUT 11 OF THEM, 11 OF THEM, WE HAVE ACTUALLY 16, FIVE OF THEM WERE GRANDFATHER ON THE OLD POLICY.
WE HAD, 11 OF THEM WERE NOT THOSE 11 THAT COME IN HERE TO COME TO WORK EVERYDAY, VERY RELIABLE OPERATORS.
THEY COME AND DO THEIR SERVICE TO THE COMMUNITY.
[00:30:01]
SPIKE WHEN THEY RETIRED, THEY DECIDED TO COME BACK.THE REASON THAT I'M HERE IS BECAUSE THIS GUY WOULD GET ONLY A CERTAIN AMOUNT PER HOUR AND THERE THEY DO NOT FALL UNDER OUR WORKING AGREEMENT.
BASICALLY WHEN THEY GET HIRED, THEY HIRED A $21 AN HOUR COMING BACK.
SO THE LAST INCREASE THEY GOT WAS ABOUT FIVE YEARS AGO IN 2016.
SO I AM ASKING THE VIA BOARD OF TRUSTEES, IF THERE'S A POSSIBILITY TO DO A WAGE INCREASE ON THESE 11 OPERATORS, IT'S ONLY 11 OPERATORS.
AND I THINK THAT WOULD HELP OUT.
WE ARE TRYING TO KEEP OUR WORKFORCE.
WE ARE TRYING TO RETAIN WHAT WE HAVE, THE PEOPLE THAT WE'RE HIRING NOWADAYS.
WE COME HERE AND THEY'RE VERY STRESSFUL.
UH, SO I AM ASKING IF THERE'S A POSSIBILITY TO BE ABLE TO DO THIS BECAUSE IT'S NOT ON OUR WORKING AGREEMENT.
THANK YOU FOR EVERYTHING MCCLOUD.
UM, ACTUALLY MR. MARTIN LEFT OUT A LIGHT BULB AND HIS, UM, FOR THE, UH, CORPORATE GARCIA EXPRESS NAME JUST WANTED TO POINT THAT OUT.
UM, ALSO, UM, CONTINUING ON TO MY PREVIOUS STATEMENT, OR MAYBE YOU'RE A BUS OPERATOR, CONSERVATIVE WHITE MALES THAT EXPECT ACCOUNTABLE GOVERNMENT.
AND I WANT TO KNOW WHY MR. SHY IS THEN AVAILABLE ON A DATE.
I NEED A PUBLIC INFORMATION EMAIL TO ME RIGHT BEFORE THE MEETING.
I BET IF I WAS WITH HIM MAKING NEWS SAN ANTONIO REPORT OR THE CONSPIRACY THEORY EXPRESS NEWS, YOU WOULD FIND A WAY TO INSTANTLY PROVIDE ME THAT INFORMATION.
I WONDER IF THE OPERATOR'S RELATED TO ONE OF THE CANDIDATES SIGNS THAT I HAD TAKEN DOWN AS AUTHORIZED TO DO.
SO IN THAT CHAPTER, 28 OF THE CITY OF SAN ANTONIO SIGN CODE, IT LOOKS LIKE WE AREN'T GOING TO KNOW RIGHT AWAY, BECAUSE HE DOES NOT WANT TO BE TRANSPARENT IN THAT DEPARTMENT.
OR MAYBE LIKE JUSTIN PAULINE WOULD SAY, THEY'RE WRITING MY LETTER TO THE ATTORNEY GENERAL WANTING TO WITHHOLD PUBLIC INFORMATION NOW ON TO SERVICE CHANGES WITH ONLY ONE DAY.
NOTICE IF NOT ONE WEEK NOTICE IF YOU'RE FORTUNATE ENOUGH TO SEE ADVERTISEMENT OR ONE OF YOUR BUSES IN THE CORRECT LANGUAGE, STARTING FEBRUARY 21ST SERVICE CHANGES WILL BE IN EFFECT FOR VARIOUS ROUTES TO ADDRESS RIDERSHIP DEMAND AND STAFFING LEVELS ON WHAT IS LIKE SIX OF YOUR BUS ROUTES.
SO LET'S CHANGE THE SERVICE CHANGES TO NOT COME BEFORE THE BOARD, NOR WERE THEY PUBLISHED IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT CHAPTER 5, 5, 1 OF THE TEXAS LOCAL GOVERNMENT CODE.
THEY WERE JUST SWEPT UNDER THE RUG AND CAUGHT MINI BUS RIDERS BY SURPRISE TAKE 5 34.
FOR INSTANCE, YOU HAVE A MINUTE, ONE MINUTE TO JUMP ON THIS SIX, 18.
THAT IS IF THE BUS IS ON TIME IN WHICH IT NEVER IS POOR PLANNING, OR IF YOU NEED, IT MUST BE SOMEWHERE BY NOON.
CAN'T DO THAT ANYMORE WITHOUT HAVING TO PICK YOUR NOSE AT THE ENGLISH TRANSIT CENTER FOR 30 MINUTES AS THESE ARE YOUR OPTIONS FROM THE MEDICAL TRANSIT CENTER, 10 O'CLOCK, 10 20 11 O'CLOCK AS THE 10 41 WAS REMOVED FROM THE ROUTE.
AGAIN, POOR PLANNING WHO'S EVER, I DID THIS.
I WOULD FIRE THEM ON THE SPOT FASTER THAN DONALD TRUMP ON THE APPRENTICE.
THE BUS DRIVERS NEED TO BE CONTACTED CONTRACTED OUT BECAUSE SOME OF THESE OPERATORS REUTERS WILL CONTINUE FURTHER AND THEY'LL BECOME A WHOLE LOT WORSE.
KEEPING YOUR, KEEPING YOUR TRANSIT OPERATIONS IN HOUSE.
UM, YOU MIGHT WANT TO TAKE DOWN THAT ADVERTISEMENT.
IT'S SO EASY TO TAKE THE BUS CAUSE IT'S DECEPTIVE AND MISLEADING, ESPECIALLY WHEN YOU HAVE SOME OF YOUR OPERATORS TRYING TO PORTS, PATRONS BY HOLDING THEM HOSTAGE, NOT OPENING THE FRONT DOOR AT ALL, ARGUING WITH THEM AND YELLING AT YOUTH THE BACK DOOR, ALONG WITH CAN'T YOU READ.
SO YOU HAVE TO SERVE LEARNING DISABILITIES ALL OF A SUDDEN.
IT SEEMED LIKE IT WITH THE, WHEN THEY DO THAT, UM, I MOVED TO REPLACE THAT WITH THE MORE CORRECT TERM IS SO DAMAGED BECAUSE THEY WENT IN UPPER MANAGEMENT, UH, PLANTS TO RIDE THE BUS.
[00:35:22]
GOOD EVENING.I'M A USER OF BOTH VIA TRANS AND IN THE BUS WITH MAINLINE BUS.
FIRST OF ALL, I WANT TO THANK THE BOARD FOR GIVING THE PUBLIC OPPORTUNITIES TO SPEAK AS CITIZENS TO BE HEARD PRIOR TO COMING HERE TODAY, I HAVE SPOKEN ON A VIRTUAL WAY, UH, TO ADDRESS SOME MATTERS, BUT TODAY I'VE CHOSEN TO COME IN AND SPEAK IN PERSON.
I DIDN'T WANT YOU TO FORGET MY FACE, BUT IN ALL SERIOUSNESS, I'M COMING, ASKING VIA HIS ASSISTANCE IN HELPING THE KIRBY CITY COUNCIL INSTALL AN ACCESSIBLE PLATFORM AT A BUS STOP THAT IS CURRENTLY IN OPERATION.
I THINK I KNOW HAS BEEN IN PLACE BEFORE COVID AND JUST BEFORE COVID HIT IN WHAT? MARCH OF 2020, I HAD ASKED THE KIRBY CITY COUNCIL TO INSTALL AN ACCESSIBLE PLATFORM.
SUBSEQUENTLY I'VE CALLED AT LEAST TWICE ON VIAS, UM, COMPLAINT, COMMENT LINE, LETTING THEM KNOW ABOUT THE EXISTENCE OF THE BUS STOP AND ASKING THAT THERE BE AN ACCESSIBLE PLATFORM PUT THERE.
I'M SPECIFICALLY TALKING ABOUT THE BUS STOP AT CHARLES CONRAD AND OLSA GAME.
THE BUS STOP IS BUS NUMBER 9 9 4 3 9.
IT IS A BUS THAT GOES OUT OF CARIBBEAN INTO DOWNTOWN, PRIOR TO COBALT, UM, COVERT THE PANDEMIC, STARTING HITTING THIS NATION.
SOMEONE FROM VIA IN THE MAIN LINE SECTION, TALKED WITH THE CITY MANAGER AT KIRBY AND INDICATED THAT THIS MATTER OF INSTALLING THE ACCESSIBLE PLATFORM AT THAT BUS STOP AT CHARLES CONNOR HAD NO GAIN WOULD BE ADDRESSED AT THE NEXT FISCAL YEAR.
MY QUESTION IS WHICH FISCAL YEAR WAS THAT STAFF REFERRING TO? BECAUSE THE MATTER HAS NOT BEEN ADDRESSED HAS NOT BEEN PICKED UP AGAIN SINCE COVID HIT NOW ON THE 10TH OF FEBRUARY, THEY KIRBY CITY COUNCIL MET AND HAD THE ITEM ON THE AGENDA AND THE COUNCIL AGREED.
THEY KNOW HOW IMPORTANT IT IS TO HAVE THIS PLATFORM.
I'VE SPOKEN TO THE MATTER SEVERAL, THE COUNCIL HAS AGREED TO HAVE IT INSTALLED, BUT IN ALL HONESTY, THE CITY OF KIRBY CANNOT REALLY AFFORD IT BECAUSE THE MANAGER ADMITTED, WE REALLY CAN'T AFFORD IT, BUT WE KNOW HOW IMPORTANT IT IS TO HAVE THAT PLATFORM.
I'M ASKING BIA TO LOCATE THAT STAFF PERSON THAT SPOKE TO THE CITY MANAGER OR CALL THE CITY MANAGER AND HAVE THIS ISSUE, BUT BROUGHT TO THE FOREFRONT AND ADDRESSED.
THANK YOU, MS. NEEDS TO KEEP ITS WORK.
[5. Consent Agenda]
NOW MOVE TO OUR CONSENT AGENDA.SECOND TO APPROVE THE CONSENT AGENDA AS READ ALL IN FAVOR, PLEASE SAY, AYE, AYE.
ANY OPPOSED, SAY NAME? THE CONSENT AGENDA IS APPROVED.
[6. Customer Experience Surveys from Fall 2021]
NUMBER SIX, WHICH IS OUR CUSTOMER EXPERIENCE SURVEY FROM FALL 2021.[00:40:01]
REQUIRES NO ACTION IS FOR INFORMATION AND DISCUSSION ONLY.IF WE COULD GET THE PRESENTATION PULLED UP MEMBERS OF THE BOARD LAST WEEK, WE DID PRESENT AT THE WORK SESSION IN WITH DETAILED PRESENTATION OF HOW CONSULTANTS FROM TRANS PRO WITH US.
FOR TONIGHT, WE ARE GOING TO DO A RATHER CONDENSED VERSION OF THE PRESENTATION FOCUSING ON REALLY THE HIGHLIGHTS THAT WE TO REALLY STRESS OUT TO THE COMMUNITY.
AND IF WE CAN GO TO THE NEXT SLIDE.
SO THERE ARE TWO SURVEYS WE'RE GOING TO COVER IN THIS AGENDA ITEM.
THE FIRST IS TALKING ABOUT OUR FIXED ROUTE, OUR BUS SERVICE.
IT WAS AN IN-PERSON SURVEY DONE IN LATE NOVEMBER, EARLY DECEMBER OF 2021.
WE DID A RANDOM SAMPLING OF EVERY FOURTH CUSTOMER THAT BOARDED THE VEHICLE TO ENSURE WE HAVE THAT RANDOM AND PROPORTIONAL SAMPLE THROUGHOUT THE SERVICE AREA IN THE SYSTEM WITH 544 SURVEYS COMPLETED, WHICH GIVES US A STATISTICALLY VALID MODEL, A HIGH CONFIDENCE THAT 95% AND A LARGER BARRIER 4.76% CUSTOMERS ARE GIVEN A FREE ONE DAY PASS AS AN INCENTIVE FOR COMPLETING THE SURVEY.
AND GIVEN THAT AT THE END OF THE SURVEY ITSELF, WE CAN GO TO THE NEXT SIDE.
SO WHAT WERE THE KEY TAKEAWAYS? WE CAN MOVE TO THE NEXT SIDE IN OUR FIXED ON THE BUS SURVEY FROM NOVEMBER AND DECEMBER, WHERE THE NINE OUT OF 10 CUSTOMERS TOLD US THEY WERE SATISFIED WITH OUR SERVICE.
36% SAID THEY BELIEVE IN THE LAST YEAR, SERVICE HAS GOTTEN BETTER.
THEY CAN, SERVICE HAS GOTTEN BETTER.
WE'VE SEEN INCREASED APPRECIATION, POSITIVITY RATES ON WHAT CUSTOMERS ARE MOST SATISFIED WITH WHEN IT COMES TO THE VIA SERVICES, INCLUDING THE VALUE WE BRING TO THE COMMUNITY BUSES OPERATING ON THE DAYS THAT THE CUSTOMER NEEDS THEM TO OPERATE, BUT POSITIVE INTERACTIONS WITH OUR REPRESENTATIVES AT TICKET WINDOWS VIA TAKING THEM PLACES THEY NEED TO GO.
AND THE SAFETY ONBOARD THE VEHICLE, ALL OF THOSE ARE IN EXCESS OF 90% POSITIVE FROM OUR CUSTOMER INTERACTION.
CUSTOMERS ALSO TOLD US FOR THE SECOND WAY, YOU'RE GOING TO DO THAT.
THE MOST IMPORTANT ELEMENTS OF SERVICE TO THAT COMMUNITY.
IT'S OUR COMMUNITY SERVICE FREQUENCY HOURS OF OPERATION AND OVERALL TRAVEL TIME.
THAT WAS THE SAME WE SAW IN OUR GYM SURVEY AS WELL.
WE CAN GO TO THE NEXT SLIDE STARTING IN THE JUNE SURVEY.
WE ALSO STARTED ASKING A NET PROMOTER STORE.
WE WENT INTO A LOT OF DETAIL ABOUT THIS LAST WEEK, SO I'M NOT GOING TO DWELL ON IT TOO MUCH, BUT IT'S GOING TO PUT OUT THAT THE NET PROMOTER SCORE AGAIN, THERE'S BEEN THAT NEW TRANSIT USES THE INDUSTRIES ACROSS THE COUNTRY, ACROSS THE GLOBE.
AND IT ALLOWS YOU TO DETERMINE YOUR OVERALL POSITIVE RATIO OF DETRACTORS AND PROMOTERS ANSWERING THE SIMPLE QUESTION.
HOW LIKELY WOULD YOU BE TO RECOMMEND WRITING VIA TO A FRIEND OR NEIGHBOR ON A SCALE OF ZERO TO 10? WE CAN GO TO THE NEXT SLIDE AS WE WENT THROUGH LAST WEEK, DEPENDING UPON THE INDUSTRY, YOU MAY HAVE A WILDLY DIFFERENT NET PROMOTER SCORE.
FOR EXAMPLE, INTERNET SERVICE PROVIDERS TRADITIONALLY HAVE HAD A NPS SCORE OF A POSITIVE FIVE.
OUR PEERS ACROSS THE INDUSTRY, ACROSS THE COUNTRY FOR TRANSIT AGENCIES HAVE A AVERAGE NET PROMOTER SCORE OF 37%.
COSTCO IS IN THE HIGH SEVENTIES OVER THE NEXT SIDE AND VIAS NET PROMOTER SCORE FOR THE NOVEMBER AND DECEMBER ACTUALLY CAME AT A 65.
SO IT IS AN INDUSTRY LEADING NET PROMOTER SCORE.
IT IS HIGHER THAN WHAT WE SAW LAST JUNE.
AND WE'LL CONTINUE TO MONITOR THIS, BUT WE'RE ALSO LOOKING AT HOW STABLE THAT RANKING IS AND HOW STABLE ARE SPLIT BETWEEN THE TRACTORS PROMOTERS AND THOSE INDIVIDUALS WHO MAY BE JUST IN THE MIDDLE OF THE ROAD, OR WHEN WE LOOKED AT OUR NEXT SURVEY RATINGS AND GO TO THE NEXT SLIDE.
ONE OF THE ASPECTS WE DO ALSO ASK OUTSIDE OF DEMOGRAPHIC INFORMATION AND SPECIFIC QUESTIONS THAT WE USE TO BENCHMARK OUR PERFORMANCE AGAINST OUR INDUSTRY.
PEERS WAS ALSO ASKING OUR CUSTOMERS TO RANK WHAT ARE THE TOP THREE MOST IMPORTANT ELEMENTS OF SERVICE ON THEIR RIDING OUR BUS SYSTEM.
BUT THIS DOES NOT MEAN THAT THIS IS A NEGATIVE FACTOR, BUT IT'S WHAT THEY PLACED IN US TO BUY YOU.
THEN WE CAN CLICK TO THE NEXT SIDE AS WELL ON THIS.
AND WE'VE SEEN FAIRLY STABLE REPORTING BETWEEN JUNE OF LAST YEAR, WHICH IS IN THE LIGHT PINK ON THE SCREEN.
AND THEN THE DARK RED, WHICH IS NOVEMBER, DECEMBER OF 2021.
AGAIN, THE SAME TOP THREE ITEMS HAVE COME UP AS SIGNIFICANT FOR OUR CUSTOMERS, FREQUENCY OF SERVICE,
[00:45:01]
HOURS OF OPERATION AND OVERALL TRAVEL TIME ONBOARD THE VEHICLES.WE CAN GO TO THE NEXT SIDE, INTO OUR, BE A TRANS SERVICE REPORT.
THIS WAS THE FIRST SURVEY WE'VE DONE WITH TRANSPORT FOR VIA TRANS.
THIS WAS DONE AS A PHONE SURVEY.
SOME OF THEM WERE 16TH THROUGH THE 24TH, THE PREY 21.
IT WAS BASED ON A RANDOM SAMPLE, TAKEN UP VIA TRAINS CUSTOMERS WHO HAD MADE AT LEAST ONE TRIP AND THE PREVIOUS SIX NOTES.
AGAIN, SOME OF OUR FIXED ROUTE SERVER.
WE DO HAVE A 95% COMPETENCE LEVEL FOR THESE FINDINGS.
THEY HAVE 358 SURVEYS COMPLETED, BOTH IN ENGLISH AND SPANISH AND CUSTOMERS WERE GIVEN A FREE ROUND TRIP ON VIA TRANS AS AN INCENTIVE FOR COMPLETING THE SURVEY.
PLEASE SUMMARIZE WHAT WE SAW ON SPROUT ARE VIA TRENDS, RESULTS, FAIRLY POSITIVE, WHERE THE NINE OUT OF 10 CUSTOMERS ARE SATISFIED WITH THEIR SERVICE.
CUSTOMERS DID TELL US THAT THEY USE VIA TRAINS TO GO TO MEDICAL APPOINTMENTS, WHICH IS A HIGHER PERCENTAGE THAN YOU WOULD SEE ACROSS THE INDUSTRY.
AND THE TRANS CUSTOMERS ARE MOST SATISFIED WITH VIA TRENDS, TAKING THEM TO PLACES THEY NEED TO GO.
THE WHEELCHAIR LIFTS WORKING PROPERLY, WHICH OF COURSE, AS THE BOARD, THEY RECALL WE'VE MADE A CONCERTED EFFORT LAST YEAR TO REPLACE THE VIA TRANS FLEET, THE SAFETY WIDE SAFETY WIDEN AND BOARDING THE VEHICLE VEHICLE COMPONENTS AND THE VALUE THAT VIA IS BRINGS FOR THE COST TO PROVIDE.
SO OUR FAIR VALUE IS STILL VIEWED AS A POSITIVE COST, BUT SOME ARE FIXED UP THE TIMELESS ELEMENT.
MOST IMPORTANT ELEMENT OF SERVICE, EXCUSE ME, IS TROUBLED TIME.
AND OF COURSE, ENSURING THAT OUR DRIVERS CONTINUE TO BE HELPFUL IN FULLY ON THE VIA TRAIN SERVICE.
WE TO THE NEXT SLIDE, SIMILAR TO WHAT WE SAW ON OUR FIXED ROUTE, WE DID ALSO ASK THE NET PROMOTER SCORE FOR VIA A TRANCE.
AND WE DO COMPARE THAT WITH THE NET PROMOTER SCORE OF OTHER PARA TRANSIT SYSTEMS ACROSS THE COUNTRY, FAIR TRANSIT TENDS TO SCORE A HIGHER POSITIVITY RATE WHEN IT COMES TO NPS.
BUT AS OUR CONSULTANTS EXPLAINED LAST WEEK, WHILE THEY'VE NEVER SEEN NPS ON THE FIXED ROUTE SIDE IN THE SIXTIES, THEY'VE ALSO NEVER SEEN AN NPS ON THE PARATRANSIT SIDE, START OFF AT AN 82% POSITIVE.
SO THIS IS AGAIN AN INDUSTRY NATIONAL READING NPS SCORE FOR THE SERVICES THAT OUR CREWS PUT OUT EACH DAY ACROSS THE COMMUNITY.
AND IT IS SIGNIFICANTLY HIGHER THAN WHAT WE SEE ACROSS THE INDUSTRY AS A WHOLE.
IF YOU GO TO THE NEXT SLIDE AGAIN, JUST TO HIGHLIGHT BRIEFLY THE CUSTOMER INFLUENCE FACTORS, NEXT SLIDE, PLEASE.
WE DID ASK OUR BIA TRANSPLANTS TO GIVE US THE TWO MOST IMPORTANT ELEMENTS OF SERVICE FOR BE A TRENDS WE COULD ARGUABLY SAY THEY'RE THE TOP THREE, BUT TRAVEL TONE COMING IN.
FIRST DRIVERS BEING FRIENDLY AND HELPFUL.
SECOND AT ANOTHER POSTER DEAL OF WELFARE PRICE.
AGAIN, AS I MENTIONED ON FIXED ROUTES, THIS DOES NOT NECESSARILY KIND OF TAKE THAT AT THE CONSULT OR NEGATIVE ASPECTS, BUT IT IS WHAT HELPS DRIVE THE SATISFACTION OF WALL FOR THE CONSUMER AND GO TO THE NEXT SLIDE.
SO THE NEXT STEP SAYS WE BOOKED IN LAST WEEK.
UH, WE ARE PREPARING TO GO OUT FOR EACH COMMUNITY VALUE SERVING TO ADD A THIRD LEG TO OUR DATA INSIGHT AND OVERALL PROGRAM AND ARE LOOKING TO BRING LATER THIS YEAR, THE SUMMER, UH, TO THE BOARD AT PROPOSED CUSTOMER AND COMMUNITY ACCEPT SCORECARD, INTEGRATE THE PERCEPTION AND FINDINGS WE'VE HEARD FROM OUR FIXED ROUTE, OR BE A TRANS WRITERS, BUT COMMUNITY AND AN ACTUAL PERFORMANCE DATA FROM THE AGENCY.
SO WE CAN START REPORTING THAT BACK OUT TO THE COMMUNITY WITH THAT.
MR. VICE CHAIRMAN, GLAD TO TAKE ANY QUESTIONS YOU HAVE.
ARE THERE ANY QUESTIONS OR DISCUSSION? I KNOW TRUSTEE COMO HAS HIS HAND RAISED.
IT'S A COMMENT, UH, AGREED TO DISH CONGRATULATE ALL OF THE OPERATORS, MECHANICS, MINISTRY, AND EVERYBODY WHO ON THE TEAM WHO IS RESPONSIBLE FOR THESE INCREDIBLE NUMBERS.
AND LET'S JUST KEEP IT UP AND FIND OUT IF THERE'S A WAY WE CAN EVEN IMPROVE THEM.
THANK YOU, TRUSTEE COMO, ANY OTHER QUESTIONS OR COMMENTS FOR DISCUSSION? WELL, GREAT.
YOU KNOW, I JUST REALLY WANT TO ECHO WHAT WAS SAID BY TRUSTEE COMO.
I AM BEYOND PROUD OF THE VIA STAFF, THE ENTIRE TEAM, THE EXECUTIVE LEADERSHIP TEAM, OUR OPERATORS THAT MAKE SURE THAT THE SYSTEM, UM, WELL, QUITE FRANKLY, KEEP SAN ANTONIO MOVING, UM, PUN INTENDED EVERY DAY.
UH, BUT TO HAVE SUCH A HIGH NPS
[00:50:01]
SCORE, I JUST COULD NOT TELL YOU HOW PROUD I KNOW NOT ONLY MYSELF, BUT EVERY MEMBER OF THIS BOARD IS, UM, YOU KNOW, I'VE RECEIVED A TEXT OR TWO FROM A FEW BOARD MEMBERS WHO JUST SAID, LOOK, INSTEAD OF US ALL ECHOING THOSE SENTIMENTS, WOULD YOU JUST SAY IT ON BEHALF OF THE BOARD? AND I WAS GOING TO DO IT, UM, REGARDLESS OF THOSE TEXTS, BUT THOSE TEXTS JUST PUSHED ME TO DO IT EVEN MORE.I WANT TO SEND A GENUINE THANK YOU TO EACH AND EVERY EMPLOYEE, A PART OF THIS VIA TEAM FOR ALL THE HARD WORK THAT YOU DO EVERY SINGLE DAY TO NOT ONLY MAKE US THE BOARD MEMBERS LOOK GOOD, BUT TO KEEP SAN ANTONIO MOVING.
AND WITH THAT, IF THERE ARE NO OTHER COMMENTS OR CONCERNS AND BOARD MEMBERS, YOU ARE MORE THAN WELCOME TO JUMP IN AND MAKE A COMMENT, IF YOU WOULD LIKE, I'LL LEAVE THAT OPEN TO YOU ALL, IF YOU WOULD LIKE TO ECHO ANY SENTIMENTS SHARED, ALL RIGHT, WE'LL KEEP IT MOVING.
SO WITH THAT, UH, WE DO HAVE ITEM
[7. May 2022 Service Changes]
NUMBER SEVEN AS OUR NEXT ITEM, WHICH IS THE MAY 22, UH, SERVICE CHANGES.AND MS. D AS WELLS TRUSTEES, THIS IS AN ITEM, UH, FOR INFORMATION AND DISCUSSION ONLY NO ACTION NEEDED MR. VICE CHAIR AND MEMBERS OF THE BOARD.
SO I BE AT SMELLS AND THE MANAGER OF SERVICE PLANNING TONIGHT TO PRESENT AS INFORMATION AND FOR DISCUSSION SERVICE CHANGES PROPOSED FOR MAY, 2022 CO PRESENTING IS DR.
LEE, ROY ALLEN, CHIEF GOVERNMENT AND EXTERNAL AFFAIRS OFFICER.
HE WILL SHARE WITH YOU PUBLIC ENGAGEMENT PLAN FOR THE PROPOSED CHANGES AT THE END OF THIS PRESENTATION.
IT'S SOME QUICK BACKGROUND, AN EMERGENCY SERVICE CHANGE WAS PLANNED AS A TEMPORARY MEASURE TO ADDRESS THE SHORTAGE OF BUS OPERATORS.
THIS SERVICE CHANGE BEGAN YESTERDAY.
THIS PLAN FREED UP 42 BUS OPERATORS SO WE CAN MAINTAIN RELIABLE SERVICE FOR OUR CUSTOMERS.
SOONEST, THE QUICKEST APPROACH WAS TO CANCEL SELECT TRIPS, WHICH RESULTED IN INCONSISTENT FREQUENCIES.
SO THESE SERVICE CHANGES THE MAIN SERVICE CHANGES, OH, I'M SORRY.
THE FEBRUARY SERVICE CHARGES SHOULD BE VIEWED AS A TEMPORARY MEASURE UNTIL WE CAN IMPLEMENT THE MACER WAS CHANGES, WHICH IS WHAT WE'RE PROPOSING TO YOU TODAY.
SO NEXT SLIDE, THIS IS THE MAY 22.
UH, TODAY WE ARE PRESENTING THE INFORMATION AS INFO AND DISCUSSION.
WE PLAN TO ASK FOR APPROVAL TO IMPLEMENT THESE PROPOSED SERVICE CHANGES IN MARCH, UM, AND THEY WILL BE IMPLEMENTED OR PLAN FOR IMPLEMENTATION IN MAY 16TH, 2022.
THE PUBLIC ENGAGEMENT, CONTINUING TO COLLECT COMMENTS FROM THE PUBLIC IS PLANNED BETWEEN FEBRUARY 23RD AND MARCH 10TH.
ALLEYWAY WILL PROVIDE A MUCH MORE DETAILED PLAN, UH, LATER IN THIS PRESENTATION.
AND THEN, UH, AFTER THE BOARD HAS APPROVED THE SERVICE CHANGES, OUR CUSTOMER SUPPORT TEAM WILL EDUCATE THE PUBLIC ABOUT THE SERVICE CHANGES PRECEDING THAT EFFECTIVE DATE OF ME 10TH.
I HAVE A LOT OF DATES IN FRONT OF ME.
SO THIS SLIDE IS A SUMMARY OF ALL PROPOSED SERVICE CHANGES, UH, WHICH, WHICH ARE GROUPED INTO FOUR CATEGORIES, FREQUENCY.
WE ARE PROPOSING TO ADJUST FREQUENCIES ON 21 ROUTES AND TWO BRANCHES TO MATCH SERVICE LEVELS, AND WE CAN WORK FORCE AVAILABILITY AND TO IMPROVE RELIABILITY ALIGNMENTS.
WE ARE PROPOSING TO REALIGN, TO ROUTE SEGMENTS, UH, TO REDUCE DUPLICATIVE SERVICE AND TO IMPROVE EFFICIENCY AND TO ALSO EXTEND TWO ROUTES AND TRUNCATE ONE ROUTE TO STREAMLINE SERVICE AND BETTER MATCH FREQUENCY WITH RIDERSHIP SCHEDULE, WHERE YOU'RE PROPOSING TO ADJUST SCHEDULES ON 27 ROUTES TO IMPROVE RELIABILITY.
AND THE FOURTH CATEGORIES MODE WE'RE PROPOSING TO REPLACE A SEGMENT OF BUS ROUTE WITH VIA LINK SERVICE.
SO THE PROPOSED SERVICE CHANGES WILL IMPACT 51 ROUTES.
UM, AND THE NUMBER OF SERVICE HOURS FOR THE PROPOSED SERVICE CHANGES ESTIMATED SPEED, 4% BELOW JANUARY, 2022 COMPARED TO PRE COVID.
NEXT SLIDE BEGINNING WITH ROUTES THREE AND 76.
WE'RE PROPOSING TO EXPAND WEEKDAY FREQUENCY FROM 15 MINUTES TO 20 MINUTES BETWEEN 6:00 AM AND 6:00 PM.
ALTERNATE SERVICE IS AVAILABLE ON THE SAN PEDRO CORRIDOR ON ROUTE FOUR, 20 MINUTE FREQUENCY AND ALTERNATE SERVICE.
ISN'T AVAILABLE ON THE 76 WEST COMMERCE BOARDWALK ON ROUTE 75, ALSO WITH 20 MINUTE FREQUENCY.
SO EACH OF THESE CORRIDORS WILL HAVE TWO ROUTES EACH WITH 20 MINUTE FREQUENCY.
NEXT TIME THROUGHOUT 20, WE PROPOSE TO EXPAND WEEKDAY FREQUENCY FOR 12 MINUTES TO 15 MINUTES
[00:55:01]
BETWEEN 6:00 AM AND 6:00 PM.BUT ROUTE 26, WE PROPOSE TO EXPAND WEEK DID FREQUENCY FROM 24 MINUTES TO 30 MINUTES BETWEEN 6:00 AM AND 6:00 PM.
NEXT SLIDE FOR ROUTE 24 HOUSTON.
WE PROPOSE TO EXPAND WEEKDAY FREQUENCY FROM 20 MINUTES TO 30 MINUTES BETWEEN 6:00 AM AND 6:00 PM, 4 22 HAYS AND 51, WHATEVER WE PROPOSE TO EXPAND, WE DID FREQUENCY FROM 30 MINUTES TO 40 MINUTES BETWEEN 6:00 AM AND 6:00 PM.
AND THEN ON THE WEEKEND TO EXPAND FREQUENCY FROM 30 MINUTES TO 40 MINUTES DURING PEAK TIMES, NEXT SLIDE PLEASE.
WE SEVEN MARTIN, 36, SOUTH PRESA AND 90 WOODLAWN.
WE PROPOSED TO EXPAND WEEKDAY FREQUENCY FROM 30 MINUTES TO 60 MINUTES TO AN AM AND PM PEAKS FOR ABOUT FIVE MCCULLOUGH AND 30 WIND SPEED.
WE DO FREQUENCY FROM 30 MINUTES TO 60 MINUTES DURING AM AND PIECE.
UH, AND ON THE WEEKEND, WE'LL PROPOSE TO EXPAND FROM 45 MINUTES TO 60 MINUTES DURING THE WEEKEND PEAK.
UH, THESE ARE WEEKEND SERVICE CHANGES.
SO STARTING AT THE TOP FROM LEFT TO RIGHT 1 0 3, UM, PRIMO SUBS THAT WE PROPOSED TO EXPAND SONIC FREQUENCY FROM 12 MINUTES TO 15 MINUTES DURING PEAK 25 AND 75, WE PROPOSE TO EXPAND WEEKEND BOTH SATURDAY AND SUNDAY FREQUENCIES FROM 20 MINUTES TO 30 MINUTES DURING PEAK ROUTE EIGHT, WE PROPOSE TO EXPENSE FREQUENCY FROM 30 MINUTES TO 60 MINUTES DURING PEAK.
UM, THESE ARE ALSO WEEKEND SERVICE CHANGES.
SO WE'LL START AGAIN AT THE TOP AGAIN FROM LEFT TO RIGHT, UH, 32, WE EXPAND, UH, WE PROPOSE TO EXTEND SATURDAY FREQUENCY FROM 30 MINUTES TO 60 MINUTES WOULD BEAT THE 96.
WE PROPOSE TO INCREASE SUNDAY FREQUENCY FROM 60 MINUTES TO 30 MINUTES DURING PEAK THE 66, UH, SET UP A LITTLE, WE PROPOSED TO EXPAND THE BEGIN FREQUENCY FROM 40 MINUTES TO 60 MINUTES DURING PEAK, UH, 68 1 GOES TO EXPAND WEEKEND FREQUENCY FROM 20 MINUTES TO 30 MINUTES DURING PEAK.
UH, GENERALLY WE ARE PROPOSING TO EXPAND THE WEEKDAY FREQUENCY ON THE BROWN, THE BRANCH BETWEEN THE MILITARY AND BOTTLE FROM 40 MINUTES TO 60 MINUTES BETWEEN 6:00 AM AND 6:00 PM.
SO THIS BRANCH WOULD BE SERVED EVERY THIRD TRIP FOR THE WEEKEND.
WE PROPOSE TO EXTEND SERVICE ON THE SPRINT FROM 30 MINUTES TO 60 MINUTES DURING THE PEAK.
SO THIS BRANCH WILL BE SO EVERY OTHER TRIP, NEXT SLIDE PLEASE.
SO THAT CONCLUDES THE FREQUENCY SLIDES.
THE NEXT THREE SLIDES INCLUDE A MIX OF ALIGNMENT, CHANGES, FREQUENCY, AND MOOD CHANGES.
WE ARE PROPOSING TO REDESIGN SERVICE ON ROUTE 20 BOOK, SIDE BRANCH, SOUTH, OR BRIGGS TRANSIT CENTER TO BETTER MATCH THE FREQUENCY TO THE RIDERSHIP LEVEL.
ON THIS SEGMENT, THESE CHANGES WILL IMPACT TWO ROUTES ABOUT 20 NEW MOUNTAINS, AND ABOUT 32 STATES, WE WERE PROPOSING TO TRUNCATE ROUTE 20 AT BOOKS TRANSIT CENTER, AND THEN EXTEND ROUTE 32 TO COVER THE BOOK SIDE BRANCH.
WE ALSO PROPOSE TO REROUTE ROUTE 32 TO INCLUDE ONE MILITARY DRIVE, WHICH WILL ADD SOME SERVICE.
MILITARY BRANCH SERVICE WILL BE CHEAP, WOULD BE CHANGED TO MATCH ROUTE 32, WHICH WOULD EXPAND WEEKDAY FREQUENCY FROM 12 MINUTES TO 40 MINUTES BETWEEN 6:00 AM AND 6:00 PM, AND EXPAND THE WEEKEND FREQUENCY FROM 20 MINUTES TO 60 MINUTES DURING THE PEAK TIME.
NEXT SLIDE PLEASE, ABOUT TO BLANCO.
WE ARE PROPOSING TO REALIGN THE SPROUT FROM WAR STAR TRANSIT CENTER TO REMAIN ON BLANCO BETWEEN THE RECTOR AND LOCKHILL SELMA, UH, THIS STREAMLINED SERVICE FOR MORE DIRECT SERVICE TO DOWNTOWN AND REDUCES DUPLICATIVE SERVICE.
ALTERNATE SERVICE IS AVAILABLE WITHIN A FIVE MINUTE WALK OR A QUARTER MILE ON ROUTE THREE AND FOUR ON SOME LEVEL ABOUT 5 30, 4 ON RECTOR AND 5 52 OR LACO SELMA AND WERE FOUR 10 ACCESS ROAD.
THERE ARE CURRENTLY 75 TO 80 BY BOARDINGS PER WEEKDAY ON ROUTE TWO AT NORTHSTAR TRANSIT CENTER.
THEY REDESIGNED FOR AREAS SERVED BY THE CURRENT ROUTE 6 0 6 MEDICAL CENTER, ALMA RANCH.
WE WERE LINKED NORTH NORTHWEST ZONE, SERVES THE SEGMENT FROM MAINLAND OUT ON THE RANCH.
SO WE WERE PROPOSING THAT THIS SEGMENT IS REPLACED BY THE SERVICE ON 6 0 9 IS CURRENTLY IN 60 MINUTES.
FREQUENCY WITH A WOULD BE A LINK.
THE AVERAGE WAIT TIME FOR SERVICE WILL BE 30 MINUTES, WHICH WOULD BE AN IMPROVEMENT TO THE CURRENT SERVICE
[01:00:01]
FOR THE SEGMENT THAT CONNECTS MEDICAL CENTER TRANSIT CENTER.IN MAINLAND MOBILITY, WE ARE PROPOSING TO EXTEND ROUTE 609, SO ABOUT 600 900 AND CONNECTION ENGLAND TRANSIT CENTER TO ME AND MY TWO SOUTH TEXAS MEDICAL CENTER TRANSIT CENTER.
SO WE ARE ALSO PROPOSING TO RENAME THE 609 TO INGRAM MAINLAND MEDICAL CENTER.
FREQUENCY ON THIS SEGMENT WOULD REMAIN AT 60 MINUTES AND WE ARE PROPOSING IN A MORE DIRECT ALIGNMENT TO ECKERD BETWEEN HEAT AND NORTH HOLLOW.
I SEEN HIM AT INSET OF THE MAP, A MORE DIRECT CONNECTION WITH HIS TRAVEL TIME.
SO PASSENGERS WOULD GET TO THEIR DESTINATIONS FASTER.
APPROXIMATELY TWO BOARDINGS PER DAY ARE IMPACTED.
RELIABILITY IMPROVEMENTS, SUPPORT A CUSTOMER'S EXPERIENCE AND MAINTAIN QUALITY OF SERVICE BECAUSE THEY HELP BUSES STAY ON SCHEDULE THESE 27 ROUTES, WHICH IS ABOUT A THIRD.
THE ROUTES WERE PROPOSED FOR RELIABILITY IMPROVEMENTS, 21 ON WEEKDAYS 13 ON SATURDAY AND FULL ROUTES ON SUNDAY.
ALLOWAY, UH, I'LL HAND THEM OVER.
WE CAN GO TO THE NEXT SIDE, MR. VICE CHAIR, MEMBERS OF THE BOARD, AS YOU'VE JUST HEARD, THERE ARE 51 ROUTES OF BEING TOUCHED WITH THIS ROUND OF SERVICE CHANGES THAT ARE BEING PROPOSED FOR YOUR CONSIDERATION.
PUBLIC ENGAGEMENT WILL START TOMORROW.
I WANTED TO MAKE SURE THAT AFTER WE HAD THE PRESENTATION WITH YOU TONIGHT OR WEBSITE, WHAT IT SAYS IN THE NEWSPAPERS WILL START GETTING PUBLISHED WILL PROVIDE NOTICE TO ALL THE ELECTED OFFICIALS, TO ALL THE NEIGHBORHOOD ASSOCIATIONS THAT WE CAN ACCESS VIA THE CITY OF SAN ANTONIO'S WEST, THE NEXT DOOR PLATFORM FOR SOCIAL MEDIA.
SO WE'VE GOT THIS CAST, THE WIDEST NET AS POSSIBLE TO START GETTING INPUT INTO WHAT THESE PROPOSED CHANGES COULD MEAN FOR THE COMMUNITY.
ON FEBRUARY 28TH, WE'LL START OUR OUTREACH AT OUR TRANSIT CENTERS AND PARKING LIGHTS TO TALK DIRECTLY TO OUR CUSTOMERS.
AND WE ARE PROPOSING TO DO TWO VIRTUAL PUBLIC HEARINGS, BUT IT SAYS MEETINGS ON THE SCREEN.
IT SHOULD BE PUBLIC HEARINGS, BUT FIRST ON MARCH 8TH AT 7:00 PM, THAT WILL BE CONDUCTED IN ENGLISH AND AS HAS BEEN OUR PRACTICE WE'LL THEN DO A SECOND PUBLIC HEARING ON MARCH 9TH AT 7:00 PM.
THAT WOULD BE CONDUCTED IN SPANISH.
THOSE PUBLIC HEARINGS WILL BE RECORDED.
THEY WILL BE AVAILABLE THROUGHOUT THE COMMENT PERIOD, BUT ALSO THROUGH THE EDUCATIONAL PERIOD.
SO IT IS A REFERENCE TO, FOR THE MAY 16TH TRADERS GO INTO EFFECT OF WHAT WAS BEING DISCUSSED AND THE PUBLIC CAN STILL HEAR ANY COMMENTS OR OFFERED IN THOSE MEETINGS.
WE ARE PROPOSING THAT OUR PUBLIC COMMENT BEAT THE 23RD THROUGH MARCH 10TH, THAT DOES GIVE US OPPORTUNITY TO GATHER THE COMMENTS BACK, TO BE ABLE TO PROVIDE YOU AN UPDATE AT THE MARCH 15TH BOARD WORK SESSION AND SEE OUR TARGETED OUTREACH LIST OVER ON THE SIDE AGAIN, NEIGHBORHOOD ASSOCIATIONS THROUGH THE NEXTDOOR PLATFORM, WE REACHED ABOUT A HALF A MILLION REGISTERED USERS.
I TALKED ABOUT IT WITH OUR TWITTER, FACEBOOK, OTHER SOCIAL MEDIA OUTREACHES THAT WE DO, OF COURSE, ALL OF OUR ELECTED OFFICIALS WITH OUR 14 MEMBER CITIES, INCLUDING THE CITY OF SAN ANTONIO, ALL OF OUR STATE AND FEDERAL OFFICIALS AS WELL, THE GOVERNMENT COMMUNITY RELATIONS TEAM WILL BE PROVIDING THESE SERVICES AS WELL TO SENIOR CENTERS, COMMUNITY CENTERS, SCHOOLS, LIBRARIES, ALTHOUGH VIA PARKING LOT AND TRANSIT CENTERS.
AND OF COURSE WE WILL BE AUGMENTING IT WITH OUR ELECTRONIC E-BLASTS OUT TO OUR CURRENT STICKLER, THE LIST, WHICH IS APPROXIMATELY 150,000 REGISTERED USERS WITHIN OUR COMMUNITY.
WE'LL GO TO THE NEXT SLIDE, JUST TO BRIEF IDEA OF WHEN WE WILL BE OUT AT THE DIFFERENT TRANSIT CENTERS BASED ON CURRENT STAFFING THEM A START MONDAY, FEBRUARY 28TH.
AND THE GOAL IS TO BE COMPLETE BY TUESDAY, MARCH 8TH, WE WILL HAVE STAFFS OUT EITHER BETWEEN THE 6:00 AM TO 9:00 AM MORNING PEAK OR THE 3:00 PM TO 6:00 PM EVENING PEAK AT THE TRANSIT CENTERS THROUGHOUT THE SYSTEM, INCLUDING SOME OF THE TRANSFER POINTS LIKE FIVE POINTS IN THERE AND MAINLAND AND OTHER KEY LOCATIONS WHERE WE CAN ENSURE THAT WE'RE REACHING THE RIDER.
AND SHE MAY NOT NECESSARILY BE GO INTO THE TRANSIT CENTER, BUT STILL NEED TO HAVE ACCESS TO THIS INFORMATION, TO HAVE THEIR VOICES HEARD, AUGMENTING THIS WITH QR CODES, ALL THE MATERIALS, ESPECIALLY WITH THE PANDEMIC, THIS HAS BECOME MUCH MORE ACCEPTABLE TO USE, AND WE WILL HAVE THAT TO WORK HER DEDICATING AND DIRECTING TO THE VIRTUAL PUBLIC HEARING PAGE.
AGAIN, LET THEM GO LIVE TOMORROW.
WE ALSO ENSURE THAT NOTICES ARE AVAILABLE AND VISIBLE INSIDE ALL OF OUR BUSES.
AGAIN, PROMOTING THE AVAILABILITY OF HOW PEOPLE CAN LEAVE COMMENTS, NOT ONLY ON THE WEBSITE, BUT ALSO AS CAN GET YOU IN THE NEXT SIDE, UH, THROUGH THE OTHER MECHANISMS THAT WE HAVE AVAILABLE.
WHAT YOU'RE SEEING ON THE SCREEN BOARD
[01:05:01]
IS THE MOCK-UP OF THE PROPOSED VIRTUAL LANDING PAGE FOR THE MAY, 2022 SERVICE CHANGES, INCLUDING THE PUBLICATION OF THE TIME AND DATE FOR BOTH THE PUBLIC HEARINGS, AS WELL AS THE DEDICATED PHONE NUMBER AVAILABLE TO A LOT OF PEOPLE TO CALL BEFORE THE PUBLIC HEARING, TO LEAVE COMMENTS VERBALLY, IF THEY'D LIKE TO, OR WE CAN PLAY AS PART OF THE PUBLIC HEARINGS, WE'VE NEVER THE NEXT SLIDE.SO AGAIN, JUST AS A BRIEF RECAP, UH, OUTREACH WILL START FOR BREAK 23RD.
THE FIRST ON MARCH 8TH, 2022, 7:00 PM IN ENGLISH, THE SECOND, MARCH 9TH, 2022 AT 7:00 PM IN SPANISH, BOTH WILL BE RECORDED.
WE DO HAVE A DEDICATED URL THAT WE'VE USED CONSISTENTLY FOR SERVICE CHANGES THAT IS VIA INFO.NET/PROPOSED CHANGES.
AND WE DO HAVE THE DIAL IN NUMBER 8 5 5 9 2 5 2 8 0 1 WITH MEETING CODE 5 1 4 9 FOR INDIVIDUALS TO BE ABLE TO CALL HIM AND LEAVE COMMENTS.
IN ADDITION TO US ACCEPTING COMMENTS BY EMAIL, BY LETTER AND BY FAX IN THE NEXT SIDE, THEY HAVE THAT JUST RAISED THE RATES.
AGAIN, WE START, START ACCEPTING COMMENTS TOMORROW.
AND WHEN WE COME BACK ON MARCH 15TH, WE'LL BE ABLE TO PROVIDE YOU A RECAP OF THIS OUTREACH ACTIVITY PROCESS.
ANY COMMENTS WE'VE RECEIVED THROUGH OUR CUSTOMER SERVICE LINE AT 2020, WITH THAT, I'LL TURN IT BACK OVER TO THIS DSS.
ANY QUESTIONS, TRUSTEE COMA, THAT'S SORT OF A COMMENT.
I DON'T KNOW ANYONE WHO WANTS TO REDUCE FREQUENCY.
THE ONLY REASON WE'RE DOING THIS IS BECAUSE OF NECESSITY BECAUSE OF STAFFING PROBLEMS. SO I HOPE WE NEED A LOOK FOR COMMUNITY INPUT THAT YOU LET THE COMMUNITY KNOW.
AND THE QUESTION THAT I HAVE IS, UH, RELEASE SITUATION JAR BEHIND US HOPEFULLY SOON AND COVID IS BEHIND THIS.
AND WHEN WE ARE ABLE TO HIRE MORE OPERATORS.
DO WE HAVE TO GO BACK TO THE SAME CROSS? YES.
TO RESTORE THESE ROUTES, WE'LL BE ABLE TO RESTORE THEM AUTOMATICALLY.
WE WILL GO THROUGH THE SAME PROCESS OF BRINGING THEM TO THE BOARD.
WE SIGN UP BY SIGNUP BY SERVICE CHANGE BY SERVICE CHANGE.
SO WE TYPICALLY HAVE THREE A YEAR AND THEY WILL BE BASED ON NOT WHAT WAS HAPPENING BEFORE COVID, BUT WHAT'S HAPPENING TODAY.
SO WHERE, WHERE THE RIDERSHIP IS TODAY, WHERE WE COULD POSSIBLY BE SEEING MARKET DEMAND IN AREAS, BUT IT WILL BE BASED ON WHAT WE'VE SEEN TODAY, THE MORE RECENT TRENDS ANYWAY, YOU, AND, UM, IF THERE ARE NO OTHER QUESTIONS, I'LL GO AHEAD AND JUST MAKE MY COMMENT.
THE ONE COMMENT THAT I HAD, UH, MISTY, AS WELL AS BELIEVE ME, UM, LITERATE, LITERATE ENOUGH TO UNDERSTOOD OR UNDERSTAND.
MAYBE I'M NOT TO UNDERSTAND THE EXPANSION OF FREQUENCY WHEN WE USE THAT VERBIAGE, BUT I THINK, YOU KNOW, TOBACCO, THE ALLEYWAY, WHEN WE'RE GOING OUT THERE AND WE'RE EXPLAINING WHAT WE'RE DOING, THAT EXPANDING OF FREQUENCY CAN BE VERY, UM, COUNTERINTUITIVE TO WHAT WE'RE TRYING TO ACTUALLY, UM, YOU KNOW, UM, SHARE.
IT'S NOT GOING TO REALLY GIVE US THE RIGHT NARRATIVE.
SO I KNOW THE IDEA IS OBVIOUSLY WE'RE EXPANDING FREQUENCY, WHICH MEANS LESS, UM, YOU KNOW, TIME, UH, OR AMOUNT OF BUSES THAT ARE COMING WITHIN THAT TIME.
UM, BUT I THINK OUR COMMUNITY MAY NOT UNDERSTAND THAT PARTICULAR TERMINOLOGY, RIGHT.
THEY MAY BE STRUGGLING WITH THAT PIECE.
SO I JUST WANT TO MAKE SURE THAT WHEN WE'RE OUT THERE SPEAKING TO OUR COMMUNITY, THAT WE'RE ACTUALLY USING, UM, APPROPRIATE VERBIAGE AROUND QUOTE UNQUOTE, EXPANSION OF FREQUENCY.
UM, AGAIN, I KNOW THAT'S WHAT WE'RE DOING, BUT I THINK WE JUST WANT TO TELL THE STORY A LITTLE BIT BETTER IN MY OPINION.
UM, BUT I ALSO AGREE WITH TRUSTEE COMO A HUNDRED TIMES 10, YOU KNOW, I REALLY WANT TO MAKE SURE THAT THIS IS PRIORITIZED, THAT WHERE WE ARE REVISITING THIS, UM, IN A MATTER OF A YEAR OR TWO, UM, WHEN APPROPRIATE, BECAUSE THIS IS NOT THE IDEA OF WHAT WE'RE TALKING ABOUT WHEN WE TALK ABOUT PROVIDING FREQUENCY AND MAKING SURE THAT FOLKS HAVE ACCESS, RIGHT.
BUT WE DO UNDERSTAND THE BUSINESS, UM, ACUMEN OF THIS AND WHY WE HAVE TO MAKE THESE PARTICULAR CHOICES.
SO AGAIN, AS ALWAYS MISTY, AS WELL AS I APPRECIATE SEEING YOU, AND I LOVE YOUR PRESENTATIONS.
ALLOWAY, THANK YOU FOR YOUR TIME.
AND WITH THAT EMOTION, NO, THERE'S NO ACTION NEEDED.
THEY'RE GOING TO BRING THAT ACTION BACK TO US IN MARCH.
I BELIEVE IT WAS MARCH 16TH, MARCH 16TH IS WHEN WE'LL ACTUALLY VOTE ON THOSE PARTICULAR CHANGES.
[01:10:01]
THERE ANY OTHER QUESTIONS OR COMMENTS? I'M SORRY, I'M RUSHING THROUGH THIS.AND WITH THAT, UH, MISS ELDER, IS THERE ANY MRS. ELDER, IS THERE ANY LEGAL BRIEFING? NO, SIR.
AND WITH THAT TRUSTEES, WE ARE AT THE POINT OF OUR AGENDA.
WHEN I NEED A MOTION TO ADJOURN, IT HAS BEEN MOVED AND PROPERLY.
